About this file
This document is an Appendix of Abbreviations and Definitions for a Request for Proposals (RFP) issued jointly by the Department of Budget and Management, Office of Personnel Services and Benefits (DBM OPSB) and the Maryland Department of Transportation, Maryland Transit Administration (MDOT-MTA). The RFP solicitation numbers are F10B6600001, F10B6600004, AGY-24-026-SR, and BPM051063, and it covers health plan administration and services for DBM Health Plan, DBM SLEOLA Medical Plan, and MDOT-MTA Represented Medical and Vision Plan Health Benefits. The document provides a comprehensive glossary of terms and abbreviations used throughout the RFP, defining key concepts related to health benefits, employee classifications, administrative processes, and technical terminology.
The appendix encompasses definitions for various healthcare and administrative terms, including types of health plans (PPO, EPO, POS), employee categories (Active Employees, Part-Time Employees, Retirees), and specialized healthcare approaches like Digital Therapeutics and All-Payer Health Equity Approaches and Development (AHEAD). It also defines critical administrative roles such as Contract Administrator, Contract Manager, and Contractor Account Executive, and provides detailed explanations of technical and regulatory terms like Protected Health Information (PHI), Sensitive Data, and the Transparency in Coverage Rule. The extensive definitions suggest a complex healthcare benefits administration project that requires precise understanding of terminology across multiple dimensions of health plan management and state employee benefits.
