About this file
This document provides the results of an asbestos and lead-based paint survey conducted for a federal construction project to replace air handling units in Buildings 52 and 53 at the Jefferson Barracks VA Medical Center in St. Louis, Missouri. The project, solicitation number 36C25523R0026, will replace obsolete air handling units over 35 years old that support the buildings. Asbestos sampling identified gray window caulk, white thermal system insulation, and mudded joint fittings that exceed quantities requiring abatement prior to renovation. The survey also identified lead-based paint in a black metal rail that will require lead-safe work practices during renovation. The selected contractor must comply with applicable regulations for asbestos and lead abatement and worker certification requirements.

RE: Asbestos Survey Activities, Building 52 VISN 15 – Project 657-21-106JB FCA – Replace Air Handling Units Buildings 52 & 53 St. Louis, Missouri SCI No. 2017-0502.20 Task 007
Dear Scott Thraen:
INTRODUCTION
SCI Engineering, Inc. (SCI) is pleased to submit this report of the analytical test results for samples of suspect asbestos-containing materials (ACMs) collected during the survey performed on December 2, 2021.
The survey was conducted by Travis S. Clayton, Missouri-Licensed Asbestos Inspector. A copy of Travis Clayton’s asbestos inspector license is enclosed.
The purpose of this survey was to identify ACMs in accessible areas of the structure at the Jefferson Barracks VA Medical Center in St. Louis, Missouri which may be impacted by proposed replacement of selected air handler units in Building 52. This survey is intended to satisfy the requirements for the asbestos National Emission Standard for Hazardous Air Pollutant for demolition and renovation and Occupational Safety and Health Administration (OSHA) compliance.
LIMITATIONS
SCI's asbestos survey entailed visually assessing accessible areas only. If any other suspect asbestos materials are discovered during demolition or renovation, please contact SCI, and we will make arrangements for assessment of these materials. Areas behind walls, under subfloors and above fixed ceilings are considered non-accessible.
During the course of performing the survey of the structure, SCI was able to access all materials which are anticipated to be impacted by the renovation activities.
ASBESTOS SURVEY
Thirty-nine samples were collected from the on-site structure. From these 39 samples, 46 layers were analyzed by Polarized Light Microscopy (PLM). Of the 46 layers analyzed, 3 were found to contain asbestos. Analytical test results and chain-of-custody documentation are enclosed. Additionally, four materials were labeled as ACM in the field or were previously sampled and analyzed by others and were assumed to contain asbestos. The results of the analysis of all samples as well as the assumed ACM materials are summarized in Table 1.

DEMOLITION/RENOVATION
According to the St. Louis County Department of Health (SLCDOH), any friable or potentially friable ACM in excess of 16 linear feet or 10 square feet is classified as a regulated ACM (RACM) and must be removed prior to demolition or renovation which would significantly damage the material.
Several ACM TSI materials were identified in the proposed project area, including white insulation on pipe stub (sample 52-004), white block TSI (samples 52-014, 52-016), and mudded joint fittings (samples 52-015, 52-017). These materials are considered friable and exceed the minimum quantity requirements.
Therefore, these materials must be abated if they will be impacted by renovation activities.
The brown floor tile is a Category I non-friable material; furthermore, the gray window caulk is a Category II non-friable material. These materials would not normally require removal from the structure prior to renovation. However, the VA typically requires abatement prior to any renovation which will impact ACM.
Scott Thraen 4 February 10, 2022
The Occupational Safety & Health Administration also has regulations (29 CFR Parts 1910 et al, Occupational Exposure to Asbestos, August 10, 1994) regarding removal of asbestos-containing materials which must be followed.
REPORTING
Attached is SLCDOH Notification of Demolition and Renovation form, which has been filled out to the extent possible by SCI. The remaining information must be completed by you.
This report, as well as the completed EPA Notification of Demolition and Renovation form, must be submitted to the SLCDOH, Ms. Kathrina Donnegan, SLCDOH, 111 South Meramec, Clayton, MO, 63105.
It should be noted that following submittal of the notification form, there is a 10-day waiting period before demolition, renovation, or abatement activities can begin.
If this report is to be used for bidding purposes for asbestos abatement, SCI recommends the contractor visit the site to verify all conditions and quantities.
SCI appreciates the opportunity to be of service to you on this project, and we look forward to working with you in the future. Please contact us if you have any questions or comments regarding the information provided.

RE: Selective Lead-Based Paint Survey Report, Building 52 VISN 15 – Project 657-21-106JB FCA – Replace Air Handling Units Buildings 52 & 53 St. Louis, Missouri SCI No. 2017-0502.20 Task 007
Dear Scott Thraen:
INTRODUCTION
SCI Engineering, Inc. (SCI) is pleased to submit this report summarizing lead-based paint (LBP) survey activities performed on December 2, 2021.
The purpose of this survey was to determine the presence of lead-based paint in accessible areas which will be impacted by proposed replacement of selected air handler units in Building 52 of the Jefferson Barracks VA facility in St. Louis County, Missouri.
LEAD BASED PAINT SURVEY
SCI performed a LBP survey to determine whether LBP systems are prevalent within the on-site structure. The survey was conducted by Travis S. Clayton, Missouri Licensed Lead Inspector.
This survey was performed using a handheld X-Ray Fluorescence Detector (XRF) that can quickly and nondestructively determine the quantity of lead present in paint coatings on various interior and exterior components of the structure.
The United States Department of Housing and Urban Development and the Missouri Department of Health and Senior Services indicates that LBP is any paint, varnish, stain, or other applied coating that has one milligram per square centimeter (mg/cm2) or 5,000 micrograms per gram (ug/g) by dry weight (0.5 percent by mass) or more of lead. Based upon a review of the XRF results, one of the paint systems analyzed had a lead content greater than 1.0 mg/cm3. A summary of these LPB results is included in Table 1, below. A complete summary of the lead testing results is enclosed.
Table 1 - LBP XRF Results (Results Reported in mg/cm2)
Sample Number Sample Location Sample Description Results (Pb)
27 GS08 Black Metal Rail 3.03
Romanyk Consulting SCI No. 2017-0502.20
During renovation of these areas, care should be taken not to sand, grind or abrade surfaces coated with LBP. Any disturbance of these painted surfaces must be performed by workers that are renovation, repair and paint program (RRP) trained. If the painted building components are to remain and be refinished, then stripping the paint should be performed by a licensed abatement contractor. If the components are to be removed then they can be removed by personnel with lead-based paint awareness training and appropriate PPE. Lead-based paint which adheres to demolition debris may be disposed of in a properly permitted sanitary landfill or sent to a permitted treatment, storage, or disposal facility approved to accept non-hazardous waste.
CONCLUSION
As can be seen in Table 1, one paint coating was identified as a LBP coating. Based on the sample results above, the black metal rail in Room GS08 was identified as LBP. However, based on SCI’s review of the project plans from the 35 percent Schematic Design Phase, this coating does not appear to be in areas where renovations are anticipated.
We appreciate the opportunity to be of service to you on this project. If you have any questions or comments regarding these results, please feel free to contact us.

RE: Mold Reconnaissance, Building 52 VISN 15 – Project 657-21-106JB FCA – Replace Air Handling Units Buildings 52 & 53 St. Louis, Missouri SCI No. 2017-0502.20 Task 007
Dear Scott Thraen:
INTRODUCTION
SCI Engineering, Inc. (SCI) is pleased to present the results of our mold assessment performed on December 2, 2021. The purpose of this assessment was to identify areas of mold growth or potential mold growth in accessible areas which will be impacted by proposed replacement of selected air handler units (AHUs) in Building 52 of the Jefferson Barracks VA facility in St. Louis County, Missouri.
OBSERVATIONS
SCI’s reconnaissance included proposed renovation areas in rooms GS08, GS08A, GN39, and 2S14.
Each space was assessed independently, and a summary of SCI’s observations is detailed below
Room GS08
Room GS08 was a mechanical space that housed an air compressor, water circulation pumps, and domestic water heaters. The room was connected to a mechanical tunnel located in the northwestern portion of the space.
Room GS08 was hot and noticeably humid compared to adjacent functional spaces. A steam pipe in the tunnel access in the northwestern corner of the room was actively discharging water into a drain below the main level of the floor. Furthermore, condensation was observed on a chilled water supply valve and a possible leak or condensate drip was noted on an unlabeled valve located above the chilled water pump.
Dark suspect mold growth was observed on paper lagging associated with fiberglass pipe insulation servicing the chilled water pumps in this area.
Based on plans available during the 35 percent Schematic Design Phase, only minimal mechanical work involving piping is planned in this room, and it does not appear that demolition or installation of new equipment will impact the chilled water pumps or associated equipment. Therefore, it is unlikely that the project will impact suspect mold growth in this space.
Room GS08A
Room GS08A was a mechanical space adjacent to Room GS08. The space housed a small AHU that had recently undergone abatement to remove asbestos-containing materials. The AHU is slated for replacement. SCI did not observe any evidence elevated humidity or current or historical moisture intrusion in this space. Furthermore, no suspect mold growth was observed. As such SCI does not anticipate that the project will impact suspect mold growth in this space.
Room GN39
Room GN039 was a mechanical space that housed a ceiling-mounted AHU slated for replacement. The AHU was no longer functioning at the time of SCI’s reconnaissance and appeared to have been isolated from the low-pressure steam system; however, SCI observed evidence of historical moisture issues within the space. Brown discoloration and dark suspect mold growth, likely associated with historical condensation, was observed on paper lagging associated with fiberglass pipe insulation servicing the AHU. Since this AHU and associated piping is planned to be removed, the project will likely impact this suspect mold growth.
Room 2S14
Room 2S14 is a multi-purpose space that housed an AHU slated for replacement. The room was also used as a storage space for various durable materials. The AHU was no longer functioning at the time of SCI’s reconnaissance; however, lines in the space appeared to still be connected to the low-pressure steam system. Dark staining indicative of suspect mold growth was observed on the lagging associated with the low-pressure steam and chilled water return and supply lines servicing the AHU. Additional suspect mold growth was observed on the fabric lagging associated with the AHU. Although no evidence of moisture intrusions or elevated humidity was noted at the time of the site reconnaissance, this suspect mold growth is likely associated with historical condensation issues when the AHU equipment was operational. Since this AHU and associated piping is planned to be removed, the project will likely impact this suspect mold growth.
CONCLUSIONS AND RECOMMENDATIONS
SCI recommends removing thermal system insulation that appears to be impacted by suspect mold growth prior to renovations that will impact the materials. These activities should take place in contained conditions under negative air pressure. The negative air machine or air scrubber should be vented to the outside and, if necessary, allowances made for make-up air. Air exchanges should occur a minimum of once every five minutes in the area being air washed, with periodic repositioning of the negative air machine to try to avoid “dead” spots where little or no air flow occurs. Fans or blowers could be used to aid air movement as necessary. Air washing should be maintained for a minimum of 100 air exchanges where good air flow can be achieved.
In Room 2S14, suspect mold growth was observed on asbestos-containing thermal system insulation.
These materials should be removed by a licensed abatement contractor according applicable regulations pertaining to asbestos-containing materials and properly disposed.

LIMITATIONS
Because mold infestations are created by omnipresent microscopic spores and influenced by varying weather conditions, such as temperature and humidity; because a mold infestation may exist in an area that is hidden from view and otherwise not readily accessible; and because mold infestations can grow quickly neither SCI, nor any other consultant, can possibly eliminate the risk of a latent mold infestation going undetected, or of incipient infestation growing quickly and becoming apparent shortly after SCI completes its services. SCI’s detection and characterization services and implementation of our recommendations will not and cannot, of themselves, prevent future infestations of mold.
Our recommendations for the minimization of the potential for a recurrence of detected mold infestations are of necessity based on a variety of assumptions, some of which may prove to be invalid. Likewise, SCI can not evaluate the faithfulness with which our recommendations are implemented if we are not retained to observe the implementation of such recommendation, and, depending on what occurs or what is found during the implementation, to modify or expand on our recommendations as necessary.
This report conveys findings about conditions that existed at the time such conditions were observed.
The absence of mold in areas that we did not observe and/or test is not to be construed as an assurance that mold cannot migrate to or colonize such areas at a later date. Significant mold growth can occur in a matter of days, creating significantly changed conditions. Because of this, one cannot conclusively assume that the conditions documented in this report even still exist. Likewise, SCI makes no representations regarding future mold growth, as SCI has no control over site conditions such as water intrusion events which cause most indoor mold growth.
SCI does not employ medical professionals and does not have the training or expertise to assess or diagnose potential mold related health effects or to determine whether exposure to mold, mold spores, microbial volatile organic compounds (mVOC) or mycotoxins will cause illness on an individual basis.
SCI appreciates being of service to you on this project. Should you have any questions or comments regarding these results please feel free to contact us.
