There are few places identified within the RFP documents where labor categories names are not consistent.
(1) In the solicitation document, "697DCK-23-R-00584", it is noted on page 15 of 58, Section 3.8.2-17 Key Personnel and Facilities (Jul 2019), letter d - (d) "The key personnel and/or facilities under this contract are: Program Manager ,Senior Electrical Engineer Senior Mechanical Engineer, Senior Architect Designer Structural Engineer Fire Protection, Civil, Environmental, Geotechnical Engineer".
(2) The updated pricing spreadsheets Attachments 4 and 5 to Section B also include a field for both Project Manager and Program Manager.
(3) It is also noted in the RFO, Factor 4: Key Personnel, that we are to provide resumes for the following: Project Manager, Senior Electrical, Senior Mechanical, Senior Architect, Structural Engineer, Fire Protection, Civil, Environmental, Geotechnical.
In order to submit a timely, compliant proposal that best meets the RFP requirements, can the government confirm if its intent is for a Project Manager, or Program Manager as that terminology can be confusing, and by some entities is used interchangeably? Or, advise if both positions for a Project Manager and Program Manager are being requested?
The program mananager would be the individual within the company in charge of the contract execution, some firms may have a principal performing this function. The program manager is the individual that is expected to manage the individual tasks awarded. If you anticipate using more than one program manager, all of them will have to comply with the RFO minimim requirements. A labor rate for both positions is being requested.
Attachment 4 Section B “Unburdened- Labor Categories and Attachment 5 Section B “Burdened Labor Categories both have a line item at the bottom of each tab entitled “OH and Profit”. The answers provided with Amendment 1 state that the Government wants to see the subcontractors rate, but if a team has multiple subcontractors, it is not clear how the Contractor should represent that. Might the Government consider allowing Contractors to modify the form or add another section (Tab) for additional subcontractors?
The subcontractor OH and Profit will be negotiated at the task order level. Offerors are requested to provide a labor rate for the labor categories provided in Attachment 4 and 5.
Additional subcontractor rates will be review and negotiated at the task order level. However, it must not exceed the rate provided in Attachment 4 and 5. Offerors will be required to provide supporting documentation for the subcontractor rates at the TO level indicating the amount paid for the labor rates.
Will the customer consider allowing additional rate categories to be included with the submission? As part of the work requires additional specialized resources (i.e., Wind Engineering, Blast Analysis, Waterproofing, etc.), these types of highly specialized scope items are not currently covered within the rate categories provided in the pricing template. Allowing Midlevel (rates between Junior and Senior) personnel will better allow the Contractor to provide what the Government needs at a better value. Lastly, if the Government will allow the contractors to propose additional categories, please advise if the Contractor shall modify the form or add another section with the additional rates.
For this submission, specialized resources are not being considered. Specialized resources will be evaluated at the task order level. Midlevel rates are not required at this time.
Attachment 4, Section B “Unburdened- Labor Categories” and Attachment 5, Section B “Burdened Labor Categories” both have a line item at the bottom of each tab entitled “Total”. Can the Government please provide the intent of this line item given there are no required hours noted with the bid?
That cell is to be left blank. At this time no Total is expected.
127 On page 21 of the amended RFO, it is noted "Key Personnel - SF330 Forms Part 1, A-C & E for each individual in the key personnel list, including other disciplines." Please confirmt hat the SF330 requirement for resumes are limited to one page.
Refer to page 21 of the RFO, Factor 4, Key Personnel. Page limitation are specific to the Support Personnel Narrative as identified in the table..
