Architect and Engineering (A/E) Indefinite Delivery Indefinite Quantity (IDIQ)

1. INTRODUCTION
This Screening Information Request (SIR) aims to evaluate and select qualified Architectural Engineering Firms, "A/E Firms", to serve the FAA Eastern, Central, and Western Service Areas. The A/E Firms found most qualified per the criteria herein will be accepted for a subsequent award.
2. SCOPE OF WORK
The Federal Aviation Administration (FAA) is seeking to award no more than eighteen (18) qualified A/E firms for a decentralized Indefinite Delivery Indefinite Quantity (IDIQ) contract that will be used to acquire professional services of an architectural and engineering nature. The FAA will use these services to meet infrastructure needs throughout the FAA Eastern, Central, and Western Service Areas. Each Firm selected for award must participate in FAA projects nationwide. This is not a requirements contract; the FAA intends to use this IDIQ extensively, but the FAA reserves the right to award design efforts outside of this vehicle.
This contract will be managed and administered by the AAQ-550 Terminal Acquisitions. The Contracting Officer (CO) will issue task orders based on the established labor rates and terms and conditions negotiated in this IDIQ contract. The period of performance of this IDIQ is five (5) years from the date of award and will include five, one-year options for a total of ten years. Performance will be evaluated throughout the duration of the IDIQ at the administering CO's discretion. An A/E may be removed from the IDIQ based on poor performance, and new firms may be added to the IDIQ.
The A/E firm must be capable of providing services as described herein. If selected, the A/E Firm may be required to travel where the FAA has engineering requirements. This contract covers FAA offices nationwide. If travel is required, the A/E Firm must use the most economical method of travel. Unless otherwise negotiated, per diem rates must not exceed the Federal Government travel rates allowed for Federal Government employees.
A. TYPES OF TASKS AWARDED AGAINST THIS IDIQ MAY INCLUDE BUT ARE NOT LIMITED TO
• Preparation of Issued Construction Packages for new construction projects, facility improvements, and/or repairs
• Structural analysis
• Design Review/Peer Reviews
• Site Surveys
• Asphalt pavement design
• Master planning
• Design-Build bridging documents
• HVAC upgrades, Electrical reconfiguration
• Utility Improvements
• Site Work Design
• Shop drawing review
• Site Inspection
• Environmental Studies (e.g., ESA Phase 1, EAs, etc.)
• Obtain services from consultants with specific areas of expertise (e.g., geotechnical, blast resistance, progressive collapse, forensic engineering, surveying, flow modeling, etc.)
• Computerized assessments and prioritization of maintenance and repair
• Utility system analysis
• Utility contract analysis
• Utility metering and billing
• Third-party quality assurance of operations and maintenance services
• Technical support on specialized Operation and Maintenance (O&M) issues.
• Construction claims analysis, and project management support, including Critical Path
Method (CPM) preparation and analysis
B. TASK ORDERS WILL BE AWARDED UTILIZING THE FOLLOWING PROCESS:
Task Orders will be competed under the specific tier corresponding to the scope of work.
However, the FAA reserves the right to direct award task orders when determined to be in the best interest of the FAA and in accordance with the AMS Guidance. The Task Order award process will be as follows:
1. Request for Proposal (RFP) – The Contracting Officer will issue an RFP to all the members of the tier appropriate for the required scope of services, or, if determined to be in the best interest of the FAA, the CO will issue an RFP directly to an identified IDIQ holder. Small businesses will be considered first for Tier 1 projects; if the Contracting Officer determines that competition does not exist amongst small businesses at that level, then the Tier 1 project will be opened to all vendors.
RFPs will include:
a) Detailed Statement of Work with a list of deliverables
b) Pricing Proposal Excel Workbook
c) Performance Period
d) Task Order Type – Firm Fixed Price, Time and Materials
e) Listing of any Government Furnished Property, Equipment, or Material
f) Contracting Officer's Representative (COR) Contact Information
g) Any other information, including applicable documents, necessary for the preparation and submission of a proposal.
h) The Contracting Officer may request that the following additional information be provided on a per-task basis:
i. A summary of all labor rates proposed engineering and design disciplines, and overhead, by contract year and Contractor FY.
ii. Submission of actual/approved direct labor rates for each labor category proposed for the last three fiscal accounting years and the current year and projections for the proposed task life.
iii. Submission of indirect rates (overhead, fringe, G&A, etc.) cost centers, rates, and bases of application for any indirect rates applicable to a given task.
iv. Submission of actual indirect rate history for the last three fiscal accounting years and the current year, and projections for the duration of the task.
v. Identification of escalation rates used for subcontracts, inter-divisional transfers, direct labor, indirect expenses, description of the bases for the escalation rates, and why the rates should be considered reasonable.
2. Proposal Requirements – The Contractor must review the RFP and prepare a written proposal and deliver it to the FAA per the date specified in the RFP. The proposal must be prepared in accordance with the RFP requirements and in sufficient detail to allow FAA to analyze the Contractor's Proposal. The Contractor's format for the proposal is acceptable, provided that it includes the following elements detailed in the RFP for evaluation:
a) Financial Condition
b) Pricing Proposal Excel Workbook
c) Past Experience Documentation to include: past project information that meets Tier Level qualifications
d) Past performance with reference's contact information
e) Key Personnel Qualifications, Licensing, and Past Experience
f) Evidence of Established Quality Control Program & Multi-Discipline Coordination
g) Computer-Aided Engineering Graphics experience
h) The A/E firms must submit the agreed labor rates for the respective year of the performance. Price proposals must provide labor categories, rates, and hours for evaluation and will be evaluated for fairness and reasonableness, not for ranking purposes.
3. Competition of Task Orders – If the Task Order is completed, the individual RFP will identify the method of source selection: either lowest priced, technically acceptable or trade-off. The Task Order may weight the evaluation criteria, or attach an order of importance based on the requirement. If silent, the evaluation criteria are to be considered of equal importance.
4. Negotiation of Task Orders – The Contracting Officer and Terminal Facilities designee will evaluate the proposals in accordance with the source selection methodology outlined in the RFP.
Negotiations may occur to establish a final price that meets the FAA requirements for each task.
5. Work Outside the Scope of the Contract – When, in the opinion of the A/E firm, a Task Order issued requires effort outside the existing scope of the Contract, the A/E Firm must notify the Contracting Officer in writing under AMS clause 3.10.1-18, Notification of Changes (April 1996).
6. Task Order Award – Upon successful negotiation of the Task Order, the Contracting Officer will then award the Task Order to the Contractor. As a minimum, each Task Order will include the following information:
a) Task Order Number
b) Scope of Service to be provided
c) Deliverables and Dates
d) Value of Order
e) Selected CLIN (Firm Fixed Price, Time & Materials)
f) Project Schedule, including deliverable due dates
g) Government-furnished information, equipment, material, and/or property (if applicable)
h) Any other information necessary for the performance Note: All clauses from the basic IDIQ governs all task orders and must flow down to the TOs.
7. Task Order Performance Monitoring – The COR and Contracting Officer will monitor the contractor performance as it relates to quality and schedule adherence.
a) Upon issuance of a Task Order award the A/E firm will begin the execution of the task as stated in the scope of the work.
b) The A/E firm shall submit a progress payment request based on the percentage of completion for each activity on the approved schedule of values. The COR and Contracting Officer will review the payment request for validity. If one or more activities are not completed to the extent submitted, all or part of the payment will be retained until the activity has been completed. The FAA CO and COR will also monitor progress and performance. Payments will be processed in accordance with AMS 3.3.1 and 3.3.1-
18. Should the payment process provided in this RFO conflicts with the payment clauses, the payment clauses supersedes all instructions in the RFO.
c) A project completion survey may be completed after each task is finished to assess.
Customer satisfaction. This survey may be utilized as an evaluation factor on future task orders.
C. CONSTRUCTION SUPPORT
Design tasks may include a follow-on Construction Support Task to support the project procurement phase and construction. Any specific construction support task needed from the A/E firm will be established in each RFP Task SOW for pricing. The tasks may include submittal review, shop drawing review, RFI responses, construction on-site inspections, commissioning support, etc. A sample construction support task is provided in Attachment 1 for reference.
3. IDIQ AWARD CRITERIA:
The FAA will evaluate the A/E firms based on the following criteria: Business Documents, Past Performance, Past Experience, Key Personnel, Quality Control, Computer-Aided Drafting, and Pricing.
The A/E firms must submit the necessary documentation to demonstrate it is qualified for one of the three tiers described below. WHEN PRESENTING ITS SUBMITTAL, each A/E firm must indicate which Tier Level(s) it is interested in. The submittals must comply with the qualifications below. Any submittals that do not demonstrate adequate qualifications for the Tier(s) submitted will be disqualified for that specific Tier.
The FAA will utilize the same proposal to evaluate the Firm for the next lower Tier if the Firm does not qualify for the proposed Tier.

Tier Level
Description Qualifications
3 New ATCT Facilities Experience developing complete and biddable design packages for new Airport Traffic Control Tower (ATCT) Facilities. Past experience in drawing preparation, development of construction specifications, cost estimating, engineering studies, permitting, or other pertinent design documentation. Experience for this Tier must include work for FAA, civilian airport authorities, and/or military airport designs as main clients.
The FAA anticipates awarding no more than six (6) Tier 3 contracts.
Tier 3 awardees may qualify to participate in Tier 2 tasks.
2 Major Improvements to ATCT and/or TRACON facilities, Major Mechanical & Electrical Systems Upgrades, Structural Upgrades, Fire Life Safety Upgrades Experience developing complete and biddable design packages that include drawing preparation, construction specifications development, cost estimating, engineering studies, permitting, or other pertinent information for medium to large facilities.
Design experience in Facility modernization, Major Mechanical or Electrical Systems improvements, facility structural Improvements in FAA facilities and/or critical non-FAA facilities such as data centers, hospitals, high rises, airports, etc.
The FAA anticipates no more than six
(6) Tier 2 contracts. Tier 2 awardees may qualify to participate in Tier 1 tasks.
*Tasks related to Major Improvements of ATCT and/or TRACON facilities may be solicited from Tier 2 and 3 Firms.
1 Minor Improvements (e.g., Architectural Upgrades, Roof Replacements, Site Improvements) Experience developing complete and biddable design packages that include drawing preparation, construction specification development, cost estimating, engineering studies, permitting, or other pertinent information for small to medium FAA and/or critical non-FAA projects such as hospitals, airports, etc.
The FAA anticipates awarding no more than six (6) Tier 1 contracts.
*Small Businesses will receive preference for this Tier.
TIER LEVEL MOVE:
The FAA may consider allowing A/E firms that have met the past experience requirements for a higher tier to move up to the next Tier. The "move up" will be considered at the end of contract year three and the beginning of option year seven (if year seven is exercised) unless the FAA determines that it is in its best interest to maintain its current list.
The following documentation will be required:
a) A/E firms in Tier 1 may be eligible to move to Tier 2 if they provide sufficient evidence that complies with the past experience requirements outlined in the solicitation for Tier 2 Projects.
The A/E firm seeking a move up to a Tier 2 Level will have to submit a proposal that includes all the required documentation for the Tier 2 Level stated in the A/E IDIQ contract solicitation.
A/E IDIQ Project Completion Surveys may be used in this evaluation.
b) A/E firms in Tier 2 may be eligible to move to Tier 3 if they provide sufficient evidence that complies with the past experience requirements outlined in the solicitation for Tier 3 Projects.
The A/E firm seeking a move up to Tier 3 must submit a proposal that includes all the required documentation for the Tier 3 Level stated in the A/E IDIQ contract solicitation. A/E IDIQ Project Completion Surveys may be used in this evaluation.
4. EVALUATION CRITERIA:
Responses to this RFO will be evaluated on six (6) main criteria listed below in descending order of importance. Firms that receive a FAIL on the first criteria (Business Documents) will not be considered further or considered for award. Firms that receive a PASS will be considered further under criteria 2 –
6. Any A/E firm receiving a score less than 5 points in any factors from 2 – 6 and/or an overall rating less than Satisfactory will not be considered for award.
Additional weight may be given to firms that have successfully completed FAA Designs, as outlined in the rating descriptions below.
Firms are hereby notified that the FAA may have submissions or other written information provided in response to this acquisition reviewed by Personnel from various Government Agencies and support contractors who may serve as advisors to FAA evaluation personnel during the evaluation phase of this acquisition. All non-Government Personnel and their companies have signed or will sign a nondisclosure and conflict-of-interest statements before the evaluation process begins. However, the exclusive responsibility for source selection will remain with the FAA. The FAA plans to use the following non-FAA and support contractor companies to take part in the source selection process but may use others instead or in addition to Leidos, Inc and/or SAIC.
1. BUSINESS PROPOSAL

Firms must submit the following documents fully completed as well as show that they have the financial capability and resources necessary to sustain a project of this scope and duration.

a. The Firm must include a Title/Cover Page, Table of Contents, and Executive Summary. The Title/Cover Page must indicate the tier(s) applicable to Offeror’s proposal. Proposals will be evaluated against the tier(s) indicated on the Title/Cover Page. The Table of Contents for the volume must list the full contents of the Firm's submission and include a list of all acronyms used and a glossary of terms that the Firm considers unique to its proposal or the solution it has proposed.
b. The firms must have an official, who is legally authorized to bind the Firm to a contract, sign block
16 of SIR Section A, the cover page. If issued, all solicitation-amendment cover pages must be signed and submitted. The cover page, titled Solicitation, Offer, and Award (blocks 11-17), must be completed by the Firm. In block 15, the Firm must supply its name and address and the Unique Entity ID (UEI) number reported in clauses 3.13-4 of Section K.
c. The firms must complete Section K, Representations, Certifications, and Other Statements of offerors, and include Section K in the offer.
d. A financial capability letter from your financial institution to include the following: name, email, and telephone number of bank's point of contact, number of years the business has been conducted with each bank, types of open accounts (checking, loans, etc.) and a balance of current accounts (the banks will provide a 'range of figures' for this information, such as medium five-figures range).
e. Provide a financial resources letter addressing the following:
i. State and describe current financial resources that give your Firm the ability to sustain all contract activities for a period not less than 60 days, including licenses, permits, insurance, bonding, mobilization, equipment, labor, and material costs.
ii. Describe any ability to obtain additional financial resources.
iii. Disclose any unpaid judgments in excess of $1 million.
iv. Disclose any disputed or unadjudicated claims in excess of $5 million.
2. TECHNICAL PROPOSAL
FACTOR 2: PAST PERFORMANCE
The A/E firm's submittal must show the ability of the Firm to perform similar work as required for each Tier in this RFO. The Firm must demonstrate its ability to comply with the four (4) sub-criteria below.
Provide a description of your approach to each requirement and one example for each that demonstrates your compliance. (Do not exceed eight pages)
1. Use of best project management practices
2. Accuracy and quality of submittals
3. Adequate project schedule management
4. Good Customer Relations
FACTOR 3: PAST EXPERIENCE
a. The A/E Firms must submit five (5) projects, as outlined below, completed in the past (10) years where the Firm was the principal designer. The projects submitted must include sufficient information to show the Firm has completed full design packages that include the development of engineering drawings (CAD or BIM), construction cost estimates, design calculations, permitting, engineering studies, and construction specifications for projects of similar size, scope, and complexity to those described at the Tier Level the Firm is being considered for.
(Example: If your Firm is interested in being considered for Tier 3, the submittal must comply with the Tier Level 3 requirements below.)
Tier 3: Submit five (5) projects completed in the past ten (10) years that show your past experience in the design of new critical facilities (e.g., hospitals, airport terminals, etc.). At least three (3) of the five (5) projects submitted must be for developing complete designs of a ATCT facility where the FAA, a Civilian Airport Authority, or the military awarded your Firm the contract.
Two (2) of the five (5) projects must be the highest dollar design projects for your Firm.
Include the following information for all projects:
1. Identify each project. Provide project title and location.
2. Provide the name, address, phone number, and email address of the project's
Owner, Project Manager, and Contracting Officer/Manager.
3. Identify who the customer was (e.g., FAA, Airport Authority, etc.)
4. Indicate if the project is the highest dollar for the Firm.
5. Provide one reference for each project. Include the name, phone number, and email address (the FAA may contact the references).
6. Total contract value
7. Contract performance period, including the original estimated dates and actual completion dates.
8. Indicate the percentage and description of work completed by your Firm.
9. List the engineering disciplines involved in the project.
10. In one (1) page, briefly describe the project's scope and the A/E firm's required deliverables for the task.
11. In one (1) page, describe any problems encountered and corrective actions taken, if applicable.
12. Submit five (5) completed Past Performance Surveys (Attachment 3) from references for these five (5) projects. (Please submit all Past Performance Surveys (PPS) with your proposal. Additionally, the customer/evaluator must courtesy copy the COs in finalized PPS transmittal email to the Firm. CO must be able to verify the authenticity of the PPS and evaluator. The FAA reserves the right to assess any additional CPARS or call references to aid in evaluating each Firm's relevant past performance.)
Tier 2: Submit five (5) projects completed in the past ten (10) years. Two (2) of the five (5) projects must be the highest design dollar projects for your Firm. The projects must show your experience as the primary designer for Major Facility Modernizations, Major HVAC or Electrical Equipment Replacements, Structural Improvements, Fire Alarm Systems Replacement, or similar for FAA facilities or other complex facilities such as data centers, hospitals, high-rises, airports, etc.
Include the following information for all projects:
1. Identify each project. Provide title and location.
2. Identify if the project is the highest dollar for the Firm.
3. Provide the name, address, phone number, and email address of the project's
Owner, Project Manager, and Contracting Officer/Manager.
4. Identify who the customer was (e.g., FAA, Airport Authority, hospital, etc.)
5. Provide one reference for each project. Include the name, phone number, and email address (the FAA may contact the references).

6. Total contract value
7. Performance period, including the originally estimated and actual completion dates.
8. Indicate the percentage and description of work completed by your Firm
9. List the engineering disciplines involved in the project.
10. In one (1) page, briefly describe the project's scope and the A/E firm's required deliverables for the task.
11. In one (1) page, describe any problems encountered and corrective actions taken, if applicable.
12. Submit five (5) completed Past Performance Surveys (Attachment 3) from references for these five (5) projects. (Please submit all Past Performance Surveys (PPS) with your proposal. Additionally, the customer/evaluator must courtesy copy the COs in finalized PPS transmittal emails to the Firm. CO must be able to verify the authenticity of the PPS and evaluator. FACTOR 4: KEY PERSONNEL
The A/E firm submittal must demonstrate key personnel qualifications by submitting form S330 Part 1, A-C & E for all key Personnel identified below, including any support disciplines that may be used throughout the contract. Five disciplines have been identified as key Personnel for all tiers.
For Tier 2 and Tier 1 Levels, the Senior Architect and Senior Structural can be in-house or subcontractors for the Firm.
Key Personnel's past experience must be in projects similar in size, scope, and complexity to those described in the Tier Level the Firm is submitting the proposal. Missing resumes for any key personnel will be assigned an unsatisfactory rating. After the contract is awarded, no changes to Key Personnel shall occur without notifying and receiving approval from the Contracting Officer. If new Personnel is required, the A/E firm must submit resumes for any new employees and/or subcontractors for evaluation and approval by Contracting Officer. Any personnel added after the award must comply with the minimum requirements established in this solicitation. When the project requires professional licensure in a specific state where the Firm has no professional licensure, the A/E firm may be allowed to subcontract a discipline to meet this requirement. This will be evaluated on a case-by-case basis and must not be identified as a routine procedure.
a. Support Personnel
AE firm must describe how they propose to provide engineering support by licensed or unlicensed engineers to support multiple task orders simultaneously. (Description must not exceed two (2) pages)
At a minimum, the A/E firm key personnel must include the following Key Personnel

In-house, with a minimum of 8 years of experience and a degree in Construction Management, Engineering, or Architecture with 5 years of experience managing projects similar in size and complexity as those stated in each Tier Level.
Senior Electrical(s)
All Tiers
In-house, with a minimum of 8 yrs. of experience as a senior engineering designer for projects similar in size and complexity as those stated in each Tier Level and with professional licensure in the specific discipline.
Senior Mechanical(s)
All Tiers
In-house, with a minimum of 8 yrs. of experience as a senior engineering designer for projects similar in size and complexity as those stated in each Tier Level and with professional licensure in the specific discipline.
Senior Architect(s)
Tier 3: Required in-house
Tier 1 & 2: in-house or subcontracted
A minimum of 8 yrs. of experience as a senior designer for projects similar in size and complexity as those stated in each Tier Level and with professional licensure in architecture. If subcontracted, provide information about past ventures together.
Structural Engineer(s)
Tier 3: Required in-house
Tier 1 & 2: in-house or subcontracted
A minimum of 10 yrs. of experience as a senior structural engineer for projects similar in size and complexity as those stated in each Tier Level and with professional licensure in the specific discipline with professional licensure. If subcontracted, provide information on past ventures together.
Other Engineering Disciplines
Fire Protection, Civil, Environmental, Geotechnical (can be in-house and/or subcontracted for all Tiers)
Minimum 8 yrs of experience as a senior engineering designer with professional licensures in respective disciplines and experience designing projects similar in size and complexity to the Tier Level the Firm is applying for. If subcontracted, provide information on past ventures together.
FACTOR 5: QUALITY CONTROL PROGRAM & MULTI-DISCIPLINE COORDINATION
Each Firm must provide documentation demonstrating the Quality Assurance/Quality Control (QA/QC) Program used for projects.
The Firm must submit the following:
1. Illustrate the Firm's quality control method and provide an organizational chart illustrating the chain of command for the key personnel staff.
2. Provide examples of how the Firm will incorporate lessons learned, continuing education, or improvement processes to improve their QA/QC Program.
3. Present a project timeline/schedule showing how QC is implemented on a typical project.
The staff responsibilities must be shown.
4. Illustrate how the Firm accomplishes multi-discipline coordination on projects of similar complexity as those stated at each tier level.
5. Show a sample process for coordination between all disciplines, such as civil, architectural, structural, fire protection, electrical, and mechanical disciplines. This process can include the Firm's use of computer software such as Building Information Modeling (BIM) or other innovative methods and ideas.
FACTOR 6: COMPUTER-AIDED ENGINEERING GRAPHICS
Each Firm must provide a work portfolio in electronic form only of two past projects that demonstrate the Firm's ability to develop construction drawing packages. The FAA 2D CAD drawings are prepared following the FAA-STD-002 (Standard Engineering Drawing Preparation and Support). WHEN TASKED UNDER THIS CONTRACT, the A/E firms must follow this FAA standard for engineering drawing submissions. The firm must demonstrate an understanding of the standard in their proposal.
Past experience creating drawings on software suites such as Autodesk Products (e.g., AutoCAD and Revit) and MicroStation Bentley is required. Demonstrated experience developing drawings following FAA-STD-002 may be graded higher.
a) Tier 3: The Firm must demonstrate it’s ability to prepare Building Information Models and detailed 2D CAD construction drawings. Because the Firm must be capable of creating BIM deliverables starting with a Level of Development (LOD) from LOD 100 to LOD 300 at the task order level, submit one sample project presented in Navisworks (NWD) format, or Revit to assess 3D modeling capabilities. Also, provide 2-D CAD DWGs converted to PDF for two projects that consisted of at least five engineering disciplines. A/E Firms must demonstrate their ability to prepare quality 2-D CAD drawings following an FAA or other CAD standard.
b) Tier 2 and Tier 1: Provide 2-D CAD DWGs converted to PDF for two projects that consisted of more than one engineering disciplines. A/E Firms must demonstrate their ability to prepare quality 2-D CAD drawings following an FAA or other CAD standard.
3. PRICING PROPOSAL
FACTOR 7: PRICING
Each Firm must complete the Excel Pricing Labor Rates (Attachment 4 and 5) for each year.
Attachment 4 must provide the burdened rate, and Attachment 5 must provide a fully unburdened rate. The contract period of performance is a five-year base with five one-year options. Rates must be provided for each labor category for each year (total of 10 years rate).
5. RFO EVALUATION PROCESS
Each A/E firm's response to this RFO will be evaluated on six (6) main criteria listed below. Firms must submit a complete and accurate proposal. Incomplete proposals may be considered non-responsive and may not be evaluated. The firms that receive a FAIL on Business Documents will not be considered any further. The firms that receive a PASS will be considered further under criteria 2 – 6. Any A/E firm receiving a score less than 2 points in any of the factors 2 – 6 and/or an overall rating less than Satisfactory will not be considered for award.
Small Businesses will be given preference for award under Tier 1 Level, up to a total of six firms. If less than six small businesses qualify for Tier 1 Level, then all other firms will be considered for evaluation and award. No restrictions are applied to Tier 2 and 3 Levels. Tier 2 and 3 Levels are unrestricted and open to all business sizes.

FACTOR 1: BUSINESS DOCUMENTS (PASS/FAIL)
The A/E Firm's Business Documents and general financial condition will be evaluated to determine its ability to sustain the performance of task orders.
The basis for Evaluation: PASS/FAIL
Pass: The Proposal included all the required submittals listed in the Business Documents criteria and the FAA determines the submittals to be accurate and complete.
Fail: The Proposal does NOT include all the required submittals in the Business Documents criteria, and/or the FAA determines the submittals to be inaccurate and/or incomplete.
2. TECHNICAL PROPOSAL
FACTOR 2: PAST PERFORMANCE (35%)
The A/E firm's submittal must show the ability of the Firm to perform similar work as required for each Tier in this RFO. The Past Performance Surveys (PPS) and the projects submitted under past experience will be used as a supplement for evaluating this Factor. Past FAA experience may be graded higher. In addition, the Firm must describe how its past performance complies with the following:
1. Use of best project management practices
2. Adequate project schedule management
3. Accuracy and quality of submittals
4. Good Customer Relations
This Factor will be evaluated using the information submitted for Factor 2 and Factor 3.

Three (3) of the five (5) projects must be for completed designs of an ATCT facility where the FAA, Civilian Airport Authorities, and/or Military Airports was the main client. Two (2) of the projects submitted need to be the highest design dollar for the Firm. References for each project must be provided. Evidence of successful design completions where the FAA is the main client may be graded higher.
Tier 2: Submittal must include five (5) projects completed in the past ten (10). The projects must show experience in designing Facility Modernizations, Major HVAC and/or Electrical Systems, Structural Improvements, Fire Alarm Systems Replacement, or similar in FAA facilities and/or other non-FAA complex facilities (e.g., data centers, hospitals, high rises, airports). Two (2) of the projects submitted are identified as the highest design dollar for the Firm. References for each project must be provided.
Evidence of successful design completion for FAA projects may be graded higher.
Tier 1: Submittal must include five (5) projects completed in the past (10) years. Two (2) of the five (5) projects must be the highest design dollar projects of the Firm. FACTOR 4: KEY PERSONNEL (20%)
The primary disciplines are stated in Section 4. Some primary disciplines are expected to be in-house for all the tier levels. Having several tiers of sub-consultants is not the intent of this solicitation; in-house disciplines are preferred.
To receive an outstanding rating on these criteria, all Key Personnel must have past FAA experience.
For engineering subcontracted disciplines, the Firm must provide sufficient documentation on each specialty subcontractor demonstrating the history and success of joint contracting efforts, subcontractor past performance, and subcontractor past experience as applicable. Such subcontractors may include fire protection, civil, geotechnical, and environmental engineering.
The Firm must provide a descriptive narrative that shows how the firm plans to support multiple task orders simultaneously with support personnel that may include licensed and/or unlicensed

All primary disciplines' past projects experience must meet the Tier Level the A/E firm is proposing for. Any primary discipline submitted to which its experience does not match the Tier Level will be automatically disqualified.

FACTOR 6: COMPUTER-AIDED ENGINEERING GRAPHICS (10%)
Each Firm must provide a portfolio demonstrating its ability to develop drawing packages prepared following the FAA-STD-002 (FAA Standard Engineering Drawing Preparation and Support). Drawings prepared for FAA projects must be compatible with MicroStation Bentley and Autodesk products such as AutoCAD, Revit, etc. Tier 3 level A/E firms must be able to develop Building Information Models and provide user training as required.

3. PRICE PROPOSAL
FACTOR 7: PRICING
The Attachments 4 and 5, unburdened and fully burdened rates will be evaluated in accordance with 3.2.4-31, Evaluation of Options, for the base year (CLINs 00001 – 00002) and all option years (CLINs 20001 – 60002). The pricing proposal will be evaluated in conjunction with the non-price Factor to determine the Best Value to the FAA.
The FAA will conduct a price analysis to determine whether rates are fair and reasonable based on competition, IGCE, or any other pricing tool necessary in price analysis. The price proposal must include all labor category rates, burdened and unburdened, and any additional cost elements required to successfully accomplish the work. Any omission of any required pricing information may constitute incomplete pricing and therefore, unreasonable pricing.
The proposed prices will be evaluated for reasonableness. Analysis of price proposals will be performed using one or more of the techniques defined in AMS Toolbox T3.2.3.A.1.b in order to determine price reasonableness. AMS 3.2.3.2 allows the Contracting Officer to require cost or pricing data if adequate information from sources other than the Firm cannot be obtained that is adequate to determine a fair and reasonable price. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition but may also be determined through price analysis techniques as described in AMS Toolbox T3.2.3.A.1b. Offerors are cautioned that unreasonable prices may be grounds for eliminating a proposal from the competition based upon an apparent lack of understanding of the requirement. Price reasonableness is defined as reflecting a prudent approach to pricing.
Submissions, whether initial or revised, that are unreasonably low or high may be eliminated from further competition on the grounds of the vendor's failure to comprehend contract requirements.
The FAA reserves the right to conduct price realism in accordance with AMS Toolbox T3.2.3.A.1d when determine it is in the best interest of the FAA.
6. Scoring system:
The score table below demonstrates the total number of possible points for each evaluation subcategory and Factor, as well as the total number of points possible for all evaluation factors. The rating system described below explains how evaluators will assign points.
Each Factor, from 2 – 6, has subcategories. Each subcategory will be scored using the ratings 0, 3, 5, 8, or 10, as shown in the table below. The average of the subcategory scores will be multiplied by the weighted percentage of each Factor to determine the weighted score. The weighted scores will be added together, and the sum of all will be used to assign an adjectival rating from the table below. Any A/E firm receiving a score less than 5 points in any factors from 2 – 6 and/or an overall rating less than Satisfactory will not be considered for award.
The Firm total score will equate to the following final adjectival ratings:

7. Debriefings:
Debriefings will be done at the request of any Firm wishing to understand the reasons for the Government's selection. The discussion must not include comparisons with the other proposals. An explanation of the evaluation of significant elements in the Firm's Proposal, a summary of the rationale for eliminating the Firm from the competition, and assure the Firm that its proposal was treated fairly, impartially, and objectively.
8. Solicitation Clarifications or Questions Any prospective Firm desiring an explanation or interpretation of the solicitation and/or RFO, specifications, etc., must request it in writing and submit to questions to Larry Hill at Larry.Hill@faa.gov and courtesy copy Thuylinh.T.TranNguyen@faa.gov no later than November 10, 2023 by 1300 ET. 9. Submittals:
Firms must submit a complete electronic copy (uploaded to Offeror’s designated folder in the FAA KSN) and four (4) hard copies. All electronic and hard copies must be received by 1300 ET on December 12, 2023. Proposal not received by that date will be considered non-responsive.
