Spec section 015000-

3.01E

Specification section 015000-3.01E - states field office and screening faculties to be maintained / cleaned - advise if the screening facility is the off site location or is this located on site. Provide size of staff to support, number of offices, toilets, wash facilities, lunchrooms etc. so we know how to price the supplies. We are assuming those areas are existing as there is no reference to providing temporary space for the Owner.

Confirm the field office space is the contractors space and provide location of the screening facilities

AOC Response:

This project will not provide any screening facilities. Project specifications updated to remove this reference. Follow USCP guidelines for offsite screening.

Spec section 017300-

3.04

Specification section 017300-3.04 - confirm due to the nature of the replacement, is a land surveyor or professional engineer required for the project.

AOC Response:

No land surveyor is needed. This will be removed from the project specifications.

12 Spec 040325

Reference Spec 040325 - Historic Terra Cotta Unit Masonry Repair.

Please confirm that this spec section applies to the patching of some 270 holes in the glazed terra cotta masonry units where the old fire suppression system will be removed. Existing patches do not seem to apply to these standards.

Correct, this spec (040325) section applies to patching of openings in the glazed terra cotta masonry units where the old fire suppression system would be removed.

13 Drawing G005

Drawing G005 - Deck 1 indicates we can have the entire bay behind the guard booth for laydown and only a portion of the second bay -- Advise if we can have both bays to the existing doors at the loading dock (both entire bays) in that area as stated in the walk thru.

AOC Response:

Laydown areas will be provided as shown on the contract documents. All bids shall be based on bid documents.

14 NA

Provide the size and height of the existing freight elevator

AOC Response: Freight elevator capacity is 4,000# with interior cab dimensions: 8'-6.5" (front to back) x 6'-5.33" (side to side, 74" inside rail to inside rail) x 7'-10.75" high

15 NA

Confirm we will be able to use the floor elevators (with protection) that stop on every other deck if the freight elevator is not operational (it was stated it would not be working until the spring 2025)

AOC Response: Service freight elevator is currently out of service and undergoing repair work with target completion of Spring 2025.

Our project start is dependent on freight elevator being operational as it services every deck on the north side.

Drawing G005 /

015500 3.01

Confirm the fence located at the Partial site plan at west entrance on G005 is unsecured (ref 015500 3.01) and does not require screening facility / low voltage for cameras.

AOC Response:

The fenced area is an unsecured facility in terms of USCP protocols. The contractor is required to secure the facility as outlined in the project specifications (015500 3.01). No cameras shall be included in this contract.

17 A501 detail 2

A501 detail 2 - where plates are to be installed at removed piping locations, confirm thickness of deck system. Is there concrete or just terrazzo above the steel deck. Confirm there is no concrete at locations above steel deck - only finish flooring (or provide location / conditions that there is concrete above steel deck)

AOC Response:

Detail 2 on Sheet A501 shows a condition where 3/16" metal plate can be used to cover each side of a hole in the existing steel plate deck floors when existing sprinkler piping is removed from the decks. The existing steel plate deck is between 1/4" to 3/8" thick and may have cork composition tile or vinyl composition tile on the top surface. Contractor shall verify steel plate deck thickness in the field before installing covers to the holes in the decks. Cork composition tile or vinyl composition tile is the typical condition at the deck floors.

18 A501 detail 2

A501 detail 2 - to install new metal plates, will it be required to chip back the terrazzo flooring for the minimum 1" overlap.

AOC Response:

There is no terrazzo on the steel deck floors where this detail applies. When the piping is removed requiring the hole to be covered, no cork composition tile or vinyl composition tile needs to be chipped back. Any existing fire stopping that remains will likely need to be removed before covering the hole.

19 NA

Does the terrazzo flooring at standpipes have a setback from the existing opening / riser in the deck or does the pour abut the pipe?

AOC Response:

The existing conditions have firestopping between the visible flooring and the pipes. Most of the stairs within the stacks do not have terrazzo flooring at the landings; they have cork composition tile and vinyl composition tile as the floor finish. For the stairs that have terrazzo flooring, it is presumed that the terrazzo goes up to the opening as it may have been cut after the terrazzo was installed.

20 NA

Provide thickness of current terrazzo flooring.

AOC Response:

The thickness of the terrazzo floors is not known and is not identified in the Building Preservation Guide. Historic terrazzo systems could be up to 1/2" thick. Terrazzo is typcally poured over thick mortar beds or concrete. Terrazzo would not be power over the steel deck. While we do not have existing info on the terrazzo, we believe the terrazzo and concrete that is in the corner stairwells could be between 3" to 6".

21 NA

Is the terrazzo poured directly on the steel deck or is there a concrete sub straight

AOC Response:

Historic terrazzo systems could be up to 1/2" thick. Terrazzo is typically poured over thick mortar beds or concrete. Terrazzo would not be power over the steel deck. While we do not have existing info on the terrazzo, we believe the terrazzo and contrete that is in the corner stairwells could be between 3" to 6".

Attachment 4

Bid Pricing Schedule

What size pipe fittings are we to base our price for the Unit Price No. 2?

AOC Response:

Asbestos containing pipe insulation unit of measurement is linear feet (LF). The general size of the asbestos containing pipe insulation on deck 12 is 6"- 8" OD insulation.

23 017419-3.03A

Advise location that a dumpster noted in 017419-3.03A or confirm it will be allowed on site or are we to use the existing facilities

AOC Response:

The project specification does not specifically indicate the use of a dumpster or the location. The contractor has been provided with staging areas. The contractor shall be responsible to develop appropriate means and methods to accomplish the work.

24 NA

Confirm we will be allowed to use the freight elevator to access all the decks. - The construction access plan only show the cellar and Deck 1 for material access / distribution. Also, please confirm we will be allowed to use the roll up door at Deck 2 to direct access the freight elevator as well.

AOC Response:

Yes, freight elevator is accessible to all deck levels. Rollup doors at Basement level (can be utilized provided that sufficient planning/coordination is provided to minimize garage access interruptions) and Ground level (permited with appropriate scheduling as this is a shared space) are available to the project team for loading/ unloading of materials. No storage is available for deliveries at the Ground level rollup doors. Deliveries will need to be staged and stored in the designated basement areas per plan.

25 NA

The technical proposal states an option to propose a better schedule.

Please clarify if the awarded Contract will be based on the offerors proposed schedule for performance or the schedule of performance in the Contract Documents / RFI responses.

AOC Response: No, the AOC will not allow early performance.

The awarded contract will be based on 1,002 calendar days.

SF 1442 RFP

AOC 52.211-12

Please clarify AOC 52.211-12 Damages - Construction - in addition to the liquidated damages stated, should the actual damages (stated in last bullet point) start at final completion not substantial especially due to the unique nature of the project and the access that will be available during the day to the stacks

AOC Response: The clause will remain in the RFP unedited.

Actual Damages are assessed when the AOC incurs damages due to a contractor delay that occurs after substantial completion.

27 NA

Confirm per the site walk, the protection at the book cases may remain in place during the day as long as the books are accessible.

AOC Response:

Yes, protection of the books shall comply with requirements under Specification 013591 (updated to provide additional information).

Temporary protection plastic sheeting could remain in place during the day as long as staff could lift the plastic sheeting to gain access to the books for retrieval.

28 013000- 1.07D5

Confirm a dedicated SSHO officer is required per 013000- 1.07D5 - the text is ghosted / light font. AOC Response:

Per updated Specs 013000.1.07.D, Site Specific Saftey Officer is required to meet the listed criterias.

Spec section 014300 -

1.02 C

Specification section 014300 - 1.02 C - confirm the AQCM does not need to be on site if the QCM is on site and that the AQCM can be working on another project unless needed (by the absence of the QCM) or is the intent to have two individuals (QCM and AQCM) onsite at all times.

AOC Response:

The QCM shall not work on another contract simultaneously with any other project. The AQCM shall not work on another contract when stepping in to fulfill the duties in QCM's absence.

30 NA

Clarify if there is any loading restrictions on the decks for material.

AOC Response:

Per the original building design load letter for JAB, the stack floors are rated at a uniform design live load of 120 pounds per square foot (psf).

Any concentrated loading would need to be looked at on a case by case basis by a Structural Engineer. To avoid a detailed structural analysis, the contractor could detail concentrated loads to be spread out over an area (with a base plate, cribbing, etc) so that the load applied to the floor would equate to the rated 120 psf allowable uniform load.

31 Factor 3

Factor 3: Prime Offeror Past Performance references an enclosed "AOC Past Performance Questionnaire for Prime Offeror," but we were unable to locate this document in the proposal attachments. This applies to both the prime offeror and the subcontractor. Could you kindly provide the PPQ form so we can distribute it for signatures.

AOC Response: The PPQ was incorporated and uploaded to SAM.gov as Attachment 10 via Amendment 03.

32 NA

Please consider granting an extension to the bid to allow sufficient time for the Past Performance Questionnaire (PPQ) form to be sent out, signed, and submitted to the contracting team (this form has not been issued yet).

AOC Response: The PPQ was incorporated and uploaded to SAM.gov as Attachment 10 via Amendment 03.

Phasing Note 4 on

FX001

There is a discrepancy in phasing. Per Phasing Note 4 on FX001, we can only work in one half of one deck at a time. Per Spec Section 011000 paragraph 1.05, we can work in four half decks at a time as long as they are not adjacent. Please confirm.

AOC Response:

Follow spec section 011000, part 1.05. Up to four non-adjacent half decks can be worked at a time.

Additionally, phasing note 4 on FX001 shall be revised to indicate that "up to four non-adjacent half decks can be worked on simultaneously."

Spec Section 015000 paragraph 3.08

Per Spec Section 015000 paragraph 3.08 we are to provide temporary standpipes and hoses. It is assumed that the new standpipes that will be installed in Phase 1 will be used as the temporary standpipes. Please confirm. Also confirm the need for hoses. Standard Fire Department practice is they bring their own hoses into the building and will not use others hoses. If we are to provide hoses, please indicate size, length, and quantity that we are to provide.

AOC Response:

Temporary standpipes per Paragraph 3.08 are not required for this project.

35 Spec Section 211313

Spec Section 211313 calls for sch. 40 pipe with threaded fittings for pipe sizes 2 inch and smaller. Can sch. 10 pipe with grooved fittings be used for pipe sizes 2 inch and smaller? If no, can sch. 40 pipe with grooved fittings be used for pipe sizes 2 inch and smaller?

AOC Response:

Follow the spec requirements. Provide schedule 40 pipe with threaded fittings for pipe sizes 2" and smaller.

36 NA

Can the new sprinkler branch lines be installed in the same location as the existing branch lines? If yes, can the existing hanger brackets be reused?

A501

Detail 4

Terra cotta blocks in stairwells 1, 4, 5 and 8 at locations above deck 12 are lead containing as described in H112 and the Hazmat Report. Because of the lead, these blocks will need to be removed by an abatement subcontractor, not a masonry subcontractor who has expertise in the salvaging of existing material. Because these are to be ‘salvaged for reuse’, and considering the means/methods of how these will be removed due to the hazmat element, they are likely to be damaged in the process.

Would the AOC consider having the contractor plan on using attic stock at these locations in lieu of salvaged block – and should the existing block be able to be removed without damage, it could then can be reused.

AOC Response:

Per project details, the general contractor shall make all reasonable efforts to salvage the exisiting terra cotta block. There is limited attic stock available, therefore care must be taken in the removal of existing blocks so they may be reused to the greatest extent feasible. In the event a block is damaged, attick stock can be used.

A501

Keynote 3

Keynote 3 states new linoleum tile is to be a compatible color and thickness to existing. Please confirm existing linoleum tile thickness is

0.10 inches (2.5mm) as specified in spec section 096543 2.01 C.

AOC Response:

Linoleum tile can range from 0.10 to 0.125 inches. If there is a price difference between the two thicknesses, assume the more expensive thickness.

52 Spec 011000 1.04

Specification 011000 1.04 describes the scope of work for this project as including selective demolition and patching/repair of concrete and terrazzo floors, cork composite floor tile, painted gypsum wallboard and glazed terra cotta block walls. Locations for selective demo and repair of terrazzo floors and terra cotta block walls are identified in the drawings;

however concrete, cork composite floor tile and painted gypsum wallboard locations are not identified. Please clarify.

AOC Response:

All the floors of the control room and book stacks have cork composition tile or vinyl composition tile on the steel deck. Book conveyor elevators have been removed in the control rooms and concrete floors were installed in their place; the floors are covered in vinyl composition tile. Painted gypsum wallboard locations are at some areas around stairwells that flank the control rooms, and at some areas around the corner stairs.

53 NA

AOC Response:

Temporay secure perimeter shall be secured in accordance with project specifications (015000). Installation of security devices and camera hardware are not anticipated at this time.

FX001, FX601, &

FX102

General Note #30

Sprinkler General Note #30 on Drawing FX001 indicates the requirement to provide a temporary fire pump capable of 1,500 gpm at 200 psi for standpipe testing. Per the Riser Diagram (Drawing FX601) & FX102D, the building is already equipped with an existing fire pump. Per standard industry practice in accordance with NFPA 14, 20 & 25, please confirm that the existing fire pump can be utilized for the required standpipe flow testing.

AOC Response:

General contractor must provide adequate means to test standpipe system at demands necessary to meet NFPA 14. Existing fire pump satisfies sprinkler demans only and does not have adequate rating to meet standpipe demands.

61 NA

The spec consistently references “lead containing materials’, and not “lead-based paint” nor does it provide a definition of “lead based paint” or “lead containing materials”. Please confirm disturbance of components with any concentration of lead, regardless of being “lead based” or “lead containing”, must be handled in accordance with OSHA Lead in Construction requirements.

AOC Response:

The specification does not give a specific definition of Lead- Containing Material, but this term means any component or material containing a measureable amount of lead. A lead containing paint (LCP) and surface coating screening was performed by AMA for the project. Please refer to the Hazardous Materials report generated for this project by AMA in January 2021 for more information converning LCP. The report is attached to specification section 028213.

This is not a lead abatement project; lead-based paint levels are not of concern. Lead containing paint is any paint that contains a measurable amount of lead. These paints must be handled in accordance with the project specification and the OSHA Lead in Construction Standard (29 CFR 1926.62).

62 Spec 028313

The lead sampling plan as outlined in specifications includes mention of wipe sampling. Please confirm wipe sampling is required. If so, what is the clearance criteria? Do background samples need to be collected?

AOC Response:

The sampling plan is for locations where the general contractor decides to remove lead containing paint. Follow any local regulatory criteria for clearance.

63 NA

Would the AOC consider an extension of the bid date to Friday, 4-October to allow adequate time for the subcontracting market to review and provide complete quotes given the timing of end of fiscal year?

AOC Repsonse: The propsoal due was extened to October 3, 2024 per Amendment 03.

64 NA

Please confirm any library collateral that requires to be moved to allow for work to be completed will be the responsibility of AOC and/or the Library; e.g. Books, Library Carts, etc.).

AOC Response:

Confirmed. All library collateral will be moved by the Government to allow for the general contractor access to permit the work.

65 NA

Please provide photos of the interior of the storage room that was not viewable during both site walks?

66 NA

Please confirm that Contractor trailer compound can be located on the street in lieu of the location shown on the drawings, to not disturb any landscaping areas. Please confirm that a permit is not required in order to locate the compound and trailer to the street.

AOC Response:

No, contractor trailer compound is not permitted to be located on the street. Suggest following location as identified in the drawings.

Applicable permits will apply.

67 NA
