STORM WATER MANAGEMENT PLAN
ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Storm Water Management Plan (SWMP) template. This plan is not an exhaustive inventory of all storm water requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); AF Playbooks; federal, state, local and Final Governing Standards (FGS); and permit requirements, as applicable, are referenced.
Each section of this plan begins with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections, are Installation sections. The Installation sections contain installation-specific content to address state, local and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Installation Support Sections (ISSs) and/or installation personnel.

1.0 OVERVIEW AND SCOPE
Air Force (AF) installations that operate a Municipal Separate Storm Sewer System (MS4) in an Urbanized Area (UA) are regulated as small MS4s pursuant to the Storm Water Phase II Final Rule of the National Pollutant Discharge Elimination System (NPDES) permitting program of the Clean Water Act.
Covered installations must obtain coverage under a small MS4 storm water permit from the appropriately authorized permitting authority, and implement a storm water management program.
The primary objective of this SWMP is to reduce the discharge of pollutants to storm water to the maximum extent possible (MEP). Pollutant discharge reduction will be accomplished by implementing best management practices (BMPs) and measurable goals for the following six minimum control measures (MCMs):

Installation Supplement – Overview and Scope
MacDill Air Force Base (AFB) is the home of the 6th Air Refueling Wing (ARW) and is located on the southern tip of the Interbay Peninsula, eight miles south of downtown Tampa, in Hillsborough County, Florida. The base is comprised of approximately 5,695 acres of land situated on the Interbay Peninsula, bordered to the east by Hillsborough Bay, to the south and west by Tampa Bay, and to the north by light industrial and residential buildings. The base includes almost 1,116 acres of wetlands and provides habitat for hundreds of different water and land-dwelling animals, including 16 protected or endangered species.
MacDill AFB developed its own directive, MACDI-32-701, Storm Water Pollution Prevention, dated 25 June 2020, to implement the requirements of the USAF and provide additional guidance with respect to the storm water permits issued to MacDill AFB by the Florida Department of Environmental Protection (FDEP). The MACDI-32-701 serves as the document providing Legal Authority for MacDill AFB to control pollutant discharges into and from its MS4, and to meet the requirements of the Permit
As an air transportation facility, MacDill AFB is required to obtain coverage under the State of Florida MSGP (Multi-Sector General Permit) which is administered by the Florida Department of Environmental Protection (FDEP). Sector S of the MSGP addresses storm water discharges associated with industrial activity from vehicle maintenance areas, equipment cleaning areas, or deicing areas located at air transportation facilities. MAFB is currently covered under the MSGP (Facility ID: FLR05E128-005) through March 18, 2026.

3.0 ENVIRONMENTAL MANAGEMENT SYSTEM
The AF environmental program adheres to the Environmental Management System (EMS) framework and it’s Plan, Do, Check, Act cycle for ensuring mission success. Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade, U.S. Department of Defense Instruction (DoDI) 4715.17, Environmental Management Systems, AFI 32-7001, Environmental Management, and International Organization for Standardization (ISO) standard 14001, Environmental Management Systems – Requirements with guidance for use, provide guidance on how environmental programs should be established, implemented, and maintained to operate under the EMS framework.
The storm water management program employs EMS-based processes to achieve compliance with all legal obligations and current policy drivers, effectively managing associated risks, and installing a culture of continuous improvement. The SWMP serves as an administrative operational control that defines compliance-related activities and processes.
4.0 GENERAL ROLES AND RESPONSIBILITIES
Storm water management requires the full involvement of all organizations and personnel on the installation, including contractors, tenants and family members living on base. The major roles/organizations involved in supporting the storm water management program at a typical installation include:

Additional installation-specific roles and responsibilities are documented in the BMPs below.
Installation Supplement – General Roles and Responsibilities
In accordance with MACDI-32-701, MacDill AFB has an important responsibility to protect and ensure the quality of storm water runoff. The responsibility to implement the requirements of the Permit lies on all 6th ARW and mission partner personnel. As a means of initiating this responsibility, MacDill AFB has established a Storm Water Pollution Prevention (SWPP) Team. MacDill AFB uses the organizational structure already in place for the Environmental Management System (EMS) Cross Functional Team (CFT) as the SWPP Team; herein, referred to as the SWPP Team. The SWPP Team is led by the EMS CFT chair and includes membership from the 6 CES/CEIE, the Judge Advocate (JA), each of the 6th ARW groups, Bioenvironmental Engineering, Public Affairs, Contracting, and personnel from mission partners (tenant organizations). The SWPP Team meets quarterly to discuss environmental concerns (including storm water issues), make decisions, and when required, help to obtain assistance/support for programs and activities to ensure compliance with permits and regulations. Information discussed during these meeting is disseminated from these group members to squadron leadership and personnel.
The 6 CES/CEIE has the primary responsibility of managing the NPDES storm water program at MacDill AFB. In accordance with MACDI-32-701, 6 CES/CEIE is responsible for:
• Act as the liaison for water quality compliance issues with the FDEP;
• Ensure that MacDill AFB complies with all FDEP mandates associated with storm water pollution prevention and files all necessary reporting documents to the state;
• Develop and submit funding requests to ensure compliance with MacDill AFB’s Phase II MS4 Generic Permit;
• Obtaining or creating storm water pollution prevention brochures, pamphlets, and other training materials and providing these to the SWPP Team and other base units;
• Develop and provide Civil Engineering (CE) shop level SWPP education and training;
• Present SWPP issues during the SWPP Team quarterly meetings to make decisions and/or obtain assistance for water quality compliance programs;
• Coordinate with CE to ensure that the construction program managers or construction agents for Military Construction (MILCON) projects prepare and submit required sediment and erosion control program for activities that disturb one or more acres of land; and
• Ensure that no activity conducted by the 6th ARW or any tenant at MacDill AFB leads to the degradation of storm water quality.
5.0 TRAINING
AF installations implement storm water training programs to ensure that base personnel, contractors, and visitors are aware of their role in the program and the importance of their participation to its success.
DoDI 4715.10, Environmental Education, Training and Career Development, implements policy and provides the procedures for environmental education, training, and career development programs for DoD personnel. AF installations ensure that appropriate personnel complete required education, training, and certification necessary to perform their jobs. Priority is given to the use of AF-approved education/training sources such as AFIT training courses and official AF-approved computer-based training resources (e.g., The Environmental Awareness Course Hub [TEACH], ADLS, ArcNet, etc.) to meet training needs.
Specific training requirements are outlined in the BMPs below. Training records are maintained IAW the Recordkeeping and Reporting section of this plan.

6.0 RECORDKEEPING AND REPORTING
All AF MS4s have measures in place to ensure compliance with applicable permit recordkeeping and reporting requirements. Records are stored and maintained IAW Air Force Instruction 33-322, Records Management and Information Governance Program, and records are archived and disposed IAW the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS).
Installation Supplement – Recordkeeping and Reporting
Reports must be submitted annually during the first permit term. The MS4 NPDES Permit for MacDill AFB was effective as of March 1, 2018. The annual reports are required only for Years 2 and 4. The Year 2 Annual Report should cover the 12-month period from March 1, 2019 through February 28, 2020 and is due by September 30, 2020. The Year 4 Annual Report should cover the 12-month period from March 1, 2021 through February 28, 2022 and is due by September 30, 2022.
The reports must include the following:
• The status of compliance with permit conditions, including an assessment of the appropriateness of the selected BMPs and progress toward achieving the selected measurable goals for each minimum measure;
• Results of any information collected and analyzed, including monitoring data, if any;
• A summary of the storm water activities planned for the next reporting cycle;
• A change in any identified best management practices or measurable goals for any minimum measure; and
• Notice of relying on another governmental entity to satisfy some of the permit obligations (if applicable).
According to MSGP Sector S, “Permittees are required to submit all monitoring results obtained during the second and fourth year of permit coverage no later than the 31st day of March following the monitoring period. For each outfall, one signed Discharge Monitoring Report form must be submitted to the Director per storm event sampled. For facilities conducting monitoring beyond the minimum requirements an additional Discharge Monitoring Report Form must be filed for each analysis.”
Records required by the NPDES permitting authority must be kept for at least 3 years and made accessible to the public at reasonable times during regular business hours.
Records need not be submitted to the FDEP unless the permittee is requested to do so.
7.0 MINIMUM CONTROL MEASURES AND BEST MANAGEMENT PRACTICES
AF MS4 storm water management programs are comprised of six MCMs that collectively are designed to reduce pollutants discharged to receiving bodies to the MEP. BMPs and measurable goals are implemented and monitored for each MCM as described below. Where required, all AF MS4s have developed regulatory mechanisms to enforce requirements in the general permit.
These mechanisms are included in the appropriate sections below.
7.1 Public Education and Outreach
All AF MS4s implement public education and outreach programs to educate the base population on the impact that their common, daily activities and behaviors can have on installation storm water runoff and local water resources. These programs include general storm water pollution awareness and guidance on actions that can be taken to reduce the potential storm water pollution from their activities.
Example Public Education and Outreach BMPs include:
• Develop a communication and outreach strategy, including your goals, target audience, distribution methods and available resources.
• Develop outreach materials, including pamphlets, displays, signs, etc.
• Develop a public awareness campaign for base personnel on pet waste management
• Develop a public awareness campaign for base personnel on trash management

7.3 Illicit Discharge Detection and Elimination
All AF MS4s have measures in place to detect and eliminate illicit discharges to the storm water system.
Illicit discharges include intentional non-storm water discharges and incidental non-storm water discharges. Installation illicit discharge detection and elimination measures include both proactive and reactive measures for preventing or limiting these types of discharges.

7.5 Post-Construction Runoff Control
All AF MS4s have measures in place to reduce discharges to storm water of sediment and other potential pollutants from new and/or redevelopment projects.
Example Post-Construction Runoff Control BMPs include:
• Develop strategies for implementing both structural and non-structural BMPs in the development
• Establish an ordinance, regulatory mechanism or other binding agreement, as appropriate, addressing post-construction runoff
• Implement a program to ensure adequate long-term operation and maintenance of BMPs

7.6 Pollution Prevention / Good Housekeeping
All AF MS4s have measures in place to identify and implement methods and practices for performing municipal operations in a manner that minimizes and prevents pollution of storm water runoff. Municipal operations may include:
• Storm drain maintenance and cleaning
• Landscaping
• Road repair and infrastructure maintenance
• Winter road maintenance
Example Pollution Prevention / Good Housekeeping BMPs include:
• Cover deicing materials when not in use
• Ensure proper procedures are followed when deicing roadways
• Ensure vehicle maintenance is performed in approved locations
• Perform regular street cleaning
• Inspect storm sewer system and conduct maintenance as necessary

Description Continue O&M program with ultimate goal of preventing or reducing pollutant runoff from the MS4 operator activities.
Measureable Goals 1. Inspect and maintain SWFWMD-permitted storm water management systems; document and report the number of inspections conducted; document and report the number of deficiencies corrected as a result of the inspections
2. Document and report routine maintenance to include the number of storm water management structures cleaned/maintained and the miles of road and airfield swept.
3. Track and report the amount of debris collected as a result of maintenance activities.
4. Document, track and report the amount of pesticide (pounds of active ingredient) applied by entomology, golf course, self-help, grounds
