About this file
This document is a Q&A for RFP 88N-19 issued by the Massachusetts Bay Transportation Authority (MBTA) for a Fuel Management System (FMS) for their buses and non-revenue vehicles. The RFP seeks a new FMS to replace the MBTA's current system, which does not exist. The FMS must integrate with the MBTA's existing MCRS2 maintenance software to provide real-time or near real-time data on vehicle mileage, engine hours, fault codes, and other maintenance-related information. The FMS must also have the capability to automatically activate bus wash systems based on vehicle schedules. The RFP covers approximately 347 fuel dispensing points across MBTA locations. Bidders may request site visits prior to the proposal due date.
In terms of pricing, the MBTA is seeking an all-inclusive price for the FMS, including any required vehicle-mounted equipment. Bidders must provide pricing on the FMIS Pricing Response form, including options for software support and hardware warranty for years 3-5. The MBTA currently does not have a Fuel Management System and will be working with the awarded contractor to provide the necessary IT infrastructure and integration with MCRS2.

Q
Section 6.6 - The ability to track vehicles when they are washed. - Several years ago there was a RFP for MBTA and the same request and it was proposed that at the Islan Controller during the fuel process that ISland Controller would prompt the fueler "Are you going to wash the bus?" Is this what is desired or would you rather have us control the operation of the bus wash? If YES to the above, how many bus wash lanes do you have system wide?
A
We want the ability to track and have the bus wash turn on automatically based on the days between bus being washed. The MBTA would like the ability to set a schedule for the buses so that half is washed one day and the other the next day.
The Fuel Island would see the bus number and then based on the day inform the fueler that the bus needs to be washed and turn on the bus wash. The MBTA would also like the ability to override the bus wash by placing it in manual mode.
The MBTA currently has 12 Bus Wash Lanes located near the Fueling Lanes. The
MBTA would like the FMS to turn on the Bus Wash and alert the Fueler. The
MBTA would also like a manual override of the system if it is down.
