About this file
This is an environmental testing report documenting asbestos contamination findings at US Coast Guard Station Channel Islands in Oxnard, California.
S&J Environmental Testing conducted a representative interior asbestos survey on December 8, 2025, collecting 96 settled dust samples from the facility using wipe and microvac sampling methods. Samples were analyzed by LA Testing (South Pasadena, CA) using qualitative Transmission Electron Microscopy (TEM) and Drop Mount Technique. Laboratory analysis detected chrysotile asbestos in 67 of 96 samples, with additional samples showing <4 asbestos fibers detected or none detected. The survey identified asbestos-containing settled dust distributed across multiple interior spaces including berthing areas, heads, offices, storage rooms, training facilities, and common areas throughout the building's first and second floors. The report concludes that asbestos abatement is required, recommending implementation of a formal interior-wide abatement response under the direction of a licensed asbestos abatement contractor prior to continued or re-occupancy. The report specifies that all porous and semi-porous contents (furniture, bedding, clothing, carpets, electronics, etc.) must be considered contaminated and removed as asbestos waste. HVAC systems should be presumed impacted unless demonstrated otherwise. All asbestos-related work must comply with Cal OSHA Title 8 Section 1529 requirements, California Department of Toxic Substances Control standards, and local enforcement agency regulations. Disposal must occur at authorized landfills accepting friable asbestos waste using methods preventing fiber release.

Lab Analysis Method- LA Testing (South Pasadena, Ca)
Samples collected for asbestos content via surface wipe sampling were analyzed using qualitative
Transmission Electron Microscopy (TEM) and the Drop Mount Technique by a certified laboratory. This analytical method identifies asbestos fibers based on morphology, electron diffraction patterns, and elemental composition. Results are reported as asbestos detected or not detected and may identify asbestos types such as chrysotile. This qualitative method confirms the presence of asbestos but does not quantify exposure levels, establish health risk, or define regulatory compliance thresholds.
The U.S. Environmental Protection Agency states that there is no known safe level of asbestos exposure from a public health perspective. However, this position does not establish a regulatory exceedance or mandatory response threshold for asbestos detected through surface wipe sampling. In California, no surface specific clearance or permissible limits exist for asbestos in settled dust. Detection of asbestos through surface sampling should therefore be evaluated in the context of site conditions, building use, occupancy, and potential disturbance. Where response actions are determined to be appropriate, all asbestos related work must be conducted by properly licensed and certified asbestos abatement professionals in compliance with applicable federal, state, and local regulations. Depending on site specific conditions, additional assessment or clearance testing may be performed to evaluate the effectiveness of any remediation activities.
ASBESTOS SURVEY – SETTLED DUST
Sampling Protocol:
Samples were collected from various surfaces throughout the property using wipe and microvac sampling methods, depending on the surface type, and were intended to be representative of overall conditions at the time of assessment. Samples were collected using surface wipe and microvac techniques appropriate for the collection of residual particulate matter that may contain asbestos. Samples were analyzed using qualitative Transmission Electron Microscopy and the Drop Mount Technique by a certified laboratory.
This analytical method identifies asbestos fibers based on morphology, electron diffraction patterns, and elemental composition and reports results as asbestos detected or not detected. This method does not quantify exposure levels, establish health risk, or define regulatory compliance thresholds. If asbestos is detected, further evaluation may be warranted in accordance with applicable federal, state, and local regulations. Any asbestos-related response actions must be performed by appropriately licensed and certified asbestos abatement contractors.
In California, there are no regulatory standards that establish permissible limits or clearance thresholds for asbestos in settled dust or on surfaces using wipe or microvac sampling methods. Regulatory agencies such as the United States Environmental Protection Agency and Cal OSHA primarily regulate asbestos through airborne exposure limits, work practice requirements, and project specific management frameworks. The
U.S. Environmental Protection Agency states that there is no known safe level of asbestos exposure from a public health perspective. While this position is reflected in EPA guidance and risk communication materials, it does not establish a surface specific regulatory standard or a mandatory response threshold for asbestos detected through surface sampling. However, disturbance of asbestos containing dust may result in airborne fiber release. Accordingly, detection of asbestos through representative surface sampling should be evaluated in the context of building use, occupancy, disturbance potential, and applicable regulatory requirements when determining appropriate follow up actions.

Results/Recommendations
ASBESTOS DETECTED - Asbestos abatement is recommended by a licensed and certified
Asbestos Abatement Contractor.
Asbestos sampling at this commercial property was conducted to evaluate the presence of asbestos containing settled dust within the building interior following vinyl tile flooring removal activities and subsequent occupancy and tracking. Sampling focused on particulate matter deposited on interior surfaces and within building systems and did not include bulk testing of structural building materials. Samples were collected using wipe and microvac sampling methods appropriate for evaluating settled dust conditions and were analyzed by a laboratory accredited under the National Voluntary Laboratory
Accreditation Program for asbestos testing.
Representative sampling was employed to assess whether asbestos containing dust was introduced and distributed within the building interior as a result of material disturbance, occupant movement, and normal building operations. Representative sampling involves the collection of samples from selected locations intended to reflect conditions across interior areas with similar exposure pathways. This approach is commonly used in contamination assessments and is consistent with accepted environmental and industrial hygiene practice. In this assessment, samples were collected from multiple interior locations to evaluate the presence and distribution of asbestos containing settled dust within the building.
Environmental surface sampling does not involve testing every surface, room, or component individually.
When asbestos is identified in representative settled dust samples, the findings indicate that asbestos containing particulate matter may be present in other interior areas with similar exposure conditions or environmental pathways. Asbestos fibers are microscopic, cannot be visually identified, and do not deposit uniformly. They may be redistributed through occupant activity, foot traffic, material handling, and mechanical air movement. As a result, the presence of asbestos in representative locations supports a presumption of broader interior impact unless comprehensive testing is performed for all areas and surfaces, which is not typically practical or required for environmental decision making.
In this case, asbestos was identified in multiple representative interior locations, indicating that the contamination is not isolated. Based on these findings, the interior spaces of the building should be considered within the scope of asbestos related contamination for purposes of response planning. This

supports an interior wide abatement approach intended to address settled dust that may be disturbed during cleaning, maintenance, renovation, or continued occupancy.
Laboratory analysis confirmed the presence of asbestos fibers in settled dust. In California, there are no surface specific clearance standards or permissible limits for asbestos in settled dust. Regulatory oversight of asbestos is activity based. Under Cal OSHA Title 8 Section 1529, any cleanup, removal, or disturbance of asbestos containing dust or debris is considered asbestos related work and must be performed in accordance with applicable worker protection requirements, regardless of concentration or material origin. Asbestos containing dust is readily disturbed and presents a risk of airborne fiber release when handled without appropriate controls.
Any asbestos related work associated with interior cleanup, surface cleaning, debris removal, or handling of impacted materials must be performed by a contractor who is properly registered with the Division of
Occupational Safety and Health and licensed by the California Contractors State License Board for asbestos abatement. Work must be conducted in compliance with Cal OSHA requirements, including appropriate containment, engineering controls, personal protective equipment, and compliant waste handling and disposal procedures.
Porous Contents and Furnishings
The building is currently fully furnished with furniture, electronics, and clothing. Due to the presence of asbestos containing settled dust, all porous or semi porous contents within impacted interior areas must be considered contaminated. Porous materials cannot be reliably decontaminated or verified as asbestos free using visual inspection, surface cleaning, or clearance sampling. Disturbance, handling, or continued use of these items presents a high risk of fiber release and cross contamination.
Porous contents requiring removal and disposal as asbestos containing waste include, but are not limited to, upholstered furniture, mattresses, cushions, pillows, fabric wall coverings, curtains, drapes, carpets, rugs, carpet padding, clothing, shoes, linens, bedding, towels, paper products, books, files, cardboard, and similar cellulose based materials. Insulation materials and acoustic panels are also considered porous and impacted.
Electronics and appliances containing internal fans, vents, filters, or air circulation components including computers, televisions, printers, servers, copiers, and similar equipment must be presumed internally contaminated. These items cannot be effectively cleaned or cleared and present a risk of re aerosolizing asbestos fibers during operation. Such items should be removed and disposed of as asbestos contaminated waste unless otherwise evaluated and approved by a licensed asbestos abatement contractor.
HVAC Systems
Due to the presence of asbestos containing settled dust, the building HVAC system and associated ductwork should be presumed impacted unless demonstrated otherwise through comprehensive assessment. Internal HVAC components are not readily accessible for visual inspection or effective decontamination using standard cleaning methods. Operation or disturbance of these systems may result in re aerosolization of asbestos fibers. Evaluation, cleaning, isolation, or removal of HVAC components

must be performed under the direction of a licensed asbestos abatement contractor using appropriate asbestos control measures.
The United States Environmental Protection Agency states that there is no known safe level of asbestos exposure from a public health perspective. While this position does not establish a regulatory clearance threshold for settled dust, it supports a precautionary approach when asbestos is identified. Based on the confirmed presence of asbestos in settled dust within the building interior, implementation of a formal asbestos abatement response under the direction of a licensed asbestos abatement contractor is recommended prior to continued occupancy or re occupancy. Post abatement verification may be performed, as appropriate, to evaluate the effectiveness of response actions.
Disposal
Any detectable asbestos in settled dust is considered friable and must be treated as a regulated asbestos-containing waste under California law. Because dust cannot be reliably quantified by asbestos content percentage, it is not subject to the <1% exemption that applies to certain non-friable bulk materials. As such, asbestos-contaminated dust and debris must be handled, packaged, labeled, and transported in accordance with Cal/OSHA, DTSC, and local enforcement agency (LEA) requirements. Disposal must occur at a landfill authorized to accept friable asbestos waste, using methods that prevent fiber release during all phases of handling and transport.
Limitations
S&J is committed to providing quality consulting services. However, asbestos survey and lead inspection work is not an exact science. Because there is the possibility of unforeseen or unexpected property, field and/or general conditions, beyond S&J’s control, that could potentially affect our work, and/or if there is present concern for the safety of our employees, our consultants, occupants or the public at the site, and/or if there are property insurance constraints, we must qualify the services we provide with the following limitations:
S&J Environmental Testing conducted this survey based on visible and accessible settled dust in the areas specified by the client. This report is a representation of the conditions observed and the samples collected on the date of the survey. It is not possible to test every square inch of the property, and additional asbestos-containing dust may exist in areas not sampled or inaccessible during the survey. This survey does not include concealed spaces, areas deemed unsafe to access, or materials outside the scope of this project. If additional areas or materials are discovered during future activities, further testing may be required. S&J makes no guarantees regarding asbestos content in untested areas or materials and assumes no liability for conditions outside the sampled areas.
• Although reasonable effort was made to sample all accessible suspect materials which will be impacted during the repairs/restoration activities of the damaged areas, additional suspect materials could be located between walls, in voids, or in other concealed areas. Caution should be exercised regarding these areas. In the event that additional materials are found which have not been sampled, S&J recommends that work stops until those materials can be sampled for asbestos and/or lead content.
• In addition, sampling and laboratory analysis constraints typically hinder the investigation. S&J does not warrant, guarantee or profess to have the ability to locate or identify all asbestos- containing materials in a facility.

• Confined spaces, and areas determined by S&J’s personnel as unsafe to access, are excluded from the scope of work.
• S&J is not, and has no responsibility as, a generator, operator, treater, storer, transporter or disposer of hazardous materials or waste found or identified as a result of S&J’s work.
• S&J does not guarantee or warrant that the facility or workplace is safe; nor does S&J’s involvement in this property relieve the Client, building owner/operator or tenant of any continuing responsibility of providing a safe facility or living space.
• This report was based on those conditions observed on the day the field evaluation was accomplished. In the event that changes in the nature of the property have occurred, or additional relevant information about the property is subsequently discovered, the findings contained in this report may not be valid unless these changes and additional relevant information are reviewed and the conclusion of this report is modified and verified in writing.
• S&J is not responsible for areas within the work area that were covered up and/or sealed during the testing/inspection process. S&J will only address what is readily accessible during the inspection. If all readily accessible areas are deemed acceptable during our inspection, our final conclusion will strictly be based on laboratory results.
• S&J makes no representation or warranty that the testing described in the service provided will result in the elimination of asbestos, lead mold, and/or other hazardous materials contamination from the areas described in the scope of work of that such hazards contamination will not reappear in such areas or other areas of the property.
• S&J makes no representation or warranty regarding hazards contamination in areas, including adjoining areas, not specified in the scope of work, nor that such hazards contamination will not migrate to areas described in the scope of work following the completion of or during the scope of work.
