Narrative
Proposals are requested for continued support to the Lesotho Defense Force (LDF) to reduce the number of new HIV infections and other sexually transmitted diseases among members of the LDF, their families, and the civilian communities served by the LDF through Voluntary Medical Male Circumcision (VMMC) services. The TBD partner will work directly with the LDF to provide the comprehensive package of services including: 1) direct VMMC service provision; 2) HIV Testing and Counseling (HTC); and, 3) HIV prevention education.
The TBD partner should have a significant emphasis on capacity building across all activities and technical areas. All proposals should detail how the partner will engage the LDF leadership as well as LDF personnel at all levels in this work; and, specifically how the partner will utilize and strengthen the internal capacity of the LDF to conduct VMMC activities.
CIRC ($300,000)
The TBD partner will provide significant technical and operational support for LDF VMMC program. Specifically, the partner will: recruit, train, and support a clinical team to deliver VMMC services; train LDF clinical staff in VMMC service provision; procure VMMC commodities services as needed; and, support the use of the LDF electronic medical record (EMR) system for all VMMC services. VMMC LDF staff should be trained and used, where feasible, in all components of VMMC service delivery. The TBD partner should explore efficiencies and innovative service delivery models to reduce the cost per circumcision. In addition, the TBD partner will support demand creation including the printing of materials, mass media efforts, peer educators, drama groups, and other supportive communications activities to increase the uptake of LDF VMMC services. The TBD Partner will coordinate outreach with the LDF to ensure the military and other uniformed services populations are adequately targeted for VMMC services. Once PrePexTM is approved for use in Lesotho, the TBD partner will support the integration of the PrePexTM device into routine VMMC services as well as create demand creation content/activities for PrePexTM at LDF sites.
Amendment #0019, DHAPP BAA-13-002 (FY13 – FY14 DHAPP: Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR Funded Countries)
HVCT ($20,000)
The TBD partner will support HTC provision as an essential component of LDF VMMC services. The TBD partner will continue development of LDF HIV counselor capacity to provide HTC services. The partner will help develop job aids and other HTC materials, ensuring that counseling activities address the military-specific context. The TBD partner will continue to support general HTC services on major campaigns including army day, sports events, and LDF World AIDS Day. In addition, the partner will work to ensure appropriate linkage to care and treatment programs for HIV+ clients by working closely with LDF contact counselors. The TBD partner will integrate quality assurance and quality improvement strategies into HTC service provision on a continuous basis.
HVOP ($125,000)
The TBD partner will assist the LDF in the forecasting, procurement, and marketing of military camouflaged condoms. Support for condom forecasting should include development, training, and use of a condom forecasting tool that can be used by the LDF. The TBD partner will support the LDF in implementing community based peer outreach and other education/sensitization activities among soldiers, their sexual partners, and surrounding communities to promote safer sexual behaviors, with a focus on correct and consistent use of condoms. The partner should continue capacity building efforts in HIV prevention communication including organization of trainings, operations and logistics support, quality assurance and quality improvement, and monitoring and reporting assistance for LDF peer educators, drama group, and support group clubs. In addition, the TBD partner will provide additional technical support to the LDF for the updating of prevention communication material to reflect evolving best practices. The TBD partner will support periodic sensitization workshops and other HIV/AIDS prevention trainings for LDF leadership and other personnel as required.
