About this file

This is Amendment #2 to RFP 2026-0500-0260, issued by the Alaska Department of Education and Early Development (DEED), Division of Child Nutrition Programs on March 23, 2026. The amendment modifies Section 1.02 of the original RFP to increase the total budget from the previously stated amount to $1,320,000, divided equally across five possible contract terms. The procurement seeks qualified contractors to conduct Administrative Reviews for USDA child nutrition programs administered by school districts and Residential Child Care Institutions throughout Alaska, with an estimated 18-25 National School Lunch Program and School Breakfast Program reviews, 15-20 Child and Adult Care Food Program reviews, and 4-7 Summer Food Service Program reviews annually. The proposal due date is March 25, 2026, at 3:00 PM Alaska Standard Time, with contract award expected by April 7, 2026. The initial contract period extends through September 30, 2027, with four optional renewal periods available through September 30, 2031. Pre-proposal questions were due by March 14, 2026, and Amendment #1 was issued on March 20, 2026.

This is a fixed-price contract with payment contingent upon contract approval by the DEED Commissioner and legislative appropriation, with payments made within 30 days of invoice receipt. The contractor must bear all direct and indirect costs, including travel expenses throughout Alaska's 365-million-acre geography with extreme climate variations and limited accessibility. Professional liability insurance with minimum limits of $500,000 per claim and annual aggregate is required. Offerors must sign and return the amendment document with their proposal; failure to do so may result in rejection. Subcontractors and joint ventures are not permitted. Offerors holding a valid Alaska business license prior to the proposal deadline may qualify for Alaska Bidder Preference (5%), Alaska Veteran Preference (5%, not to exceed $5,000), or Alaska Military Skills Program Preference (2%, not to exceed $5,000). The RFP does not identify an incumbent vendor. All other terms and conditions of the original RFP remain unchanged.
