The RFQ, numbered AOCSSB24Q0024, is issued by the Architect of the Capitol (AOC) Supplies, Services, and Material Management Division.

The key details from the document include: the scope of work covers fire pumps, wet/dry chemical suppression, and fire alarm/sprinkler systems; there are no specific licenses or NICET requirements for personnel, but contractors must be able to properly test equipment per NFPA standards; device counts and system details are provided, though some estimates may not be 100% accurate; the contracting officer's representative (COR) should be notified of any large discrepancies; parking and badging requirements for contractors are outlined; and there are no plans for VESDA systems or a requirement for Notifier OEM certification. The contract is anticipated to be a single award firm-fixed price contract.

Reference Page, Section, Paragraph

Quoter’s Question

Government’s Response

General May we use section tabs for each factor in the proposal response?

Yes

General Do section tabs count towards the page count?

No

General Do resumes of key personnel count towards the page count?

Offerors may submit resumes as part of L.3.4 Factor 1:

Technical Approach, instruction (c) to demonstrate personnel qualifications and experience. The resumes will not count towards the six (6) page limit for Factor 1 Technical Approach.

General Please confirm that there are no font or size limits for titles (including section titles, cover titles, etc.)

Sections titles, cover titles, and other text shall be at a minimum 12-point size for text and 10-point size for tables and graphics.

Additionally, font type shall be Times New Roman, Calibri, or similar font. These instructions can be reviewed in J.2 section, L.3.1 Paper Size and Formatting. The max point size and font type is at the discretion of offerors.

General Please confirm that there are no font or size limits for headers and footers.

Please see response above.

General Please confirm that there are not any requirements for TS Clearance on this project.

Confirmed, there are no requirements for TS Clearance on this project.

Attachment J.4 Corporate Experience

Please confirm that the page limit for Corporate Experience refers to the three pages limit for each contract (for example three contracts has a total page limit of nine pages).

The Government confirms the page limit for Corporate Experience refers to the three

(3) page limit for each contract profile. The example is correct.

Page 4 Section 3.1.7 Paragraph 2

Are gauges on the fire pump and pressure reducing valve required to be replaced each year?

Yes

Page 4 Section 3.1.7 Paragraph 3 E

Please confirm how many feet of fire hose will be needed.

At least 50’

General Are monitoring services required to be provided under this scope?

Monitoring service does not need to be provided. We monitor our own system in-house with the help of USCP.

It is only expected that the system be monitored while the contractor completes testing.

General What is the current Central Monitoring Station used for monitoring?

Dirksen Senate Office Building Service Center, which is located on the Ground Floor of the Dirksen Building.

General What type of communication is currently being used for monitoring (Eg. Phone lines, Cellular, IP)?

Monitoring is completed in-house at our central station, which is located inside of the Dirksen Senate Office Building. We have 24/7 monitoring in-house.

General Who is the current incumbent company for these services?

Fire Life Safety America (They were recently bought out by Summit Fire Protection)

General What is the contract value of the past contract?

For all work listed, it was roughly $80,000/year. (Note we did not execute all optional work every year.) I believe we spent just under $250,000 over 4 years of work.

General How many escorts can be provided for testing?

Our fire alarm shop has 3 people that work at night so typically 1-2 will be provided.

Our sprinkler crew is comprised of 4 people at night so typically 1-3 can be provided.

Escort coverage depends on our own workload and employee leave schedules, etc.

General Will elevator/HVAC contractors be provided for elevator recall function and HVAC shut down?

We have an in-house Elevator and HVAC Shop that will be scheduled and staffed to be present during these tests. They will bring elevators and HVAC system back online after testing. The fire alarm contractor is only required to ensure the fire alarm does what it needs to do and is reset, etc.

General Do any of the locations require a lift for completing the testing?

Yes

General If lifts are required for testing, please confirm that the lift will be provided and is not the responsibility of the fire alarm contractor.

Confirmed, a lift will be provided and it is not the responsibility of the fire alarm contractor.

Scope of Work, 3.1.7 Fire Pumps, 3.A

Are there any specific licenses required for fire protection contractors?

No but contractor is expected to know how to properly test fire pumps per NFPA 25, which importantly includes proper testing of pressure reducing valves in the Dirksen Senate Office Building.

General Are there any minimum NICET requirements for personnel to conduct testing?

No

General What NFPA 72 version is the U.S.

Senate currently using for fire alarm inspection and testing (E.g. NFPA 72 2016 vs NFPA 72 2019)?

General Is there device counts/documentation for the paint booth? It is listed in the pricing schedule but there were no device counts in the documentation.

There is:

• 1 Control head

• 3 Links

• 1 Nitrogen Cartridge

• 6 Nozzles

• 1 Pull station

• 1 Release Module

• 1 Run Time Delay

• 3 Tanks

Additional system details can be found in Attachment E

J.6 Attachment G – The Schedule

Are the device counts listed in the documentation based accurately from the program documentation?

While they may not be 100% accurate, estimates are generally within 5-10% of the number of devices in the field. For all Notifier and Simplex systems, the counts do more accurately reflect what is in the field/program because the devices are addressable and therefore they are easier to keep count

of. For the Russell and Dirksen Building, where there are a number of devices on a single zone address, numbers may not be 100% accurate but they should be at most 5-10% off. If there are large discrepancies, the contractor should flag these differences to the COR before completing additional work.

J.6 Attachment G – The Schedule

Please confirm that the AV counts are accurate.

AV count estimates should be within a 5-10% threshold of what is in the field. If there are large discrepancies, the contractor should flag these differences to the COR before completing additional work.

General How many workstations are there on site?

There is only (x1) Notifier workstation. Is it located in the Hart Senate Office Building.

General Will all deficiency work be completed by your on-site team?

Yes – In some cases, when scope is above what we can handle, we will most likely ask for an estimate to complete work from the contractor. It is not expected that the contractor will complete all deficiency work.

It is expected that they report deficiencies back to the Senate/COR.

General Are there any plans for upgrades on the systems from the 90s?

Yes, the Dirksen Senate Office Building is currently in the early stages of being replaced. A head end replacement was just funded but work has not officially started yet. It is expected to start within the next 1-2 months.

General Please confirm that parking will be available on-site for contractors.

There is available parking in the parking lot between 1st

2nd, C & D St NE. Parking is free on weeknights from 8 PM – 8 AM and free on weekends. Since this is majority night shift work, there should be no issues providing parking. For tests that need to occur outside of these hours (for the Spray booth and HSOB HAZMAT container tests), a free parking space can usually always be provided.

However, we only have access to one space during the day so if a peer or shop already has the space reserved, the contractor will need to find their own parking but this is rare and we usually can push testing times to align with when parking is avaiabale.

General Are all personnel on-site required to be badged for all sites in this project, even with an escort?

Yes, due to the duration of work, contractors must all be badged (even if an escort is provided). We will begin the badging process as soon as possible after award.

General Are there any VESDA systems included in this scope of work?

No, we do not have any VESDA systems in the Senate office buildings.

General Is Notifier OEM/certification required for the contractor?

No
