About this file

This is an Addendum #2 to a Request for Quote (ARFQ 0608 DCR2200000009) issued by the West Virginia Department of Corrections and Rehabilitation (WVDCR) for a security camera system installation at Mount Olive Correctional Complex and Jail. The project involves the installation of a comprehensive closed-circuit video management system (CVMS) with network infrastructure, including cameras, network video recorders (NVRs), power over ethernet switches, fiber optic cabling, and associated equipment throughout multiple buildings at the facility. The system must provide access to approximately 22 staff members with configurable user profiles offering 13 different access levels. All work must be completed within 730 calendar days from the Notice to Proceed, with project billing structured in phases as sections are brought online using AIA pay applications based on monthly percentage of work completion. The contractor must provide factory-trained technicians with a minimum of ten years' experience in video surveillance, schedule of values, weekly or as-requested progress meetings, and free software training for one year following project completion. Replacement parts must remain available for a minimum of ten years from substantial completion.

Critical specification requirements include US-manufactured solid copper Category 6E plenum cable, multimode fiber optic cabling, and all connections to the state network via copper cable. The contractor must provide all fiber patch cables and SFP modules, honor manufacturer warranties of three years from project completion, and assume responsibility for cable installation in elevators and throughout the facility. The contractor must schedule work in the kitchen outside meal preparation hours, coordinate with WVDCR and West Virginia Office of Technology representatives for network setup and system configuration, and accept alternative replacement parts that meet or exceed original equipment specifications. All locking cabinets must be keyed alike, existing equipment must remain operational when moved to new cabinets, and the contractor must provide escorts and coordinate with facility management regarding equipment storage, scissor lift charging locations, work trailer placement, and removal of existing cameras that impede installation.

Security Camera System Project

Addendum #2

Questions:

Q1: Power over ethernet network switches:

a. There are two (2) different power over ethernet network switches that are specified for this project. The two (2) different communications manufactures are listed below:

1) 16 PORT 16 Port 270W Gigabit PoE Switch with 2 SFP Port

2) 24 PORT 24 Port 400W Gigabit PoE Switch with 2 SFP Port

b. There are separate specification sections for each of the previously listed power over ethernet network switches. The contractor must meet the requirements listed in the separate specification sections for each of the two (2) different power over ethernet network switches.

Is there existing fiber infrastructure to connect network switches? Will SFP's and fiber patch cables be provided?

A1: There is existing fiber infrastructure, network switches should be connected to the NVR and not the State Network. SFP’s and patch cables will need to be provided by the vendor.

Q2: There is anywhere that fiber cable must be installed on this project, it will be the sole responsibly of the contractor to provide and install.

A2: Yes

Q3: The security camera system provider must be able to give free training on the software whenever requested at no additional cost to the state. For what length of time?

A3: One (1) year after project completion and turn over.

Q4: Parts for the security camera system must be available for a minimum of ten (10) years from the date of substantial completion. The contractor must sign and notarize an affidavit agreeing to the previously stated.

Replacement parts may be end of lifed in this time period and may require an alternative, is this acceptable? Since equipment is made in China, it is possible that it will not be available.

A4: Alternative equipment is acceptable as long as it meets or exceeds the original equipment.

Q5: How much storage is required on the SD cards?

A5: SD cards are not needed for this project. Cameras are only required to have this capability if needed in the future.

Q6: The contractor’s installer technicians must be factory trained, authorized to sell and install what is being bid, with ten (10) years’ experience.

Is the 10 years experience in Avycon or Video Surveillance in general?

A6: In video surveillance in general.

Q7: Conduct progress meetings at weekly intervals, bi-weekly intervals, or as requested by the Director of Engineering, Construction, and Maintenance.

Will these be via teams or in person meetings?

A7: In person but may be a mix of both.

Q8: One question I have would be is this project billable in phases or does the winning bidder have to wait until completion of entire project to invoice? Once we bring a section of the facility online and running on the new NVR can that phase be invoiced for payment at that time or does all billing have to wait until the project is complete?

A8: After the contract has been encumbered, the contractor will be required to provide a schedule of values that will be part of their pay applications. It is preferred that the contractor us the AIA pay application. As work is being installed, the contract will submit a pay application each month and will be on percentages of work completed.

Q9: Are we required to use US made cable?

A9: Yes

Q10: Does the Cat6E need to be Solid copper or is CCA acceptable?

A10: Solid copper is required.

Q11: Are we required to run Plenum cable in the drop ceilings?

A11: Yes

Q12: To optimize the network switches, we prefer to use the SFP ports for uplinks. Will we be able to use a fiber patch to connect to the state network or are we required to use copper?

A12: Network switches for the camera systems are not to be connected to the state network.

Q13: We will need IP address assignments for each of the NVRS that will be installed that connect to the state network. The state needs to provide guidance on what this addressing scheme is going to be for each unit.

A13: A representative from WVDCR or WVOT will be onsite when setup and connection to the state network is done to assist with this process.

Q14: I am an Avycon dealer and have talked to the president of Avycon and he has agreed to provide the required warranty of 3 years from the date of “Substantial completion”

A14: Thank you for letting me know.

Q15: How many Strand of fiber are required to connect the two buildings together that require conduit installed between them? Can you confirm that the requirement is for Multi-Mode and not Single-Mode fiber?

A15: Multi-Mode fiber is required.

Q16: Will we be able to deliver several “Connex” containers to the prison parking lot or location that the state dictates to store equipment, tools, and other supplies?

A16: Yes

Q17: Since we a required to bring each pod online as it is completed, who is going to be available to work with our programmers to designate camera viewing angle, privacy masks, recording settings, motion detection areas, etc.?

A17: A representative from WVDCR or WVOT will be onsite when setup and connection to the state network is done to assist with this process.

Q18: How many installations of CVMS are we going to be required to install?

A18: Access to the camera system should be approximately twenty-two (22) staff members.

Some will be able to access the camera system from the same computers.

Q19: Will we need to setup mobile viewing via tablets or cell phones?

A19: No, this feature will not be used at this time.

Q20: How many levels of access are required for different users?

A20: User profiles should have the following selectable access options.

1. Full administration access

2. Export Video

3. Manage folders

4. Manage devices

5. Pan Tilt Zoom

6. Trigger outputs

7. View device diagnostics

8. View disk analysis

9. View notifications

10. Watch live video Sub Stream

11. Watch live video Main Stream

12. Watch playback video Sub Stream

13. Watch playback video Main Stream

Q21: Who is going to be authorized to provide instruction on setting up users and the level of access each login is allowed?

A21: MOCC&J Electronics Tech and WVDCR Security Technologies Representative

Q22: We can provide the remote viewing required by implementing the onboard uPnP but the video is slightly delayed when viewing this way. If real-time viewing is required we will need to have port forwarding in place on your Internet router.

A22: Port forwarding will be provided when needed.

Q23: Will we be permitted to remove existing cameras that impede on the installation of the new system?

A23: This will be determined on a case by case bases.

Q24: When installing cameras in the kitchen, will alternate hours be made available for us to complete this portion of the project outside of the hours when meals are being prepared?

A24: Yes

Q25: Will any space be made available for the installation of a work trailer?

A25: Yes

Q26: Will space be made available in the individual buildings for the storage and charging of scissors lifts overnight? If we are required to tram the lifts to and from the job location each day this will have a major impact on time and productivity.

A26: Space is available in some areas for the charging of the scissor lifts. In the housing units the lift will have to be charged in the Central Receiving area and tram it back and forth every day. The other areas could be charged close to the location they are working in.

Q27: Due to the high number of wall penetrations and firewalls our installation crews will need to be split in half quite often. Will the state commit to providing 2 escorts for each work crew? We anticipate 2-4 installation crews every day.

A27: Yes

Q28: Will the state provide a direct connection to the state network from a vender laptop or workstation for the purpose of programming the recorders and cameras?

A28: Access will be provided with a DCR laptop for the purpose of programming the equipment.

Q29: Where space is a premium in some of the wiring locations will we be able to remove existing equipment racks that are currently installed to make room for the new cabinets?

A29: This can be done as long as the current equipment remains operational and is moved to the new cabinet.

Q30: In the event that we do need to remove existing cabinets are we required to move customer existing gear to the new cabinets?

A30: Yes

Q31: I spoke to John Lee, President of Avycon and he will extend their warranty on all products to 3 years from the end of project.

A31: Thank you for letting me know.

Q32: Avycon will only cover the warranty on their NVR's when they have pre-installed hard drives.

These include the following part numbers:

AVR-HN5128E2N-FD-56T

AVR-HN5128E2N-FD-64T

AVR-HN532E2N-FD-20T

AVR-HN532E2N-FD-16T

AVR-HN532E2N-FD-10T

A32: If the contractor decides to provide their own hard drives instead of hard drives manufactured by the manufacture of the NVR’s, it is still the contractor’s responsibility to honor the warranty.

Q33: Could you clarify the fiber type you want used as Multimode 50 micron 10gig?

A33: That will be sufficient.

Q34: Could you clarify that the Category 6E cable has to be solid copper or US Made. There are offshore cable product that is copper coated steel which acts poorly with POE. Your pretty safe saying must be a US manufacturer that way you get good product.

A34: US manufactured and solid copper required.

Q34: Is the P2P service required.

A34: Yes, that is a requirement.

Q35: Is the operating software required to be the CVMS by Avycon? Or are we allowed to substitute for Equivalent or Better?

A35: It is allowed to be substituted as long as it meets the requirements in the specifications and ARFQ.

Q36: We believe that there are three sheets missing from the drawings for this facility:
