MAINTENANCE DREDGING AT USCG SECTOR COLUMBIA RIVER, PORTLAND, OR
RFI No’s 4-7
Question 4:
Specification 35 20 23 Dredging, Section 1.01 outlines that USCG Cutter Bluebell is homeported at Sector Columbia River and may be present during dredging operations and that dredging operations must be conducted while the vessel is underway. Can the USCG provide any information regarding Cutter Bluebell's schedule to determine allowable work windows within the specified performance period?
Response 4:
Unfortunately, the cutter schedule changes regularly based on missions, but they do tentatively have plans to be away from their mooring during the last half of September. Upon contract award, we can facilitate communication with the cutter to accommodate the dredge event during a time when the cutter can move away from their mooring and does not necessarily have to be during their September voyage.
Question 5:
Specification 01 10 00 Section 1.02-4 Pre-Dredge Conference Call with Regulators states: "Dredging, sequencing, positioning, post-dredge confirmation testing, PDS management, cover material testing, and disposal will all need to be addressed as needed to assure the agencies...". The project requirements do not contain any information regarding necessary Post-Dredge confirmation testing or cover materials testing. Please confirm that Post-Dredge Confirmation Testing and Cover Materials Testing are not part of the scope of this project.
Response 5:
Pre-dredge conference call will be limited to discussing what the dredge operations plan is and mitigation measures for ensuring the material that is not suitable for in-water placement (all the material) is managed properly. We have confirmed with PSET that there is no need to cover the post-dredge area so long as the desired depth is reached and not exceeded (must be -12 feet). So long as these requirements are met, testing/cover will not be required.
Question 6:
Specification 01 10 00 Section 1.15 outlines that temporary storage facilities will be provided, if needed, in a location determined by the contracting officer. Please advise the approximate location and size of the region which will be set aside for temporary Contractor storage.
Response 6:
A small trailer may be accommodated on base if needed. The location will be determined after award as it may change based on base operations. The pier adjacent to the Bluebell mooring will not be available for any storage.
Question 7:
Will the contractor be allowed to utilize the floats adjacent to the dredge area for temporary moorage of a work skiff during project execution to facilitate personnel access to/from the dredge and to facilitate the collection of Water Quality readings?
Response 7:
A skiff may use the small boat piers if needed, typically 2-3 slips are open regularly. The contractor will need to communicate use of the pier to the Construction Manager so they can notify base of who is using the piers.
