About this file

This is a Questions and Answers document (Amendment 002) for RFI USCG_70Z088-26-Q-A7E001 regarding Station Channel Islands Remediation.

The RFQ is for remediation work at USCG Station Channel Islands, with pricing structured as a single Lump Sum. The RFQ due date has been extended to close of business April 22, 2026, with an estimated award date of end of May 2026. The Project Estimated Magnitude is included as Attachment 4. The Ventura County Service Contract Act Wage Determination is the sole applicable wage determination. Current work hours are 7:30 AM to 5:30 PM Monday through Friday, with additional weekend hours feasible after award and approval by the Contracting Officer and Unit. The contractor should plan for approximately 20 days on-site based on larger crew capabilities. A site visit is not possible; video and photos are available at SAM.gov.

Hazardous and regulated waste disposal is the contractor's responsibility and must comply with all applicable Federal, State, and local regulatory requirements. The facility is the generator of record and will provide the EPA ID number and manage manifests. Wastes may be accumulated on-site in a designated location and stored per the site's generator status or Satellite Accumulation Area (SAA) requirements. The HM/HW Coordinator must approve and sign all manifests; only this coordinator may sign manifests using the facility's EPA ID. Contractors must submit advance copies of shipping documents 48 hours prior to shipment. The Qualified Facilities List is available at the DLA website. The Notice to Proceed will be issued after all submittals are approved and regulatory notification requirements are met, including the Ventura County Air Pollution Control District's 10-working day waiting period prior to RACM removal.
