About this file
This is an asbestos bulk sampling environmental assessment report prepared by S&J Environmental Testing for the US Coast Guard Station located at 4201 South Victoria Avenue, Oxnard, California. The survey was conducted on November 28, 2025, and reported on December 3, 2025, under Project Number 131-25-292A.
The survey involved collection and analysis of 47 bulk samples across three buildings (South Building, Shop Building, and Main Station) to identify asbestos-containing materials in areas targeted for planned repair, restoration, or renovation activities. Laboratory analysis using Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part 763 identified two materials containing regulated levels of asbestos: (1) Black Mastic at 3% chrysotile asbestos in the Main Station MAA Locker Floor and Operations Room Floor (500 SF), and (2) White 12"x12" Vinyl Floor Tile and Black Mastic at 2% chrysotile asbestos in the Main Station MAA Locker Room Floor (50 SF). The remaining 35 materials tested showed no detectable asbestos. All regulated asbestos-containing materials (RACM) must be abated by a California-licensed asbestos contractor in accordance with EPA NESHAP and Cal/OSHA Title 8 §1529 regulations. The report notes that the black mastic is presumed to exist under all ceramic tile or floor coverings in Main Station common areas where destructive sampling was not performed. Disposal must comply with federal hazardous waste requirements, and the Coast Guard retains full responsibility for abatement planning and regulatory compliance.

Lab Analysis Method- Pace Environmental Labs (El Monte, Ca)
Samples collected for asbestos content were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part 763 by a laboratory certified under
California ELAP and accredited to perform asbestos analysis.
ASBESTOS SURVEY
Sampling Protocol
Bulk sampling was conducted in accordance with applicable federal and California asbestos regulations, including the EPA Asbestos Hazard Emergency Response Act (AHERA, 40 CFR Part 763), Cal/OSHA
Title 8 §1529, and, where applicable, South Coast Air Quality Management District (SCAQMD) Rule 1403.
Suspect building materials were grouped into homogeneous areas based on visual similarity in appearance, texture, and installation date. A representative number of samples was collected from each homogeneous material in accordance with EPA guidance. The number and location of samples were determined based on material type, extent, and accessibility.
Per EPA protocol, if any sample from a homogeneous material contains greater than 1.0% asbestos by
Polarized Light Microscopy (PLM), the entire material is classified as Regulated Asbestos-Containing
Material (RACM). Homogeneous material may only be classified as non-asbestos-containing if all samples collected from that material contain no detectable asbestos by PLM.
Materials containing greater than 1.0% asbestos are subject to federal regulation under EPA NESHAP (40
CFR 61, Subpart M) and must be managed in accordance with those requirements. In California, materials containing greater than 0.1% asbestos are classified as Asbestos-Containing Construction Material
(ACCM) and are regulated under Cal/OSHA Title 8 §1529, regardless of friability or quantity.
Under the EPA’s 1990 NESHAP clarification, if a bulk sample is reported to contain less than 10% asbestos by PLM visual estimation, the building owner or operator must either:
• Assume the material contains greater than 1.0% asbestos and manage it as RACM, or
• Verify the asbestos content by submitting the material for 1000-point count analysis.
In SCAQMD-regulated areas, any material reported to contain greater than 0.1% and less than 1.0% asbestos is presumed to be hazardous waste unless 1000-point count analysis confirms the asbestos content is below 0.1%. These materials must be abated by a California licensed asbestos contractor and disposed of in accordance with hazardous waste regulations and landfill acceptance criteria.
The purpose of 1000-point count analysis is to more accurately quantify asbestos content in materials initially estimated to contain less than 10% asbestos by PLM. This method reduces the risk of false negative or false positive classification at regulatory thresholds. The point count requirement was incorporated into
NESHAP following EPA studies that demonstrated significant variability in asbestos quantification using visual estimation alone.

Asbestos Sample Results
S&J collected a total of forty-seven (47) bulk samples for asbestos content. In accordance with EPA bulk sampling method protocols, the laboratory must separate all layers within a single sample that may result in additional separate samples for analysis. Analytical results and chain of custody are attached. For sample results and site information, please see attached site diagram.

The materials sampled (listed above) contain asbestos at levels subject to regulation. Under both federal and California law, any material containing greater than 1.0% asbestos is classified as Regulated
Asbestos-Containing Material (RACM) and must be abated in accordance with EPA NESHAP and
Cal/OSHA regulations. In California, the abatement of more than 100 square feet of RACM must be performed by a state-registered and certified asbestos abatement contractor. However, all asbestos-related work—regardless of quantity—must comply with Cal/OSHA safety standards (8 CCR §1529).
Materials containing greater than 0.1% and less than 1.0% asbestos are classified as Asbestos-Containing
Construction Material (ACCM) throughout California. These materials are regulated under Cal/OSHA and must be abated by a licensed asbestos contractor, even if non-friable. Outside of SCAQMD-regulated areas, ACCM may be disposed of as non-hazardous construction debris, provided it is accepted by the receiving landfill and is not rendered friable during removal.
In SCAQMD-regulated areas, however, ACCM is presumed to be hazardous waste unless a 1000-point count analysis confirms that the asbestos content is below 0.1%.
For materials reported by PLM as containing less than 10% asbestos, S&J Environmental recommends additional analysis using the 1000-point count method to more accurately determine whether the material exceeds regulatory thresholds. If the point count is not performed, all similar materials should be presumed to be regulated asbestos-containing materials for the purposes of abatement and disposal.
These findings are based on accredited laboratory results and applicable regulatory definitions and are provided to support compliance with all relevant federal, state, and local requirements.
This report contains CONFIDENTIAL INFORMATION and cannot be duplicated or copied under any circumstances without the express permission of S&J Environmental Testing. The purpose of the report is to allow the CLIENT(s) listed above to evaluate the potential environmental liabilities at the Subject Residence. Any unauthorized reuse of S&J Environmental Testing reports or data will be at the unauthorized user’s sole risk and liability.
Disposal
Materials containing greater than 1.0% asbestos are classified as Regulated Asbestos-Containing Material
(RACM) and must be handled in accordance with EPA NESHAP regulations. This includes removal by a licensed asbestos abatement contractor and proper packaging, labeling, transportation, and disposal at a permitted hazardous waste or Class I landfill.
Materials with an initial laboratory result of less than 1.0% asbestos (<1.0%) are not classified as RACM but may still be subject to regulation depending on jurisdiction and landfill acceptance policies. In
California, materials containing greater than 0.1% asbestos are considered asbestos-containing construction material (ACCM) and must be abated by a licensed asbestos contractor in accordance with
Cal/OSHA requirements. In SCAQMD-regulated areas, materials with greater than 0.1% asbestos are also presumed to be hazardous waste unless confirmed otherwise through 1000-point count analysis.
S&J Environmental recommends that any material with a laboratory result of less than 1.0% asbestos
(<1.0%) be further evaluated through additional analysis by 1000-point count and a friability determination made by the licensed asbestos abatement contractor. These evaluations support proper regulatory classification and may help reduce unnecessary designation of the material as hazardous waste.
S&J Environmental does not make final determinations regarding asbestos classification, disposal, or landfill acceptance. All decisions related to material handling, removal, packaging, transport, and disposal must be made by the licensed asbestos abatement contractor in full compliance with applicable federal, state, and local regulations.
Materials confirmed to contain no asbestos may be disposed of as general construction debris only if no other hazardous substances (such as lead-based paint) are present.
Limitations
S&J Environmental provides professional environmental assessment services in accordance with applicable regulations and industry standards. However, all environmental inspections and sampling— whether limited or comprehensive—are subject to inherent limitations related to physical access, sampling methodology, and project-defined scope. This report and all associated findings, conclusions, and recommendations are qualified by the following limitations.
This assessment was limited to materials and areas that were accessible, visible, and included within the scope defined by the client or authorized representative at the time of inspection. Areas behind walls, beneath flooring, above fixed ceilings, within sealed spaces, or otherwise inaccessible were not evaluated unless specifically authorized for destructive testing. S&J Environmental is not responsible for conditions or materials located in concealed, inaccessible, or excluded areas.
Sampling was conducted on a representative basis consistent with regulatory requirements and industry standards. The presence or absence of hazardous materials in unsampled areas cannot be confirmed or implied. If additional suspect materials are uncovered during renovation, demolition, or other activities, S&J recommends that work be paused until those materials can be properly assessed and tested.
Laboratory analysis and field observations are subject to recognized limitations in analytical methodology and sampling variability. While reasonable effort was made to identify asbestos-containing materials

● All regulated asbestos minerals (i.e. chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite) were sought in every layer of each sample, but only those asbestos minerals detected are listed.
● Tile, vinyl, foam, plastic, and fine powder samples may contain asbestos fibers of such small diameter (< 0.25 microns in diameter) that these fibers cannot be detected by PLM. For such samples, more sensitive analytical methods (e.g. TEM) are recommended if greater certainty about asbestos content is required. Semi-quantitative bulk TEM floor tile analysis is accepted under NESHAP regulations.
● These results are submitted pursuant to Pace® Analytical Services, LLC current terms and conditions of sale, including the company’s standard warranty and limitation of liability provisions. No responsibility or liability is assumed for the manner in which the results are used or interpreted.
● Unless notified in writing to return the samples covered by this report, Pace® Analytical Services, LLC will store the samples for a minimum period of thirty (30) days before discarding. A shipping and handling charge will be assessed for the return of any samples.
● Pace® Analytical Services, LLC does not guarantee the results of tape lifts, microvacs, wipe, and/or debris samples. Accurate analysis cannot be performed due to particle size, media used, and/or amount of material given.
Analysis of these materials should be performed by a TEM. A result of ND does not indicate that the sample area does not contain asbestos. It means the analyst could not identify asbestos in the specific sample for the reasons listed above.
● "When joint compound and/or tape is applied to a wallboard it becomes an integral part of the wallboard and in effect becomes one material forming a wall system," EPA 40 CFR Part 61. Pace® Analytical Services, LLC cannot distinguish joint compound from the same material used as skim coat. Therefore, it is very important that individuals collecting the samples clearly describe the sample composition so Pace® Building Sciences knows that the drywall system can be composited. If only joint sampling areas show layers with >1% asbestos, then material is joint compound. If samples from both joint sampling area and non-joint areas show layers with >1% asbestos, then the material should be considered "skim coat" or add-on material.
