About this file

This file is a detailed dredging project documentation for the US Coast Guard's Marine Safety Unit (MSU) Swan Island location in Portland, Oregon. The project involved maintenance dredging of up to 1,000 cubic yards at the Swan Island Lagoon, with a final project depth of -11.65 feet Columbia River Datum (CRD), allowing one foot of over-depth to -12.65 feet. The work was completed between July 1 and October 31, 2016, using hydrographic surveying techniques, multi-beam sonar systems, and specialized dredging software (WinOPS) to precisely track and document the dredging process.

The documentation includes comprehensive technical details such as pre-dredging and post-dredging bathymetric surveys, precise coordinate mapping, debris removal, and sand cover placement. The project team from Marine Industrial Construction, LLC documented the entire process, including transect lines, bucket print locations, and slope characteristics. Key technical specifications included using an R2Sonic 2022 Multi-beam Sonar System, collecting data in accordance with US Army Corps of Engineers standards, and ensuring all dredged materials were loaded into a scow and disposed of at an upland site. The total dredging volume was estimated at 450 cubic yards, with a sand cap of 94 cubic yards.

Pre Dredging Prism Maps Design & Volumes

Detailed dredging prism engineering and maps were compiled from the contracted pre-dredging survey.

Specifications include:

• Minimum Dredging Depth -11.65 Columbia River Data (CRD)

• Maximum Dredging Depth -12.65 Columbia River Data (CRD)

Ground control to be determined on site. Marking on dock for additional site Quality Control during project implementation. Data is incorporated into the WinOPS dredging software for real-time evaluation.

Hydrographic Surveying completed by a third party contractor: James Glaeser (NW Hydro). James is an American Congress on Surveying and Mapping (ACSM) Certified Hydrographer (#222).

Survey completed on 10/4/2016.

Soundings were collected using a R2Sonic 2022 Multi-beam Sonar System operation at 400 kH. Data processing was completed using HyPack HyWeep Software. All bathymetric data was collected in accordance with the US Army Corp of Engineers Hydrographic Survey Manual EM-112-1003 (January 2002).

Base survey data (from Northwest Hydro Inc) is also provided to the USCG for Quality Control purposes.

Dredging Project 2016

Pre Dredging Prism Transects & Volumes

Dredging volumes were based on the pre-dredging surveying and the dredging prism. The dredging prism was refined to be larger since the slope of the shoreline (where rip rap is expected) is slightly north (shoreward) of the original proposed prism line (on average 7 feet). Correspondingly the northwest edge of the rip rap is expected to extend into the berth slightly more than the original prism (or rip rap may have falling off the armoring into the prism). Several other features were identified with shape angles indicating an anthropogenic feature, or rip rap in the prism (identified on the map).

Dredging is to the rip rap with a right to refusal (not to impact structural engineering).

The dredging volume of the primary prism to -12.65 feet CRD is 318 cubic yards with an average dredging depth of 3.3 feet. The prism edge on the shore-side is 71 feet in length and the average depth is 8 feet. Using a conservative factor of a 1:1 slope this is an additional 28 CY for a 348 cubic yards. The sloughing, given site conditions, is expected to more significant (1:3 or greater) and sediment on the riprap is expected to slough (rip rap area is 943 square feet). The total dredging volume is estimated at 450 cubic yards.

The surface area (planar) of the dredged area is 2545 square feet and the sand cap is expected to be 94 cubic yards of sand, or 132 tons.

PROJECT NOTES

A pre-dredging surveys was completed on 10/4/16, a post dredging survey on 10/12/16, and a sand cover survey on 10/13/2016.

All bathymetric data was collected in accordance with the U.S Army Corp of Engineers Hydrographic Survey Manual EM-112-02-1003 (November 2013), Survey Classification: Navigation and Dredging Support Surveys, Bottom Classification of Soft.

Sand cover volumes were based on the dredging area covered and a 1 foot cover. The area was 1975 square feet was 73 cubic yards. Dredging software had 33 bucket prints marking area for sand cover placement with an average of

2.5 c.y per bucket for 82.5 cy of sand (visually conformed that 20 cy were remaining in barge after placement [and confirmed with displacement records]).
