AMENDMENT 0004

BROAD AGENCY ANNOUNCEMENT (BAA)

Number DHAPP-BAA-13-002

“FY13 – FY14 Department of Defense HIV/AIDS Prevention Program:

Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR (President’s Emergency Plan for AIDS Relief)

Funded Countries”

The purpose of this Amendment 0004 is to incorporate the following:

NHRC/DHAPP is accepting “Concept Papers” for Ukraine as described below through 05 March 2013 for first round consideration.

Eligible Applicants are requested to submit Concept Papers following the guidelines and format provided in the DHAPP BAA-13-002, Section IV.

Ukraine

HVOP: $100,000

Proposals are solicited to develop and implement a sustainable, effective HIV/AIDS prevention program for the Ukrainian Ministry of Defense (MOD). The Ukrainian MOD began providing basic prevention education/training for their military several years ago. To improve the effectiveness of the program, there is a great need to update training material, develop new modalities of training and train a new cadre of trainers. An additional requirement is for a partner to serve as an in country liaison between DHAPP, the U.S. Embassy Office of Defense Cooperation (ODC), MOD and the Ukraine PEPFAR Country Team.

5. Assist in the execution of other visits for technical assistance by U.S. experts.

6. Provide MOD with technical assistance and advocacy on a regular basis.
