FEDERAL AVIATION ADMINISTRATION
A/E IDIQ CONSTRUCTION SUPPORT TASK
(INSERT AIRPORT NAME)
ATCT AND TRACON REPLACEMENT PROJECT
1.0 CONSTRUCTION SUPPORT
This task order sets forth the requirements for the A/E firm to provide engineering design support services during the construction phase of the project for the disciplines of Architectural, Electrical, Structural, Mechanical, and Fire Protection Engineering as part of the Airport Name (LOC ID) Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) building Project in City, State.
This task order is intended to be issued on an hourly, not to exceed fee basis. When circumstances warrant, the parties agree that the task order may be modified to add or delete work from the Scope listed below. Pricing for added work, will be based on rates consistent with the base contract.
Support is to include: review shop drawings, evaluate contractor Requests for Information (RFI’s), perform site visits, and also provide review of contractors Building Information Model (BIM) submittal.
The task order will be in place through the completion of the construction project or expenditure of the funds allotted, whichever comes first.
1.2 SCOPE OF WORK
The major requirements of this task order include the following:
1.2.1 Provide estimated hours and fee expected for shop drawing submittal review on a per discipline basis. Fee and hourly estimate should assume that 20 percent of the submittals will require subsequent review. Fee should include returning one original and one copy of comments to the FAA along with PDF.
Provide hourly rate for re-submittals in excess of effort listed below, including reproduction costs.
Estimated Engineering effort includes:
• Project Manager
• Senior Structural Engineer
• Junior Structural Engineer
• Senior Mechanical Engineer
• Senior Fire Protection Engineer
• Senior Electrical Engineer
• Senior Architect
• Building Information Model Expert
• Clerical
1.2.2 Provide estimated hours and fee expected to evaluate contractor RFI’s on a per discipline basis.
Provide hourly rate for re-submittals in excess of effort listed below, including reproduction costs.
Estimated Engineering effort includes:
• Project Manager
• Senior Structural Engineer
• Junior Structural Engineer
• Senior Mechanical Engineer
• Senior Fire Protection Engineer
• Senior Electrical Engineer
• Senior Architect
• Building Information Model Expert
• Clerical
1.2.3 Perform site visits as scheduled by the FAA Resident Engineer (RE). Each visit shall be two days.
Travel to the site shall be included in the two days. During the visits, the requested Engineer will inspect installation of new construction including structural elements, mechanical systems, and fire protection systems. Provide per-visit cost for two-day site visits for the following personnel.
Estimated Engineering effort includes:
• Project Manager
• Senior Structural Engineer
• Senior Mechanical Engineer
• Senior Fire Protection Engineer
• Senior Electrical Engineer
• Senior Architect
ARCHITECTURAL
Architectural estimate of 10 site visits. RE may decrease or modify site visits as project conditions warrant.
• Priority 1: Preliminary Exterior Work and Life Safety
1. Floor openings/ fire dampers UL Penetrations
2. Stairs (ATCT)- after installation, railings.
3. Pre-cast tilt- up panels layout, flashing, grouting at base, wall finish, anchorage, sealant at joints.
4. Roof prelim.- drains, scuppers, insul. board slopes, and fastening pattern for FM approval.
• Priority 2: Roofing/ Weathering Review- Final (Possibly Combine with Priority 1)
1. Roof slopes, roof drains, flashing, scuppers, roofing membrane.
2. Other waterproofing issues: caulk, sealant, fireproofing, etc.
• Priority 3: Rough- In
1. Mock- up reviews- if any.
2. Glazing at Cab, glazing/ storefront at other areas
3. Door Frames- interior/ exterior
4. Partition layout, rated wall review, shaft walls
5. J- box height locations (especially at counters) - coord. with millwork
6. Elevator shaftwall
7. Acoustical ceiling suspension grid
8. Insulation- wall/ deck
• Priority 4: Final Review/ Punch List
1. Ceiling, wall, and floor finishes.
2. Wall finishes and ceiling/ ceiling suspension systems
3. Millwork
4. Roofing
5. Storefront/ Glazing
6. Doors/ hardware
STRUCTURAL
Structural estimate of nine (9) site visits. RE may decrease or modify site visits as project conditions warrant.
• TRACON dried in / Link foundations / framing install
• Installation of ATCT main columns
• Electronics Level
• General progress floors to console access (2 personnel)
• Cab mullions Installation
• Roof truss install (2 personnel)
• General progress /cab glass framing/walkway / elevators
• General On-site issues – seismic bracing etc
• Unscheduled FAA requested visit
MECHANICAL
Mechanical estimate of five (5) site visits. RE may decrease or modify site visits as project conditions warrant.
• Progress visits
• Progress visit before ceilings are installed
• Before start up and commissioning of HVAC
• Final Punch Lists
• Flexible trip as needed or as issues arise
ELECTRICAL
Average once a quarter (start date of visits to be determined) and continue until project completion.
Visit may vary from one to two days on site per visit. RE may decrease or modify site visits as project conditions warrant.
• TRACON electrical gear/equipment review, Utility transformers, underground cables, service entrance review
• EG and Electrical conduits/cables review, electrical connections to mechanical equipment review
• Electrical conduits/cables review, electrical connections to mechanical equipment, cable tray/wire way/grounding review, electrical gear/equipment review
• Tower electrical conduits/cables review, Lightning protection system review, TRACON & Tower electrical
• Lighting and wiring devices review, EG start up, electrical system commissioning, Telecomm & FA review, electrical review, Site lighting review
• Electrical and FA systems commissioning
• Final Inspection
FIRE PROTECTION
Fire Protection estimate of three (3) to five (5) site visits
• a few times throughout observing progress
• Witness fire alarm testing.
1.2.4 Provide review of the contractor’s updated BIM files to verify contractor is providing the required level of detail as required by the specifications. This effort shall include a one-day training effort at the project site with the onsite resident engineers to train them on appropriate and effective methods to review the contractor submitted files. Estimate a two-day trip for this effort. Provide additional limited support as requested by the resident engineer or project engineer throughout the duration of the project.
1.3 INVOICES
Submit invoice requests with justification on a quarterly basis for payment for hourly rate services as identified in the above Scope of Work. Invoices shall indicate the number of hours spent for each discipline for submittal review, RFI response, Site Visits, etc.
1.3 FAA RESPONSIBILITIES
The FAA Resident Engineer or Project Engineer will be responsible for requesting the above services on an as needed basis.
1.4 SCHEDULE
1.4.1 Unless other arrangements have been approved by the FAA Resident Engineer or Project Engineer on specific submittals, shop drawings, RFI responses, etc. shall be reviewed and returned to FAA within X working days of their submittal to A-E.
1.4.2 Site visits will be made throughout Construction contract as scheduled by the FAA Resident Engineer.
1.4.3 A/E will be given at least a 7-day advance notice for required site visits.
