PERFORMANCE WORK STATEMENT
AEROBICS INSTRUCTOR
VANDENBERG AFB, CA

SECTION C-1
GENERAL
1.1. SCOPE OF WORK. The Contractor shall provide all personnel, supervision, and other items and services necessary to instruct aerobic classes as defined in this performance work statement (PWS), except as specified in Section C-2 as government-furnished property and services, at Vandenberg AFB. The contractor shall perform to the standards in this contract.
1.2. PERSONNEL
1.2.1. Contract Manager. The contractor shall provide a contract manager and alternate(s) who shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. The manager or an alternate shall be available within two hours during normal duty hours to meet on the installation with government personnel when requested by the contracting officer or contracting officer representative (COR).
1.2.1.1. Prior to the performance start date, the contractor shall notify the contracting officer or COR in writing of the names of the contract manager and alternate(s) and the telephone numbers where they can be reached outside of normal duty hours. The contractor shall notify the contracting officer or COR of any change in the contract manager or alternate(s) within five days after the change occurs.
1.2.1.2. The on-site contract manager and alternate(s) shall understand English and be able to read, write, and speak English fluently.
1.2.2. Employees. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS are the responsibility and prerogative of the contractor. However, the contractor shall comply with the general intent and specific policies set forth in the PWS and in regulations of specific policies set forth in the PWS and in regulations of Vandenberg AFB concerning conduct of employees as referenced herein. When directed by the contracting officer or COR, the contractor shall remove from performance on the contract any person identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. All employees working on site for contractor, due to safety and security requirements, must be able to understand English and to read, write, and speak English fluently.
1.2.2.1. Contractor personnel shall present a neat appearance and be easily recognized. Employee clothing shall be safe for the operations involved in contract performance and be within common limits of tastefulness. Wearing of military clothing is not permitted.
1.2.2.2. The contractor shall ensure before employees start work they have appropriate, current and valid professional certifications to perform the services in this contract. Contractor must provide instructors who are certified to teach, including but not limited to: low impact, beginner step, intermediate step, advanced step, multi-step, step-n-sculpt, step/lo combo, cycling, yoga body conditioning, box aerobics, body pump, Pilates and aerobic slide. Any combination of these classes may or may not be offered. IAW AFI 34-266 para 2.3, group fitness instructors must have and maintain a primary instructor certification from an organization listed below, under HQ AFSVA/SVORF Accepted Organizations & Certifications, pages 10-12. Instructors must obtain the
Page | 3 additional necessary specialized certifications for step, group cycling and cardio kickboxing classes.
These may be received from other than primary certification organizations. Yoga and water aerobics instructors may have a specialized certification without a primary aerobics certification if yoga or water aerobics is the only class they teach. Group exercise instructors for core programs are an APF expense. Group exercise instructors will also maintain current First Aid, BLS/AED (American Heart) or CPR/AED (Red Cross) certification.
1.2.2.3. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any employee of the United States Air Force (USAF), either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulation DOD 5500.7-R. The contractor shall not employ any employee of the USAF if such employment would be contrary to Air Force policies and guidelines.
1.2.2.4. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; such absence shall not constitute an excuse for nonperformance under this contract.
1.2.2.5. Instructors will need to arrive 15 minutes early and stay 15 minutes late in order to open and close the facility.
1.2.2.6 The contractor shall not have more than 3 customer service complaints per month.
1.3. SECURITY REQUIREMENTS
1.3.1. Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor will be required to apply for vehicle and individual identification media at the Security Forces Squadron, Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and access media issued and surrender it to the Security Forces Squadron, Pass and ID Section.
1.3.2. Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The contractor's employees are authorized entry to the installation for the purpose of work only and are not authorized in other facilities, areas, or buildings without proper prior authorization.
1.3.3. Contractor shall ensure the building in which services are performed is completely secured upon vacating it. Contractor is required to properly sign off on a designated form posted on the wall near the front entrance doors and ensure all items identified on the form have been accomplished.
1.4. CUSTOMER SERVICE HOURS
1.4.1. Recognized Holidays. The contractor is not required to provide service on normal Federal holidays. Federal holidays are: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas

Day. (Note: The Department of Labor Wage Determination also requires recognition of Good Friday, but the contractor must provide service on that day.)
1.5. SAFETY
1.5.1. The contractor shall conform to the specific safety requirements established by this contract;
comply with the safety rules of the government installation that cover related activities not directly addressed in this contract; take all reasonable steps and precautions to prevent accidents and preserve the life and health of contractor and government personnel performing or in any way coming in contact with the performance of this contract; and take such additional immediate precautions as the contracting officer may reasonably require for safety and accident prevention purposes.
1.5.2. Enforcement of workplace safety laws is the responsibility of the agency specified in the law.
The burden of compliance with these laws rests with the contractor, and the contractor is subject to citations and penalties for violations.
1.5.3. The contracting officer or COR may notify the contractor of hazards in contractor operations that endanger appropriate abatement action. This provision does not negate other agency responsibility for enforcement of applicable safety laws.
1.5.4. The contractor shall notify the contracting officer or COR of contractor mishaps that produces injury or illness to government personnel or damage to government property. Contractor shall define, investigate, and report such mishaps to the government within one hour of the time the mishap occurs.
1.5.5. The contractor shall notify the contracting officer or COR of any condition, temporary or permanent, that results in placing government assets (personnel, facilities, or equipment) in a situation where safety may be jeopardized, (e.g. disconnecting alarm systems or fire protection system, etc.)
1.5.6. Any violation of these safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the DEFAULT clause of this contract.
1.6. LOST AND FOUND. The Contractor shall assure that all articles found by its employees are turned in daily to the security police and notification made to the Contracting Officer or COR.
1.7. ENVIRONMENTAL COMPLIANCE. Not applicable.
SECTION C-2
GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1. GENERAL. The Government shall furnish property and services as follows:
2.2. PROPERTY/FACILITIES. The Government will provide Bldg. 9005 to perform services in. Use of other facilities must be approved in advance by the Fitness Center Director or his/her appointee.

2.3. EQUIPMENT. The government will furnish all steps, mats, exercise tubing, weights, and any other equipment needed to conduct classes as well as publicity for classes (such as class schedules and flyers), and special events. The Government will supply an electronic stereo system, microphone, and all other necessary music equipment. All equipment must remain in the Aerobic Center and is for class use only.
2.4. SERVICES.
2.4.1. Utilities. All necessary utilities will be provided by the base.
2.4.2. Custodial Service. All custodial service will be provided through the Fitness Center's existing custodial contract.
2.4.3. Refuse Collection. Base refuse collection system will be used.
2.4.4. Insect and Rodent Control. Yes. Contractor shall contact Fitness Center if insect and rodent control is a problem. Fitness Center will submit Air Force (AF) Form 332 to the Civil Engineering Squadron.
2.4.5. Grounds Maintenance. None.
2.4.6. Security Police and Fire Protection. Emergency services are provided through the base by calling the emergency number 911.
2.4.7. Emergency Medical Service. The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel. The contractor shall reimburse the Government for the cost of medical treatment and patient transportation service at the current inpatient or outpatient treatment established by the servicing Air Force Medical Center.
2.4.8. Forms and Publications. Government publications and forms required in the performance of this contract shall be made available to the Contractor.

CONTRACTOR FURNISHED ITEMS AND SERVICES
3.1. GENERAL. Except for those items or services specifically stated to be Government furnished in Section C-2, the Contractor shall furnish items and services required to perform this PWS.
3.2. UTILITIES. None.
3.3. FACILITIES. None.
3.4. EQUIPMENT. The Contractor will provide all necessary labor and music.
3.5. ENVIRONMENTAL BRIEFING. None.
SECTION C-4
SPECIFIC TASKS
4.1. GENERAL. The Contractor shall provide instructors certified in Aerobic training. Additionally, the music for each class shall be provided by either the contractor or each class instructor.
4.2. CLASS INFORMATION.
4.2.1. Contractor shall schedule instructors to teach at varying times and days. The contractor shall provide a schedule of instructors for classes by the 15th of the month for the following month.
Contractor will always make the Fitness Center aware of which instructors are being provided for each class. Contractor shall be required to provide instructors for approximately 25 classes per week.
4.2.2. Instructors are needed to teach for approximately 100 classes per month. Classes may be taught any day of the week at different times of the day. Approximate total number of classes to be taught is 1200 classes.
4.2.3. All set-up and clean-up shall be accomplished by the Contractor. The Contractor shall ensure all equipment is returned to its proper storage place at the end of each class.
4.2.4. Contractor shall notify the Fitness Center Director anytime a class must be canceled.
4.2.5. The instructor shall be responsible for recording attendance for each class on a form designated by the aerobics coordinator. The form will be located in the Indoor Cycling room and the Aerobics room.
4.2.6. The following are expectations of all class instructors when they are conducting a class.
4.2.6.1. All instructors shall begin each class by introducing themselves and the type of class.
4.2.6.2. All instructors must take at least two pulse breaks during each class taught and at least one water break.

4.2.6.3. Instructors are required to change music during ideal times such as pulse breaks or water breaks. Instructors should not change music during inconvenient times where the class will be disrupted, such as in the middle of exercising.
4.2.6.4. Instructors must be able to properly demonstrate all types of steps and moves, including high and low impact moves, and all floor work in detail. Instructors must be able to adjust the pace of the class for first time students.
4.2.6.5. Instructors shall properly stretch out their students prior to class and immediately after cool-down.
4.2.6.6. Instructors shall appear and sound energetic and positive, and always present a professional image. Instructors should be sharply dressed, clothes not torn or faded.
4.2.6.7. Instructors shall take initiative to interact with the students before and/or after classes.
4.2.6.8. Instructors must have any new students fill out an aerobic consent form. These forms will be kept on file and maintained by the contractor.
4.3. PUBLICITY. Contractor shall not advertise or solicit any other products or services other than the Vandenberg aerobics program without proper prior clearance through the Fitness Center Director.
4.4. FITNESS IMPROVEMENT PROGRAM (FIP). These programs target active-duty personnel who do not meet Air Force fitness standards for aerobic fitness, muscular strength, and circumferential tape measurement. Priority consideration is given to Active-Duty members who do not meet the Air Force Fitness Standards.
4.5. HIIT Workout. Supply a certified instructor capable of teaching a monthly HIIT workout for the SLD 30 Delta Dash.
4.6. EVALUATIONS. Evaluations shall consist of sections 4.2.1 through 4.2.6.8 and the following:
4.6.1. Each instructor in maintaining certification must take at least one workshop per year covering safety, choreography, step techniques, master classes, and various types of specialty training (i.e.
weight training, circuit training, aerobics for the elderly, prenatal aerobics, water aerobics, stretching, personal training, etc.). Contractor must furnish proof that all instructors have completed these workshops to the Fitness Center Director. All records shall be spot-checked twice per year.
4.6.2. Proof of initial certification must be framed and posted at all times. All certifications must be provided to the Fitness Center Director.
4.6. CHECKLISTS. An internal checklist will be used to evaluate all classes. These lists will remain at the Fitness Center and will be available upon request for the contractor to review.

HQ AFSVA/SVORF Accepted Organizations & Certifications
The fitness industry, and the Air Force, has moved to a position of only recognizing certifications from organizations that have met stringent criteria. The lists below provides names of organizations now being accepted by HQ AFSVA/SVORF and includes organizations that have already been Third-Party accredited, as well as NOCA Organizational members, and those organizations affiliated with the National Board of Fitness Examiners (NBFE). As accreditation/affiliation status changes this list will be modified so please check back prior to signing up for new courses. (Overseas bases may request a waiver to use local national certified organizations as long as the training material is similar to those listed below. Waiver request must be accompanied by course syllabus.)
Group exercise instructors must possess and maintain a primary instructor certification from an organization listed in the second section below. Instructors must obtain the additional necessary specialty certifications for step and cardio kickboxing classes; these may be received from organizations other than their primary certification. Yoga, group cycling, and water exercise instructors may have a specialty certification without a primary group exercise certification if yoga, group cycling, or water exercise is the only class they teach.
