About this file

This document is an Amendment (No. 0002) to Invitation for Bid (IFB) 70Z08825B0000088 for Maintenance Dredging at USCG Sector Columbia River in Portland, Oregon. The amendment addresses a Request for Information (RFI) Question Number 3 regarding passive dewatering of dredge spoils barge, clarifying that the contractor must follow condition #16 of the Water Quality Certification when dewatering on-site. The dredging project involves removing up to 600 cubic yards of material, with an approved in-water work window from July 1, 2025 through October 31, 2025.

The solicitation is for a Firm Fixed Price (FFP) contract with a procurement estimate between $500,000 and $1,000,000. Key project requirements include conducting hydrographic surveys, disposing of dredge spoils at approved beneficial reuse sites, providing real-time internet monitoring of dredging operations, and complying with environmental permit conditions. Bids are to be uploaded via DOD Safe from April 8, 2025 through April 18, 2025, with the contract to be awarded by the US Coast Guard (Department of Homeland Security). Prospective bidders must submit specific documentation, including a completed SF 1442, pricing schedule, representations and certifications, and bid bond.

MAINTENANCE DREDGING AT USCG SECTOR COLUMBIA RIVER, PORTLAND, OR

RFI No. 3

Question 3:

It is our interpretation, based on a review of the project documents and associated permits, that passive dewatering of the dredge spoils barge while onsite is permitted, provided that all dewatering water is filtered to remove sediment and that all applicable Water Quality standards are met. Please confirm that our interpretation of the requirements are correct or advise otherwise.

Response 3:

Since the dredged material is not suitable for in-water disposal, condition #16 of the Water Quality Certification (WQC) must be followed. This is included in the permits attachment (file titled: Appendix B1-21030930-Permits). The WQC is separately attached to this Amendment No. 2 (removed from the compiled permit attachment so that it is stand-alone) with condition #16 highlighted. If the contractor does want to dewater on-site, they would follow condition 16 a.ii. Any plans for dewatering would need to be discussed at the pre-dredge regulatory meeting required by this contract as well.
