Number DHAPP-BAA-13-002

“FY13 – FY14 Department of Defense HIV/AIDS Prevention Program:

Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR (President’s Emergency Plan for AIDS Relief)

Funded Countries”

The purpose of this Amendment 0017 is to incorporate the following:

NHRC/DHAPP is accepting “Concept Papers” for Gabon, Kenya, Senegal, and Zambia as described below through 15 May 2014 for first round consideration.

Eligible Applicants are requested to submit Concept Papers following the guidelines and format provided in the DHAPP BAA-13-002, Section IV.

HVSI: $420,000

Work with the U.S. Department of Defense HIV/AIDS Prevention Program (DHAPP) to implement a sexual networking study of the militaries in four African countries: Gabon, Kenya, Senegal, and Zambia.

A total of ~1200-1500 participants, 18 years or older will be invited to participate in the study.

In all four countries, recruit HIV positive military members, HIV sex workers, and HIV positive civilians at the main military bases and surrounding areas. The objective of the study will be to identify the linkages of HIV between military populations and the local sex worker population as well as the civilian population.

The primary objective of the study is to identify sexual networks patterns and connections in active military populations of Gabon, Kenya, Senegal and Zambia and their association with the local community sex workers populations and other civilians as well as identify sexually transmitted infections.

Amendment #0017, DHAPP BAA-13-002 (FY13 – FY14 DHAPP: Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR Funded Countries)

1. Identify, collect data, and evaluate HIV positive military members, sex workers and civilians in the local populations in all four regions (~100 from each group).

2. Obtain samples for HIV sequencing, syphilis, gonorrhea and Chlamydia.

3. Coordinate treatment for those testing positive for STI’s with local authorities, HIV positives should already be enrolled in care.

4. Administer behavioral demographic survey to all groups. The survey will be jointly developed between DHAPP, the country teams on the ground in each country and the implementing partner.

5. Work with DHAPP and other organizations/labs to test samples, analyze the data for gonorrhea and Chlamydia and support the management of the analysis of HIV sequencing analysis by an expert lab/group that has significant sexual networking and HIV sequencing experience.

6. Identify the prevalence of tested STI’s in the HIV positive populations.

7. Develop report on all results.
