About this file
This document is Amendment #3 to a Request for Proposal (RFP) involving the Maryland Department of Budget and Management's Office of Personnel Services and Benefits (DBM OPSB), the State Law Enforcement Officers Labor Alliance (SLEOLA), and the Maryland Department of Transportation Maryland Transit Administration (MDOT-MTA). The amendment covers health plan administration and services for multiple organizational units, including Preferred Provider Organization (PPO), Exclusive Provider Organization (EPO), Integrated Health Model, Point Solutions, and Vision plans. The proposal due date has been updated to October 6, 2025, at 3 PM Local Time, replacing a previously listed date of September 23, 2025. The amendment makes numerous modifications to existing exhibits, compliance checklists, questionnaire items, and performance guarantees across different functional areas.
The amendment introduces changes to various technical aspects of the health plan services, including updates to provider turnover rates, call center performance metrics, hospital records claims audits, and employee satisfaction measurements. It revises language related to tracking medical codes, managing disclosures, coordinating benefits, and ensuring compliance with federal and state regulations. The document includes multiple research factor templates and adjustments to questionnaire items covering areas such as physician referrals, case management, and intervention strategies. The amendment appears to be part of a comprehensive review and refinement of health service provisions for state employees and affiliated organizations, with a focus on improving service quality, administrative efficiency, and regulatory compliance.
