Phase 1 Decontamination Work Plan Summary

This document is a Phase 1 Decontamination Work Plan submitted by Millennium Consulting Associates to the U.S. Coast Guard (USCG) for remediation of asbestos-containing material (ACM) disturbance at USCG Channel Island Main Station in Oxnard, California. The incident occurred during flooring installation from November 17-24, 2025, when a contractor mechanically ground black floor mastic containing 3% chrysotile asbestos without proper engineering controls. Settled dust sampling detected asbestos in 64 of 96 samples, contaminating approximately 1,500 square feet across the second-floor north areas including the Operations Room, North P-Way, Conference Room, OIC Office, Command Head, XPO Office, and EPO Office. The facility was quarantined on December 2, 2025.

The decontamination work plan requires a California-licensed asbestos contractor holding a C-22 license to perform all remediation work in compliance with Cal/OSHA Title 8 Section 1529, Ventura County Air Pollution Control District Rule 62.7, and NESHAP requirements. Scope includes HEPA vacuuming and wet-wiping of 32,382 square feet of architectural finishes, 6,990 square feet of fixed interior elements, 13,431 square feet of structural components in above-ceiling plenums, and 20,451 square feet of non-porous contents. Work requires critical containment barriers, negative air machines maintaining -0.02 inches water column pressure 24 hours daily, removal and disposal of acoustic ceiling tiles and insulated HVAC ducting as regulated asbestos-containing material, and establishment of external decontamination facilities. Final clearance requires visual inspection and aggressive TEM air sampling achieving ≤70 structures/mm² results. Waste disposal must use DTSC-certified haulers to EPA-approved landfills with rinse water filtered to 5 micrometers. Contractor, start date, shifts, and disposal landfill remain to be determined (TBD).

Phase 1 Decontamination Plan: USCG Channel Island Main Station ACM Disturbance Related Cleanup Project No. 6023.2045

1. Introduction

The United States Coast Guard Station Channel Islands Main Station is a two-story 8,600 sq. foot brick building with concrete and drywall finishes, carpeting and resilient flooring systems, and drywall and/or acoustic ceiling tile ceiling systems. The HVAC system is limited to providing heat only from 3 furnaces with above ceiling fiberglass ducting. The building includes offices, berths, training rooms, conference rooms, utility rooms, restrooms, storage rooms, a gym, galley, and armory.

During a flooring system installation project from November 17 to November 24, 2025, the flooring contractor mechanically ground existing flooring and associated adhesives from the concrete substrate using grinding equipment. On November 24, 2025, grinding of black floor mastic in the Entry MAA Storage area raised concerns regarding potential asbestos content. Work was halted, and a Certified Asbestos Consultant (CAC) conducted sampling (S&J Environmental) at the direction of the USCG.

Analytical results received on December 1, 2025, confirmed the black mastic as asbestos-containing material (ACM) with 3% chrysotile. At the time of the incident, plastic sheeting was installed along walls with portable fans for dust exhaust, but asbestos-specific engineering controls or work practices designed to minimize dust were not in place.

On December 2, 2025, the facility was placed under quarantine. Settled dust sampling conducted on December 8, 2025, detected asbestos in 64 of 96 samples. Approximately 1,500 square feet of non- ACM yellow adhesive commingled with ACM black mastic was disturbed by the flooring contractor across the second-floor north areas, including the Operations Room, North P-Way, Conference Room, OIC Office, Command Head, XPO Office, and EPO Office.

A site assessment was performed by Millennium Consulting Associates on January 13–14, 2026, by the Dylan Ridgel (CAC No. 22-7067), Industrial Hygiene and Building Sciences Project Manager, to evaluate conditions and develop this site-specific decontamination work plan. The plan addresses decontamination of interior occupied spaces, above-ceiling plenums, mechanical heating and ventilation systems (including removal of insulated ducting), fixed interior building components, and associated contents on both floors of the Main Station.

Primary Objectives

• Prevent asbestos fiber migration and protect workers and the public.

• Implement controlled decontamination procedures for affected surfaces, fixed components, and contents.

• Achieve visual clearance and verification air clearance prior to re-occupancy.

• Ensure compliance with Cal/OSHA Title 8, Section 1529; Ventura County Air Pollution Control District Rule 62.7; and applicable NESHAP requirements.

2. Scope of Decontamination

All accessible interior locations and contents are deemed asbestos-contaminated due to the incident.

All identified contents (furniture, equipment, contents, etc.) not previously cleaned and removed by occupants must be either decontaminated or discarded. The decontamination effort shall address all asbestos-impacted areas and components within the facility, as follows:

• Interior occupied spaces and architectural finishes — including floors, walls, partitions, ceilings (excluding acoustic ceiling tiles), door and window systems, baseboards, wall paneling, and interior stairway components. All accessible surfaces in these areas shall be cleaned in place.

• Fixed building elements — including mechanical, electrical, and ventilation components;

ceiling and wall registers; fixed shelving; cabinets; and other permanently installed equipment (e.g., stoves, refrigerators).

• Above-ceiling plenums and concealed spaces — including structural members, decking, utility runs, and associated surfaces. To enable access and thorough cleaning of these areas, acoustic ceiling tiles shall be removed and disposed of as regulated asbestos-containing material (RACM). Similarly, insulated (fiberglass or fabric-wrapped) HVAC ducting shall be removed and disposed of as RACM.

• Associated contents — any movable or semi-fixed items present within the affected spaces.

Non-porous contents shall be decontaminated through HEPA vacuuming and wet wiping;

porous or non-cleanable contents shall be bagged and disposed of as asbestos-contaminated waste.

Approximate quantities for cleaning (HEPA vacuuming and wet wiping):

• Architectural finishes in occupied spaces: 32,382 square feet.

• Fixed interior elements in occupied spaces: 6,990 square feet.

• Structural and utility components in above-ceiling plenums: 13,431 square feet.

• Non-porous contents: 20, 451 square feet (or as identified).

3. Contractor Requirements

Decontamination shall be performed by a California-licensed asbestos contractor holding a C-22 license (contractor TBD). The contractor shall comply fully with this plan, Cal/OSHA 8 CCR 1529, Ventura County APCD Rule 62.7, and other applicable regulations.

The asbestos supervisor (competent person) shall remain on site at all times to oversee setup, integrity of regulated areas, entry/exit decontamination, exposure monitoring, PPE usage, engineering controls, and notification compliance.

4. Site Preparation and Engineering Controls

Containment shall include:

• Critical barriers of 6-mil fire-rated polyethylene sheeting sealing all openings to unaffected areas.

• A decontamination facility (airlock, shower, clean room) located outside containment at a contractor-selected entrance (subject to approval).

• Negative air machines with HEPA filtration to maintain a continuous negative pressure differential of at least –0.02 inches water column with a digital manometer. Negative pressure shall operate 24 hours per day until final clearance and containment dismantling.

All potential openings (i.e., critical barriers) shall be sealed prior to work with 6-mil fire-rated polyethylene sheeting. Warning signs shall comply with Cal/OSHA 1529(k)(7). Lockable access points shall prevent unauthorized entry.

5. Contents Decontamination Procedures

An onsite decontamination area for content cleaning shall be established outside the building and adjacent to it for controlled removal and cleaning of contents.

• The contractor shall review this plan (including any referenced tables) to identify contaminated contents, locations, and cleaning/disposal requirements.

• This work zone shall be fully enclosed, under continuous negative pressure with HEPA filtration. An adjacent clean room shall also maintain negative pressure with HEPA filtration.

• Non-porous contents shall be HEPA vacuumed and wet-wiped with amended water or approved solution until no visible dust, debris, or residue remains. Any metal components or contents shall be sufficiently dried to avoid rusting or other corrosion.

• Decontaminated items shall be visually inspected, cleared, transferred to the clean room, and stored in secure onsite containers pending final disposition. These inspections will be conducted by Millennium Consulting Associates.

• Porous or non-cleanable items shall be bagged/wrapped as friable waste and disposed of accordingly.

6. Interior Surface and Fixed Component Decontamination Procedures

• All accessible surfaces in occupied spaces shall be HEPA vacuumed and wet-wiped (using amended water or approved solution). Cycles shall repeat until no visible dust, debris, or residue remains on horizontal, vertical, or other surfaces.

• In above-ceiling plenums: Exposed mechanical/electrical/ventilation components, metal registers, etc. shall be HEPA vacuumed and wet-wiped. Acoustic ceiling tiles and fiberglass/insulated HVAC ducting shall be removed and disposed of as RACM. Metal ductwork shall be cleaned and or replaced. Structural members, decking, and utilities shall be HEPA vacuumed and wet-wiped, with cycles repeated until visually clean.

• Any remaining HVAC system shall be sealed off after cleaning for the follow-on phases of build back.

7. Waste Handling and Disposal

RACM and contaminated waste shall comply with NESHAP, Cal/OSHA 1529, and Ventura County APCD Rule 62.7. Porous/friable debris and non-cleanable items shall be double-bagged in leak-tight, labeled containers or wrapped. Waste shall be stored in a locked, signed, double-lined (6-mil poly) dumpster. Transport shall be by a DTSC-certified hauler to an EPA-approved landfill (TBD).

Decontamination rinse water shall be filtered to 5 µm before disposal.

8. Air Monitoring and Clearance

• Perimeter air monitoring may be conducted at the Owner’s discretion by a CAC or CSST under CAC supervision.

• The contractor shall perform personal monitoring per Cal/OSHA 1529(f).

• Final clearance: The Owner’s Representative (CAC/CSST) shall conduct visual inspection (no readily visible dust/debris). Aggressive TEM air sampling shall follow (clearance ≤70 structures/mm²). If unacceptable, re-cleaning and retesting (at the contractor’s expense) shall occur under negative pressure until achieved. Results shall be documented and provided to all parties.

9. Special Conditions

• Asbestos contractor, start date, and shifts: TBD.

• Intended disposal landfill: TBD.

This plan is site-specific, designed for regulatory approval, and shall be implemented to ensure safe, compliant remediation following the flooring incident.
