About this file
This document is a State Certifications and Assurances appendix for Request for Proposals RFP-2025-1029 issued by the Washington State Department of Transportation (WSDOT) for an intercity bus service project connecting Pasco, Moses Lake, and Spokane. The project aims to establish a self-sustaining fixed route bus service called the Wheat Line, which will be integrated into the statewide Travel Washington intercity bus network. The proposal requires vendors to submit a firm offer valid for 180 calendar days, with the understanding that WSDOT will not reimburse proposal preparation costs.
The certification document outlines strict requirements for vendor participation, including independent proposal development, prohibition of collusion, and restrictions on assistance from current or former state employees. Vendors must certify that no attempts have been made to restrict competition and that all submitted proposals become the property of WSDOT. The project seeks to develop a bus service route that can potentially become financially self-sustaining, with WSDOT providing initial service delivery funding. The document emphasizes transparency, fair competition, and compliance with state procurement guidelines throughout the proposal process.

I/we make the following certifications and assurances as a required element of the Proposal to which it is attached, understanding that the truthfulness of the facts affirmed here and the continuing compliance with these requirements are conditions precedent to the prequalification award or continuation of the related request for Proposal and Contract(s), if any:
The data has been determined independently, without consultation, communication, or contact with others for the purpose of restricting competition, as to any matter relating to such prices with any other Vendor.
