About this file

This is a Vision Self-Funded Proposal solicitation (No. AGY-24-026-SR-A) for the Maryland Transit Administration (MTA), specifically for Functional Area 6 (FA6) Vision Services. The document outlines a comprehensive request for a self-funded vision plan proposal, with responses due electronically in Excel format. The contract term spans five base years with two three-year option periods, beginning January 1, 2026. The solicitation requires detailed financial exhibits, including administrative services fees, claims re-pricing analysis, and a financial compliance checklist.

The proposal mandates fully loaded, firm fixed per employee per month (PEPM) administrative fees that are guaranteed regardless of enrollment. Key financial requirements include holding administration fees flat for the first three years, with subsequent annual increases not exceeding 4%. Offerors must provide a claims re-pricing analysis based on current network provider contractual arrangements as of June 1, 2024, and submit detailed documentation including provider match files, claims files, and a data dictionary. The total projected expenses will be evaluated based on cumulative costs for contract years 1-5 and the two potential renewal option periods, with provisions for potential adjustments related to provider discount guarantee shortfalls.
