Narrative

Proposals are requested to support the Botswana Defense Force (BDF) to reduce the number of new HIV infections and other sexually transmitted diseases among members of the BDF, their families, and the civilian communities served by the BDF. The TBD partner will work directly with the BDF in three priority technical areas: 1) Voluntary Medical Male Circumcision (VMMC); 2) HIV testing and counseling (HTC); and 3) non-clinical HIV prevention at BDF garrisons across the country.

The TBD partner should have a significant emphasis on capacity building across all activities and technical areas. All proposals should detail how the partner will engage the BDF leadership as well as

BDF personnel at all levels in this work; and, specifically how the partner will utilize and strengthen the internal capacity of the BDF to conduct these prevention activities.

Cross-Cutting

The TBD partner will continue to support the planning and implementation of the BDF annual Sekwata campaign: an intensive, combination prevention campaign that rotates through the bases which includes

VMMC, HTC, condom distribution and promotion, and other HIV prevention activities. In addition, this program will build the internal capacity of the BDF to implement the Sekwata campaign with a long-term focus on decreasing the amount of technical assistance required from the partner to implement the campaigns. The partner should work with the BDF to develop a strategy and timeline for the updating of campaign materials (billboards, posters, brochures, etc.) to determine how often materials need to be updated before they become ineffective. The TBD partner should engage the BDF public affairs office as well as other BDF offices/resources in support of the HIV prevention program activities including the

Sekwata campaign.

CIRC

The TBD partner will support demand creation including the development and printing of materials, mass media efforts, and other supportive communications activities to increase the uptake of BDF VMMC services during BDF Sekwata VMMC campaigns. In addition, the TBD partner will begin continuous marketing and demand creation for PrePex

TM

device VMMC services once the PrePex

TM

device becomes available at BDF sites.

HVCT

The TBD partner will focus on developing BDF HIV counselor capacity to provide HTC services HTC activities should include: assistance in HTC promotion and provision during Sekwata campaigns;

standardization of trainings and materials for BDF HIV counselors using existing resources where possible or developing new resources as required, QA/QI for BDF HTC services; and, technical support for the implementation of targeted HTC methods including Provider-Initiated Testing and Counseling

(PITC) and Couples’ HTC.

HVOP

The TBD partner will continue to assist the BDF in the forecasting, procurement, and marketing of the

Sekwata condom brand. Support for condom forecasting should include development, training, and use of a condom forecasting tool that can be used by the BDF. The TBD partner will maintain the visibility of the BDF’s HIV prevention efforts through supportive communications activities including, but not limited to, development and printing of materials, mass media, etc. The TBD partner will aid the BDF in the coordination of peer educators including: providing logistics support in collaboration with the BDF as required; planning and facilitating training logistics; updating training content as required by

DOD/PEPFAR, quality assurance and quality improvement (QA/QI) of peer educators, and use of the

BDF electronic medical records (EMR) by peer educators.
