About this file
This document is an Amendment (No. 0001) to an Invitation for Bid (IFB) 70Z08825B0000088 for Maintenance Dredging at the U.S. Coast Guard Sector Columbia River in Portland, Oregon. The amendment addresses two Request for Information (RFI) questions: first, confirming that the contractor can dispose of dredge spoil at an alternative upland disposal site beyond the originally proposed Hillsboro landfill, provided they conduct due diligence and communicate with the Corps; second, clarifying that the correct dredging quantity is 600 cubic yards, not the 25,000 cubic yards mistakenly listed in the original specification.
The solicitation is for a Firm Fixed Price contract to perform maintenance dredging with a work window from July 1, 2025 through October 31, 2025. Key project requirements include conducting maintenance dredging of up to 600 cubic yards, providing hydrographic surveys, disposing of dredge spoils at approved sites, offering real-time internet monitoring of dredging operations, and complying with environmental permits. The procurement estimate ranges between $500,000 and $1,000,000, with bids to be uploaded via DOD Safe from April 8, 2025 through April 18, 2025. The contract is issued by the Department of Homeland Security's U.S. Coast Guard.

MAINTENANCE DREDGING AT USCG SECTOR COLUMBIA RIVER, PORTLAND, OR
RFIs 1-2
Question 1:
Would the U.S. Coast Guard allow the contractor to dispose of the dredge spoil at an alternate upland disposal site, other than the proposed Hillsboro landfill? This alternate upland disposal site would allow for subtitled materials.
Response 1:
Yes, the contractor could dispose somewhere else but would need to do their due diligence in sourcing an appropriate upland location for disposal and clearly communicating this with the Corps either during the pre-dredge meeting or at a time that they request it.
The permit application stated an “upland location”. We were asked to identify a landfill during the permit application process, so we verified the Hillsboro landfill had capacity (since it was the one used in the last dredge event) and mentioned it in the permit app. The permit app states “The material would be transported ashore and disposed of at an appropriate permitted facility. The location could be an upland disposal location, such as the Hillsboro Landfill and Tualatin Valley Dry Waste Recovery facility located at 3205 SE Minter Bridge Road, Hillsboro, Oregon.” In summary, since the actual permit just says, “an upland location”, we’re not tied to Hillsboro.
Question 2:
Reference: 35 20 23 Dredging, Section 1.04 – Quantity of Material
The Specification (Pg. 32) Section states:
“ The total estimated amount of material to be removed from within the specified limits, including side slopes, is 25,000 cubic yards. The estimated quantity for bidding purposes shall be 25,000 cubic yards. The quantity listed is an estimate only.”
Section B: Schedule of Prices indicates:
“MAINTENANCE DREDGING OF UP TO 600 CUBIC YARDS (CY)…”
CLIN-002 Bid quantity is also 600 cy.
Please clarify the estimated quantity for bidding purposes Response 2:
The correct quantity is 600 CY. The Spec quantity is a typo error.
