The SF330 submissions need organized in a manner that would not result in evaluations having to look into other bookmarked sections such actual SF330 form to find information necessary to rate a criteria. To answer your question; Yes, Section 4.1.1 information should be provided under section H.

9 Section 4.1.2.1 refers to including 4‐5 projects. Are these in addi on to the projects that are being requested in section 4.2.4?

Pre‐SF330 Submission Questions & Clarifications: AOCACB23R0122 Solicitation ‐ AOC Multi‐Award EA IDIQ

The AOC Design Standards dated December 2018 indicate that Bentley Systems Microstation software is to the used for all design documents, unless specifically stated otherwise. Is the AOC open to using Revit/BIM instead of Microstation, with the understanding that COBie would be integrated as part of the design documentation as requested.

If the consultant is using Revit, the AOC recognizes that there is a different work flow to create AutoCAD (.dwg) this situation, the AOC will require additional deliverables as outlined below:

• Provide the Industry Foundation Class (.if) and Revit (.rvt) files for every submission. The AutoCAD (.dwg) files required for interim submissions, when the above is provided.

• The .ifc and .rvt files do not need to be named nor layered in any way that interrupts the consultant's workflow

• Export .ifc files using the version “IFC 2x3 Coordination View 2.0”.

• The AutoCAD (.dwg) files are required for the final submission and shall be provided with the correct layer and names per the AOC requirements (in accordance to Part 1, Documents and Part 4.7, Deliverables of the AOC A/E Design Manual 2013). If the .dwg files do not meet these requirements, the submission will be rejected. Failure provide DWG, RVT, and IFC deliverables will also result in a rejected final submission.

• There is no change to the current requirements for .pdf files, which are required with each submission and mu follow file naming requirements.

*If the consultant doesn’t provide these additional deliverables, then the requirements for AutoCAD (.dwg) deliverables per the AOC A/E Design Manual, 2013 must be followed.

32 Attach 2 – Instructions to Firms: This list does not align with the requirements in Attach 2 – Section 4.2.4. An essential missing role from the key personnel is Senior Structural Engineer Senior Structural Engineer is considered Key Personnel and should be considered part of this list.

Section 4.1.2.1 indicates 4 ‐ 5 project experience examples (SF‐330 Part F). However the requirements outlined under Section 4.2.4 indicates 23 different project requirements.

1. Are the 23 project requirements to be included in as many of the five project examples as possible?

2. Or can additional projects be submitted to meet all the experience requirements outlined in Section 4.1.2.1?

Additional projects may be included to display experience in the required disciplines.

Section 4.1.3; Is the requirement for a Principal‐in‐Charge (PIC) to serve as the main IDIQ contractual point of contact? 1. Along with the inclusion of a PIC, can the main IDIQ contractual point of contact be a Sr. Project Manager meeting all the experience requirements as outlined?

A Senior Project Manager can be designated as the Principal‐in‐Charge for a specific Firm.

Section 4.1.3.2 indicates resumes (SF‐330 Part E) shall only be submitted for 3 positions: PIC, PM, and QC PM.

1. This conflicts with Section 4.2.5.2 requesting 8 additional technical position resumes. Please confirm which resumes are required

These are separate requests for resumes. The first is for the Prime Consultant Mgmt. The second is for key pers Both are required.

Section 4.1.3.2 indicates resumes (SF‐330 Part E) are limited to two pages. Is this limit per individual resume, or total? Three individual resumes are requested (PIC, PM and QC Manager) in this section.

In addition, Section 4.2.5.2. requests 8 additional position resumes.

Resumes are limited to two (2) pages per individual.

Section 4.2.4; request 15 different technical discipline requirements. Also states “It is expected that the projects will be submitted by the company proposed to provide the specific skill involved.”

1. Can Sub‐Contractors include project experience examples (SF‐330 Part F) in addition to the 4‐5 project examples provided by the Prime Consultant?

2. Or are these to be included in the resumes (SF‐330 Part E) examples?

Include as much experience/examples in the submitted resumes as much. Additional subcontractor projects ma included as examples.

Section 4.3: Will Past Performance Questionnaires (PPQs) be required only for the projects included under SF‐330 Part F?

1. Are PPQs to be included for the sub‐consultant projects?

The Government will assess the past performance on projects submitted under the Prime Consultant Experienc Overview to include work done by subconsultants where the prime and subconsultant worked together.

Attach 5 – Key Personnel; This list does not align with the requirements in Attach 2 – Section 4.2.4. An essential missing role from the key personnel is Senior Structural Engineer.

1. Please confirm the key personnel resumes (SF‐330 Part E) being requested.

The Senior Structural Engineer is considered Key Personnel and has been revised to the Key Personnel List.

Attach 1 – Statement of Work:

1. Section 4.1 Key Personnel: The personnel categories listed do not fully align with the requirements in Attach 2 – Section 4.2.4, or Attach 5 – Key Personnel.

A revised Key Personnel list was shared in the pre‐bid presentation. The AOC will provide the final list as a separ attachment. However, for now defer to what is currently presented and the RFI responses.

We have reviewed the following 4 items, and they appear clear:

SOW: 4.0 “……Key Personnel to include a Senior‐level Project Manager, Electrical, Mechanical and Structural Engineers, Architect and Industrial Hygenist shall be present on site no more than 2 hours after cases of emergency services requirements.”

Attach 3 Evaluation Criteria 6: Evaluation of Location Experience “……3.8.1.3 Will be given additional consideration if Firm’s office are located within 50 miles of Washington, DC Monumental Core” Attach 3 Evaluation Criteria 1: Evaluation of Prime Consultant Professional Qualifications “………. 3.3.3.3 Project managers will be given additional consideration if they work full time within a 50 mile radius from the US Capitol Complex” Attach 2 Instruction to Bidders Criteria 1 ‐ 4.1.3 “Submit resumes for Prime Consultant Management Key Personnel……Principal in Charge;….2 proposed Project Managers;……Quality Control Manager;….These positions may not be the same person.”

The following item is not clear and does not appear in agreement with the intent of the above items. It also appears to be outside of the Evaluation Criteria listed in Attach 3:

Attach 2 Instruction to Bidders Criteria 6 – 4.6.3 – Provide documentation that Prime Consultant Management Key Personnel are within the local Washington, DC commuting area of 50 miles.

It appears that if it read it would align Attach 2 Instruction to Bidders Criteria 6 – 4.6.3 – Provide documentation that Prime Consultant’s Office(s) are within the local Washington, DC commuting area of 50 miles.

Your input on clarification is appreciated.

Offerors will not be adversely evaluated if Prime Consultant Management Key Personnel are not located within the local Washington, DC commuting area of 50 miles.
