FAA RESPONSES
1 RFO Is this supposed to be a complete SF330 submission, or are there only certain sections that you are requiring in SF330 format? SF330 is only referenced on the Key Personnel factor in the RFO.
The SF330 is required for Factor 4, Key Personnel. SF330 Part 1, A-C and E must be completed for this factor. The RFO has been updated to reflect this requirement.
2 RFO Will copies of our SAM.gov Reps & Certs be sufficient, or do we need to separately complete the check boxes in Section K included with the SF1442?
Offerors must complete all check boxes in Section K of the SIR. Submsison of SAM Reps & Certification in lieu of Section K is not permissible.
3 RFO For criteria "b", it states to use the DUNS number. Since DUNS has been replaced with UEI's, should this language be changed to have us include the UEI instead? Correct, RFO will be updated to reflect this correction.
4 RFO For the two "highest dollar projects for your firm", is this being determined by the project's construction cost or design fee? This is determined by the highest "design" dollar projects. The RFO has been updated to reflect this verbiage.
5 9 Does the "completed within 10 years" date refer to the design complete or construction complete date? Does construction have to be complete? This refers to the design completon date.
6 9 Tier 2, Criteria 2: "Provide the name, address, phone number, and email address of the project's Owner, Project Manager, and Contracting Officer/Manager." Is this supposed to be internal or external to the submitting firm or are you looking for the customer’s information ?
Offeror must provide the Customer's Information.
7 10 & 20 Page limitations: Support Personnel Narrative Page 10 states "2 pages max" while Page 20 states "5 pages max"? Which is correct? The Support Personnel Narrative page limitation is 2 pages maximum. This has been updated in the RFO Amendment 1.

Page limitations: Past Experience vs Past Performance - Is the 4 page PPS Document included as part of the 6 page limit per project under Past Experience (i.e. 2 page project description + 4 page PPS), or is the PPS supposed to be under Past Performance as outlined on Page 14? If it is the latter, can you please extend the page limit for Past Performance since each PPS is 4 pages long (4x5 = 20 pages) in addition to the 8 pages allotted for compliance to 4 sub-criteria?
See RFO Amendment 1. Per the RFO Factor 3, submit PPS as part of Past Experience which is Item 12 in Factor 3. PPS pages are not part of the 6 page limit. The six pages will include, 4 pages for project description, 1 page for the scope of the project and the A/E firm's required deliverables for the task and 1 page to describe any problems encountered and corrective actions taken, if applicable. For a total of 6 pages max per project (30 pages max) not including the PPS's.
9 20 Are the hard copies/USBs due the same day as the electronic copies? If not, what is the expected due date for the hard copies/USBs? Yes, submission for all copies are due December 12, 2023 by 1300 ET.
1. Please confirm if you need electronic and hard copies along with USBs (printing and mailing over the Thanksgiving holiday time may delay delivery). If yes, we would like to request the hard copies and USBs be due seven (7) business days after the electronic submittal, if feasible.

11 2. Please confirm an IDIQ contract will be considered a relevant project if the listed Task Orders have been completed within the prescribed ten year period. Yes, the Task Order completion must be within the 10 year requirment.
12 3. Would you please confirm that the small business subcontracting plan must be submitted at the same time as the proposal? Or is it to be submitted post-award?
The Subcontracting Plan must be submitted on the submission due date. The plan must be submitted as a separate document from the Evaluation Factors.
13 1. – Solicitation Offer And Award, (page 2 of 58) Item No. (A), 00001, CLIN 00001: 5 Years Base - Architect and Engineering Services.
Following, it states, “Delivery: 15 Days After Receipt of Order” …………..Is that correct?
The delivery date varies from Task Order to Task Order. This number is a placeholder. This will be identified at the TO level.
14 2. – Solicitation Offer And Award, (page 2 of 58) Item No. (A), 00002, CLIN 00002: 5 Year Base – Construction Support Services.
Following, it states, “Delivery: 120 Days After Receipt of Order”…………..Is that correct? See RFI response 13.
15 3. – General – Is there an anticipated total number of Low, Intermediate, and Major activity lever, ATCTs, that could be replaced under this IDIQ? No.
16 4. – General – Do you anticipate that any A/E Construction Support Services would require teaming between the A/E and Construction Contractor for Design-Build Services under this IDIQ?
No, the intent of this contract is for the firms to support the FAA directly. There is no expectation under this contract to pair design firms with builders.
17 5. – General – Is it anticipated than many of the replacement ATCTs under this IDIQ would follow the recently developed Low Activity Prototype Design?
Some may follow the prototype, some may follow previous FAA standard desigs or a mix of one of these with modifications.
6. – Request For Offer, Attachment 1, pages 8 & 9 of 21, under FACTOR 3: PAST EXPERIENCE; in 3 Paragraphs, starting with Tier 1, Tier 2, and Tier 3, the statement is repeated as follows. “Two (2) of the five (5) projects must be the highest dollar projects for your firm.”………… We successfully carry out projects of all sizes including some of the largest projects in the U.S. Is this requirement appropriate and necessary to show our past ATCT Experience? Or can we simply add a statement explaining our experience without impacting our score?
Offeror must submit 5 projects in accordance with the RFO for the desired tier. Should the Offeror submit projects for tier 3, two of the 5 projects must be for the highest design dollar for your firm. Three of the project must be for designs of new ATCT facilities. Example, Offeror submits three projects for new ATCTs and two of the highest design dollar projects are for a hospital and airport terminal in similar size/complexity. The requirements for new ATCT facility design is only for Tier 3.
19 7. - The RFO talks about Construction Packages already produced, does this mean that the Design firms submitting would be in charge of producing Design Criteria Packages (bridging Documents) in order to be released to Design-Build bidders?
This IDIQ is for different types of projects that may include design-bid-build and/or design-build. It is anticipated the firms will provide packages which the FAA will procure and build after, or for bridging documents for a D/B contract if needed.

20 8. - Alternatively, does this RFO require for Design-Build Firms to submit in order to develop Construction Packages already produced at a 20%-30% level? A-E firms under this IDIQ may be required to develop bridging documents.
21 9. - Does this RFO include scope for Design firms to develop design and Construction Documents at 100% to be possible be bid for Design-Bid-Build procurement Methods? Maybe CMAR?
Yes. The contract may include full design of projects as well as brigding documents to be developed by a DB contract.
22 1. Can you increase the date range from 10 years to 15 years for Past Experience and past performance? No, the FAA determined 10 years for past experience and performance meets the recent definition.
23 2. For the past performance surveys, is it acceptable to submit previously completed past performance questionnaires or completed CPARS in lieu of providing new past performance surveys?
No. The PPS are asking specific questions about the performance and past experience to be used for evaluation. Previous CPARS or PPQs may not address all the qeustions.
3. On page 20 of Attachment 1, it is noted that “Firms must submit a complete electronic copy of the proposal to the CO…” Further down on the same page it says that “Four (4) hard copies and two (2) USB drives” are also required. Can you confirm that this is a typo and that only electronic copies are required. If not, please confirm what formats (electronic, hard/paper copies, USB drives) are required for this submittal and when they need to be received.
Instructions to proposal submission has been updated. Please follow the instructions provided. Additional submission days will not be provided for hard copy submissions.
4. Please confirm when submitting for more than one Tier, firms only need to indicate the Tier(s) interested and submit Past Experience (5 projects each) to indicate experience in each tier. For example, if a firm is applying for two tiers, they would submit 10 projects in SF 330 Section F.
Offer must submit projects for the highest tier Offeror desires to participate in. Offeror must also indicate additional tiers to be considered for. If Offeror does not qualify for the highest equivalent tier, the FAA will uitlize the submitted projects to evaluate for the next lowest tier.
26 5. Please confirm whether a small business subcontracting plan should be included as part of this proposal and, if so, in what section of the proposal should it be located? See RFI response 12.
6. Can you elaborate on what you mean by “Indicate if the project is the highest dollar for the Firm”? Can you confirm that firms are meant to indicate which of their feature projects have the greatest construction cost compared to the other featured projects? Are you referring to the design or construction fee?

28 7. Is this procurement subject to Brooks Act Architectural and Engineering Qualification Based Selection? If so, please clarify when labor category pricing should be submitted. The FAA is not subject to the Brooks Act.
29 1. If we are submitting for multiple Tiers, do we include 5 projects per tier? (If we are submitting for Tier 3, Tier 2 and Tier 1, we would submit 15 total projects?) See RFI response 25.
2. Does the proposal need to be in SF330 format? On Page 3 Section 2 “Contractors format is acceptable provided that it includes the following elements detailed in the RFP for evaluation:…” But then on Page 16 in the “Basis of Evaluation” table it states the firm must submit the A/E Qualifications Form SF330.?
Paragraph B.2.2 states Offeror may utilize Conractor's format. This is correct; however, wherever the RFO states an SF330 must be completed, then Offeror must comply with the requirement. The RFO has been updated to identify the SF330 requirement for Factor 4 - Key Personnel.
31 3. Do we need to submit separate PDF files for each Factor or one combined PDF file? Separate PDF for each factor is requied.
4. What is to be submitted via hard copies? On Page 20 it states “Four (4) hard copies and two (2) USB drives with digital portfolios must be mailed to:…” Is it only Factor 6 Computer-Aided Engineering Graphics that needs to be submitted via hard copy along with the 2 USB drives? If so, is the due date for the hard copies the same as the Electronic Submittal 11/28 by 1300 ET?

33 Can a team member serve multiple roles? (i.e. Project Manager & Structural Engineer This is permissible for the IDIQ level but not for the task order level. At the task order level, if a team member will serve as a PM they cannot as erve as a structural engineer. The PM cannot be assigned as a designer for one of the disciplines in that task.
34 Will SF330 forms will be required? The RFO does not mention them specifically, but we have had to submit them in the past for all FAA RFOs. See RFI response 1.
The SBE requirement is at 25%, a lot of the firms we use that fulfill this requirement are local Civil engineering, Geotechnical Services, Environmental and Cost Service companies. By definition, they are not that big and the work locally. The RFO asks to populate the Team Members in a National Spectrum (Team members that can work anywhere this RFO is applicable), which is somewhat difficult.
Are we to list Some of our local SBE partners we work with? or is it better to state that “we are committed to include and fulfill the 25% requirement on any awarded task” on a project-by-project basis?
Per SIR Section H.1, Small Business Subcontracting Plan, Offeror must propose the goal it intends to meet or provide a written justification as to why it cannot meet the goals and provide plans to the meet the goal. Whether this goal is met at the national or task order level, it is the Offeror's responsiblity to justify its project target.
36 The RFO asks to submit 4 hard copies of the proposal. Does this include the Construction documents sets requested for previous ATCT sample projects? Or do the hard copies are for the proposal alone? See RFI response 24.
The RFO states a November 10th date deadline for questions, when can we expect responses for these questions? The reason we ask is because, once we get the answers it will take a considerable amount of time to craft the proposal accordingly. Consequently, will there be an extension to the proposal submittal deadline?
The proposal submission date has been extend to December 12, 2023 by 1300 ET.
Please clarify how the response is to be prepared. The wording for evaluation criteria throughout the RFO documents, eludes to both a free format and SF-330 format? Please confirm that a free form format of response is acceptable as it allows respondents to follow the evaluations criteria.

39 In Attachment 1, there are 2 different evaluations criteria presented. One is on page 7 and one is on Page 20.Please advise which criterial will be used when reviewing the RFO Responses.
Page 7 of the RFO refers to Factor 1, Business Proposal evaluation criteria and followed by the remaining evaluation criteria. Page 20 provides submission instructions and a table listing the evaluation factors to be sumbitted.
40 For project experience, can a project that was executed as part of a joint-venture (i.e.: on a Military type project) be included?
In order for JV projects to be submitted for review, the Offeror must be the sole designer for that particular project. If the Offeror participated in a joint design then it will not be permissible.
41 Where applicable, and based on a project client, will the FAA accept a rating from the “Contractor Performance Assessment Reporting System”, or CPARS in lieu of a PPQ? See RFI response 23.
42 Are there any page / text format limitations, other than the number of pages identified in the various section descriptions? See RFO Amendment 1.
43 Please confirm that four (4) hard copies and two (2) USB drives with digital portfolios are to be mailed in? See RFI response 24.
44 Will hand delivery of the response be acceptable? Hand delivery is not permissible. Please refer to RFO submission instructions.
45 The time period until the Proposal Submission date includes the Thanksgiving Holidays and results in a high likelihood of delayed PPQ’s, etc. Can the FAA provide a 2-week extension, for a due date of December 12, 2023? See RFI response 37.
In the Basis of Evaluation for Factor 4: Definitions, it states, “The Firm submitted the A/E Qualifications Form SF330.” Do we need to submit a full SF330? Or do just the resumes need to be in that format? If a full SF330 is required, what Factor should it be included under?

47 Attachment 7 - Master Subcontracting Plan Template is included with the RFO documents. Is the Master Subcontracting Plan required to be part of our submittal? If so, what Factor should it be included under? See RFI response 37.
48 For the Hard Copies – Should they be separated the same way as the email submittal or submitted as one document? See RFI response 31.
49 Under Factor 6: Computer-Aided Engineering Graphics, a) Tier 3, it states, “Submit four (2) USB drives with your proposal package…” Do we need to submit two or four USB Drives? See RFI response 24.
50 5. Under Factor 4: Key Personnel - a. Support Personnel, it states, “Description must not exceed two (2) pages” but in the chart under
9. Submittals, it states, “Support Personnel Narrative (5 pages max.)” Do we have 2 or 5 pages for the Support Personnel narrative? See RFI response 7.
51 6. For Factor 6: Computer-Aided Engineering Graphics, a) Tier 3, please confirm what type of file format(s) you would like to see for the sample projects. See RFI response 24.
52 7. Would you consider extending the due date by a few days? We are concerned that with the Thanksgiving holiday, it will be challenging to get the Hard Copies/USB drives delivered on time. See RFI response 37.
1. Attachment 6 is the SF330 form but it is not mentioned as a required part of the submission in Attachment 1 - RFO - A-E Services IDIQ . Is a complete SF330 Parts I and II required along with the SIR response? We would like to suggest the requirement of prime firm and consultant provide their firm's SF 330 Part IIs that provide staffing and revenue information and not the SF330 Part I as this information is, for the most part, is provided in the SIR response.

2. Please provide where the completed Attachment 3 -PPSs should be placed within the SIR response. Should they be included as attachments at the end of the proposal or included as part of Factor 3. Past Experience. If included in Factor 3, is the 4-page PPS counted within the 6-page maximum per project?

55 3. The RFO asks for firms to indicate the Tier level they are pursuing but does not say where this info should be placed. Do we indicate the Tier level we are qualifying for on the Title page and cover? Should it also be listed on the 3. Past Experience projects? Please identify tier(s) on the cover page.
56 4. Attachment 7 is listed in Section J of the SF1442 but not listed as a required attachment within Attachment 1 - RFO - A-E Services IDIQ. Please confirm that the Small Business Subcontracting Plan is required in our SIR response. See RFI response 12.
57 1. As stated in Section 9 of the RFQ, the electronic copies of the proposal are due on November 28, 2023 by 1:00PM, but there is no stated due date for the hard copies and USB Drives. Could you confirm when those need to be received by? See RFI response 24.
58 2. On page 10 of the RFQ, the stated maximum number of pages for Support Personnel Narrative is 2, but on page 20 of the RFQ, the stated maximum for the Support Personnel Narrative is 5. Could you confirm what the maximum is? See RFI response 7.
59 3. Do resumes and project sheets need to be submitted in the SF330 format as well, or should we just include Part I Section A – D and Part II in the SF330 format? See RFI response 1.
60 4. In Factor 3, we are asked to include 5 projects, two of which that must be the highest dollar for our firm. Could you confirm if the dollar amount is referring to our fee or the construction cost of the project? See RFI response 4.
61 5. For the projects in Factor 3, do they have to be located in the United States or can they be located elsewhere around the globe? In the U.S.
This project is listed under the architectural services NAICS code 541310, but in the AE Services Document on page 11 of 21 it lists a Senior Architect as being either in house or subcontracted. This is not listed under the Mechanical and Electrical engineers. So, my question is, can this project be led by an Architect with Engineering services subbed out, or will it have to be led by an Engineer or AE firm that has engineering services such as Mechanical or Electrical engineering in house?
The PM must be an architect in house that complies with the experience requirements. The EE and ME also have to be in house and cannot be subcontracted.
On page 15-16, Factor 4: Key Personnel, the language states: “All primary disciplines' past projects experience must meet the Tier Level the A/E firm is proposing for. Any primary discipline submitted to which its experience does not match the Tier Level will be automatically disqualified.”
Please confirm that it is expected for key personnel to show new critical facilities; however, they don’t have to specifically show 3 ATCT facilities required under Factor 3 project language, “At least three (3) of the five (5) projects submitted must be for developing complete designs of an ATCT facility where the FAA, a Civilian Airport Authority, or the military awarded your Firm the contract.”
We believe this to be an unreasonable requirement for individual key personnel requirements. We also believe it would be advantageous to FAA to allow examples of facility renovation design projects on Tier 3 resumes as major improvements task orders can be procured from Tier 2 or Tier 3 firms. Also, major improvements projects may present unique design challenges that would better demonstrate the experience and qualifications of the proposed key personnel.
Factor 3 and 4 requirements are not interchangeable. Tier 4 requires submission of key personnel resumes showing the experience requried to accomplish the work for the Tier level Offeror are proposing to be evaluated. For example, if you apply for Tier 3, we expect to see all key personnel proposed has experience in the design of NEW ATCT or NEW critical facilities similar in size and complexity to an ATCT. Their past experience can be a mix of designs for new construction and/or renovations. For Tier 2, design of new facilities is not required but, expereince in design of major systems such as mechanical, electrical, fire protection, and major renovations for critical facilities, is needed.
Document “697DCK-23-R-00584, pages 15-16, states “Offerors categorizes as “Other than Small Business” is subject to the clause 3.6.1-4 Small Business Subcontracting Plan (Oct 2022) and must submit a Small Business (SB) Subcontracting Plan (see Attachment 7
– Master Plan for a sample plan) at the time of proposal closing.” That document also states under L.3 PROPOSAL SUBMISSION, page 56, “Proposals are due November 28, 2023 by 1300 ET. Offeror must submit proposal in accordance with attachment J1 entitled, “RFO – Architect and Engineering Services”, as listed in Section J, dated October 24, 2023.” RFO - Architect and Engineering Services does not identify a SB Subcontracting Plan within the Evaluation Criteria or Submission Instructions.

Please clarify if offerors categorized as “Other than Small Business” are required to submit Small Business Subcontracting Plans within our proposals. If so, we ask that you amend RFO – Architect and Engineering Services to specify where to include the document within the proposal.

Are we required to include submit completed Standard Form (SF) 330 within the proposals? Aside from including the SF330 template in the solicitation, the only other reference is within RFO – Architect and Engineering Services on page 16 of 21, which states a completed SF330 will be used within the Basis of Evaluation of Factor 4: Key Personnel; however, the solicitation documents make no other mention of the form, and the page limitations applied to Factors 2-6 are not conducive to using the SF330 to present the information.

Please clarify the page limit for the Support Personnel Narrative, as the RFO provides the following conflicting instructions:
Page 10 of 21 states, “AE firm must describe how they propose to provide engineering support by licensed or unlicensed engineers to support multiple task orders simultaneously. (Description must not exceed two (2) pages)” Page 20 of 21, the table under section 9. Submittals, states:

Please specify where to include the completed PPS(s). Based on the submittal instructions (page 20 of 21), Past Experience has the following page limit: “Six Pages max, per each project submitted.” Based on the information requested under 4. Evaluation Criteria (page 8 of 21), more specifically, “10. In one (1) page, briefly describe the project's scope and the A/E firm's required deliverables for the task. 11. In one (1) page, describe any problems encountered and corrective actions taken, if applicable,” we have two pages to provide the narratives. It can be assumed that the other four pages are allocated for the completed PPS; however, we ask for clarification from the client.

70 Are we allowed to include 11x17 pages for large charts or graphics? If so, would an 11x17 page count as 1 or 2 pages?. Charts, graphics and plans, may be provided on 11"x 17" and would be counted as 1 page.

Page 20 of 21, section 9. Submittals, clearly states “The electronic proposal must be received by 1300 ET on November 28, 2023,”and instructs offers to “Submit separate electronic copies in Portable Document Format (.PDF) for each Factor as denoted below. Firms must also submit a signed copy of the SIR, all amendments, and the fully completed Section K.” with a specified deadline.
Please clarify the format and deadline for the (4) hard copies and two (2) USB drives with digital portfolios. Do Factors 1-7 need to be provided as separate documents or can they be presented in a single proposal package?

In RFO document, Section 2.B – Proposal Requirements on pages 2-4 of 21, it states “The Contractor’s format for the proposal is acceptable, provided that it includes the following elements in the RFP for evaluation…” Does the information apply to the subject solicitation in progress and proposal requirements, or is it for information purposes only describing the task order process?
That pertains to the task order requirements only.
73 On page 6 of 21 of the RFO, Factor 1 is noted as “Business Documents”, however, on page 20 of 21, Factor 1 is titled “Financial Resources”. Please confirm the proper title for submittal. The RFO has been updated to reflect the correct title, Factor 1, Business Documents.
74 Upon examination of the solicitation documents we did not note a specific requirement for font and or formatting. Is this the Governments intent? Please confirm if there are no specific font or formatting requirements. See RFI response 24.
75 How should the Past Performance Surveys be included and do they count against any page counts, and if so which. See RFI response 8.
76 In reference to the Small Business Subcontracting Plan on pages 15 and 16 of the document titled “697DCK-23-R-00584”, please confirm whether this will be a standalone document in the submittal or included in the “Business Proposal”. See RFI response 12.
Please confirm that the order and number of Past Experience and Past Performance factors are swapped in the table on page 20 in the RFO document. In reference to Clause 3.2.4-35 Option to Extend the Term of the Contract (Jul 2021), subsection ( c ), the statement is contradictory to the previous paragraph that states work could go up to 12 months past the last day of the 5th option. Please provide clarification on which of these applies, 6 months or 12 months.
This clause is in reference to the basic IDIQ "ordering period". It gives the CO the authority to exercise options on the basic IDIQ. The period of performance for the Task Order, may exceed the 10 years and 6 months duration should a TO be issued on the last day of the the ordering period.
82 Please clarify the language on page 5 of 58 in solicitation document titled "697DCK-23-R-00584": "Price redetermination of rates must not exceed the total contract ceiling amount." What if the price redetermination requires a ceiling adjustment?
Should the redetermination impact the ceiling price, an adjustment will be considered and evaluated at that time.
83 Please clarify the language on page 16 of 58 in solicitation document titled "697DCK-23-R-00584": "(2) In no event shall the total amount paid under this contract exceed any ceiling price included in the contract."
That is correct. The ceiling pricing for the IDIQ is a fixed number and will not be adjusted unless warranted and approved. If it is not increased, the quantity of TOs issued must be within the ceiling price.
84 1. Does this mean that a task order can be placed up until the last day of the POP of the 5th option (08/28/2033) and can go for up to 12 months after? See RFI response 81.

On Factor 4, Key Personnel, The A/E firm submittal must demonstrate key personnel qualifications by submitting resumes for all key Personnel identified below, including any support disciplines that may be used throughout the contract. Five disciplines have been identified as key Personnel for all tiers. A. Please clarify if “support disciplines” refers to the “other engineering disciplines” noted on page 11 of 21. B. Regarding the support disciplines, would you like resumes of the task lead only?
A. Support disciplines refer to engineering disciplines that may support main disciplines in the design. For example, if you have a Senior Mechanical engineer suppoing a Junior Mechanical Engineer. Other disciplines refer to other main disciplines such as Civil, Geotech, Fire Protection. B. For support disciplines, resumes are not required; for other disciplines resumes are required.

Tier 3: Submit four (2) USB drives with your proposal package that show the A/E Firm’s portfolio. The files must demonstrate the Firm’s ability to prepare Building Information Models and detailed 2D CAD construction drawings. The Firm must be capable of to creating BIM deliverables starting with a Level of Detail (LOD) from LOD 100 to LOD 300. Portfolio must include one sample project presented in Navisworks format, created from a BIM in Revit and 2D CAD PDFs prepared for two projects that consisted of at least five engineering disciplines. A/E Firms must demonstrate their ability to prepare quality 2-D CAD drawings following an FAA or other CAD standard.
The government is requesting offerors to provide outputs in Navisworks format on a USB drive. Providing the granular details of the design model can represent a liability to A/E firms in demonstrating their capability, as the work products may be the property of the owner and not releasable to the FAA or another third party. Providing information such as LODs may end up in release of information to the FAA and its third party evaluator that may not be acceptable to the A/E firm’s project owner.
Please advise if statements of compliance or another alternate method can be used to demonstrate compliance with this Factor.
The FAA requires previous example of Offeror's work in BIM/Naviswork. The LOD is mentioned so Offerors are aware that the FAA will require that progression in some tasks.
That does not mean Offeror will need to submit a LOD 300 as part of their portfolio. Offeror just needs to be aware of the expectation and provide evidence/supporting documenation of their work.
We only noted referenF111:F120ce to “SF330” in the RFO under the “Basis of Evaluation” for Factor 4 Definitions, in Section J of and the inclusion of “Attachment 6 – SF330 Architect-Engineer Qualifications.", but not referenced in Section M - Evaluation Factors for Award. It is not clear how the SF330 applies to this response. Is it the intent of the government to have the contractor provide both the SF33 and SF330?
The SF330 pertains to Amendment of Solicitation/Modification. The SF330 is the Architech- Engineer Qualfication form. These are two separate documents and must be submitted.

" If a firm chooses to respond to a single Tier (e.g. Tier 3), do we have to provide an approach for all Tiers or the chosen one?
Offeror must provide approach for the chosen tier. Should Offeror wish to be evaluated for other tiers in case they are disqualfied for the chosen tier, Offeror must identify tiers to be considered for. Otherwise Offeror will only be evaluated for the Offeror's chosen tier.
122 RFO Section 2.A identifies the Scope of Work by identifying types of tasks awarded. Please confirm that if we are pursuing a specific Tier level, we are not required to exhibit experience in types of tasks awarded that are of a different Tier. See RFI response 25.
