1. BŀŎƪƎNJƻdzƴŘ

This plan is for the teardown, test, and evaluation of AE2100D3 (AE2100) engines under USN Radiological Controls (RADCON). Due to engine operation in radiologically contaminated areas, specialized depot induction procedures are necessary to process potentially radiologically contaminated AE2100 engines. Propeller Gearbox (PGB) and Gearbox Mounted Accessory Drive (GMAD) modules may also be presented as standalone units for inspection. Processing and handling of these assets requires additional licenses and special handling procedures, segregation of material and tooling, and a segregated teardown and inspection facility capable of processing potentially contaminated parts. Inspection data will be collected and forwarded to NAVSEA 04N for analysis to determine whether the engines and/or the associated modules can be removed from radiological control. Upon NAVSEA 04N direction, parts verified clear of contamination following inspection may then be reintroduced into an authorized depot repair facility. Parts verified contaminated shall continue to be handled in accordance with Contractor’s radiological control procedures. Upon final adjudication of screened materials, the Government will coordinate disposal of contaminated whole engines and engine parts through established procedures using NAVSEADET RASO and DoD Executive Agent for Low Level Radioactive Waste (LLRW).

2. Scope

The following inspection plan documents the necessary steps for the Contractor to tear down, test, and evaluate RADCON AE2100 engines. The AE2100 engine is managed as a Quick Engine Change Assembly (QECA). For the purposes of this inspection the AE2100 engine consists of the PGB, GMAD, Power Section (PS), Torquemeter (TM), and Quick Engine Change (QEC) modules. PGB and GMAD may also be presented as standalone units for inspection. Prior to this inspection, measurements for radiological contamination have only been taken on external engine surfaces, and several PGBs, GMADs, and PGB lube oil and scavenge pumps have been inspected.1 The teardown inspection is required to gather data regarding the extent of radiological contamination of internal engine components and the QEC. QEC and engine disassembly and inspection will be performed by the Contractor. Contamination surveys will be performed by the Contractor using Government accepted equipment to determine the level of contamination. After QEC and engine disassembly, several components, as indentified in this plan will be surveyed using a Large Articles Monitor 12 (LAM 12).

Prior to taking possession of the subject RADCON assets , the Contractor shall have an agreement state license with their respective state or NRC license allowing them to receive, process, and store radiological contaminated hardware. The Contractor shall furnish a copy of this license to the Government prior to accepting deliveries of RADCON assets. The Contractor shall notify the Government if any changes are made to the license and shall furnish a copy of the updated license prior to delivery of the next scheduled RADCON asset.

3. Inspection Objective

This inspection will determine whether KC‐130J QECs and AE2100D3 engines can be cleared for un‐ restricted repair at the Contractor facility, and the results will be used to evaluate anticipated contamination levels in other KC‐130J QECs and AE2100D3 engines under radiological control.

Inspection results will be monitored and inspection plan may be revised as required with agreement with NAVSEA 04N, NAVAIR 4.1.8, C‐130 Fleet Support Team (FST), and the Contractor.

4. Description of Inspection Articles

Inspection articles are AE2100 PGB, GMAD, PS, TM, and QEC modules. PGB, GMAD, and TM modules may also be presented as standalone units for inspection. The Government will track and maintain a listing of suspect contaminated AE2100 engine and engine modules; this list will be updated as required by the Government and will be provided to the Contractor. The Government will provide the Contractor inspection documentation for PGB and GMAD modules that have been inspected and released from radiological control. In order to maximize engine availability, PGB and GMAD modules may be transferred between uninstalled inoperative engines. PGB and GMAD modules that are not under radiological control but associated with an engine under radiological controls will be surveyed externally upon their removal from the engine, and will not require a disassembly inspection.

5. Approach

The engine and QEC disassembly and inspection will take place in the inspection facilities identified by the Contractor. The Contractor will forward all applicable licensees and permits to the Government. Contractor will be responsible for complying with local, state, and federal regulations throughout the disassembly and inspection process.

There will be two milestones on the path to achieving inspection success.

The first milestone will be to obtain plan and contractual authorizations. NAVSEA 04N authorization is required regarding the inspection process and inspection test points. CNAF N42 authorization is required to move engines and QECs in exception to CNAP/CNAF message 3105554ZMAR11. C‐130 FST authorization is required for this inspection. KC‐130J Sustainment IPTL/COR authorization is required to indicate contractual agreement has been arranged with Rolls‐Royce and their designated sub‐contractors.

AE2100 engines and QECs will be shipped as a QECA by the appropriate Government activity to a Contractor facility as directed by TYCOM. PGB and GMAD may also be presented as standalone units for inspection. Prior to shipment, the Government will perform an external survey of the QECA, engine dolly, and preservation bag, or PGB/GMAD and shipping container by a trained individual2 using an MFR with DT‐304 probe, and record the results per the inspection sheets in Appendix A or B as applicable. Technicians will be trained and will comply with applicable RADCON procedures. The Appendix A survey sheets will be sent with the QECA, or the Appendix B survey

2 RADIOLOGICAL CONTROLS MANUAL FOR FUKUSHIMA DAI‐ICHI FALLOUT‐ NAVSEA 04N

sheets will be sent with the PGB/GMAD for shipment to the Contractor facility. Electronic copies of the Appendix A or B survey sheets will be provided to the C‐130 FST.

The second milestone will be to commence teardown and inspection of AE2100 engines and QECs.

Tooling requirements will be determined by the Contractor, with tooling provided by the Contractor and the Government per contractual agreements. Tooling used for this inspection will not traverse the radiological inspection area without radiological survey, decontamination, and documentation per a process of the Contractor's choosing that is compliant with local, state, and federal requirements. Government provided tooling will require Contractor provided documentation that the equipment is below 1,000 disintegrations per minute (dpm)/100 cm2 loose and 5,000 dpm/100 cm2 fixed contamination. For tools that have less than 100 cm2 surface area the whole tool shall be surveyed and results indicated as such. NAVSEA 04N shall approve the release of all tools prior to their return to the Government.

The engine and QEC disassembly inspection points are specified in Appendices C through K. In addition, specific components identified in the appendices will be surveyed in a LAM‐12 bulk counter provided for use on this effort by the Government. Electronic copies of the survey sheets will be provided to the C‐130 FST, and all survey results will be documented in Joint Deficiency Reporting System (JDRS) by the Government through coordination with the C‐130 FST.

Contaminated engine and QEC pieces shall be decontaminated below equivalent contamination levels of 1,000 dpm per 100 cm2 loose and 5,000 dpm/100 cm2 fixed. Following exhaustion of decontamination efforts, all pieces shall be re‐surveyed and documented on applicable inspection sheets in Appendices C through K. Tooling shall be surveyed, decontaminated, and documented in a manner of the Contractor's choosing. Materials used in decontamination shall be disposed of by the Contractor per local, state, and federal regulations.

In order to maximize availability of repairable assets, the Contractor will electronically forward the inspection results of QEC, TM, PGB, and GMAD modules to the Contracting Officer’s Representative (COR)/C‐130 FST per paragraph 7.2, and release for these individual modules will be requested based on the results. The PS module will remain associated with the engine serial number. The engine dolly and preservation bag will be cleared with the QEC module and used to transport the QEC module throughout the repair and shipping process. The AE2100 engine and QEC modules will be stored in a Radiologically Controlled Area (RCA) until the affected modules are released for repair per NAVSEA 04N, and TYCOM naval message. Applicable naval messages will be forwarded by the C‐130 FST/COR to the Contractor. After release has been annotated, Contractor repair of the engine or engine modules may begin in accordance with existing contracts.
