AMENDMENT 0020
BROAD AGENCY ANNOUNCEMENT (BAA)
Number DHAPP-BAA-13-002
“FY13 – FY14 Department of Defense HIV/AIDS Prevention Program:
Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR (President’s Emergency Plan for AIDS Relief)
Funded Countries”
The purpose of this Amendment 0020 is to incorporate the following:
NHRC/DHAPP is accepting “Concept Papers” for Uganda and Zambia as described below through 16 August 2014 for first round consideration.
Eligible Applicants are requested to submit Concept Papers following the guidelines and format provided in the DHAPP BAA-13-002, Section IV.
All respondents must demonstrate the active support of the in-country military and the DoD representative in the corresponding U.S. Embassy in the planning and execution of their proposals.
Uganda Family Planning
Mother To Child Transmission (MTCT): $100,000 The DoD PEPFAR Program in Uganda works with the Ugandan People’s Defense Force (UPDF) to provide HIV prevention, treatment, care and monitoring for military members and their beneficiaries. In addition to the existing supported activities there is a critical need to initiate strengthened family planning services. A recent study completed in Uganda in three districts found that 33% of women had become pregnant since having been diagnosed with HIV, and that of these, 43% said their pregnancy was not planned. The TBD partner for this BAA will work closely with DHAPP staff and partners to integrate Family Planning services within the current clinical activities and specifically address the following requirements:
Amendment #0020, DHAPP BAA-13-002 (FY13 – FY14 DHAPP: Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR Funded Countries)
MTCT ($100,000) Proposals are requested to provide family planning (FP) support for women of childbearing age in the UPDF care catchment, to include uniformed members of the UPDF; the spouses and family members; and women in the surrounding communities that are served by the UPDF clinics. The capacity of UPDF clinical service providers will be strengthened in the area of FP, through trainings, appropriate referrals, and integration of FP services within the existing HIV clinical services. Additionally there will be sensitization and education of UPDF personnel, their family members and the surrounding community as to the benefits and indications for FP to improve uptake of FP services.
Zambia: Family Planning
Care: $350,000 The DoD PEPFAR Program in Zambia works with the Zambia Defense Force (ZDF) to provide prevention, treatment, care and monitoring for military members and their beneficiaries. Although ART and PMTCT services are widely available in ZDF facilities, access to family planning services remain a challenge, particularly for long acting methods.
The TBD partner for this BAA will work closely with DHAPP staff and partners to integrate Family Planning (FP) services within the current HIV prevention activities. Building on the existing HIV platforms will provide an excellent opportunity to offer a comprehensive package of care through the provision of FP services during the same visit.
The TBD partner will complete efforts to standardize guidelines and training materials to accommodate integration of FP into existing services.
The TBD partner will select 10 pilot sites, as designated by DoD Zambia. At those sites, all women receiving care in the 10 pilot PMTCT/ART clinics will be counselled in FP. Also, all women in FP clinics will receive counselling in HIV prevention; and all women counselled will receive a standard package of FP services.
Cervical cancer screening programs will be initiated/extended by the TBD partner at the pilot clinics.
