About this file

This Amendment 1 Questions and Answers document pertains to the Certified Central Monitoring Station Services RFP #MA170724 issued by the Wisconsin Department of Military Affairs (DMA) on June 19, 2017. The RFP seeks a single contract award for UL-certified central monitoring station services to monitor Intrusion Detection System (IDS) panels across approximately 110 military facilities throughout Wisconsin. The services must operate 24 hours a day, seven days a week, with staff providing technical expertise, materials, and equipment necessary to monitor Ademco VISTA-128BPT systems that transmit alarm signaling through Contact Identification Codes (CID). The scope is limited to intrusion alarm monitoring at specified locations and excludes fire alarm monitoring services, though DMA noted that certain sites lack cellular units, resulting in varying monthly costs. Bidders were instructed to use Amendment 2-Bid Price Sheet to respond to the RFP.

Key compliance requirements clarified in the Q&A include that the Alarm Dealer must be UL2050 compliant, though the certification requirement applies to the contracting company rather than a monitoring partner's central station. DMA will provide the monitoring agreement and contract upon award, with no additional documentation required from bidders at the time of submission. The three IDS systems without cellular service are located at the Joint Operations Center (JOC), Military Intelligence Analysis Center (MIAC), and Air Force Reserve Center (AFRC) Library—none of which are Emergency Services Section (ESS) sites. Once awarded, the contractor must execute the final contract agreement.

Amendment 1, Questions and Answers, June 19, 2017 Certified Central Monitoring Services, RFP #MA170724

Question #1:Do I as the contractor have to have my own UL2050 certification. My central station that would be monitoring the alarms has the certification but my company does not.
Answer #1:The Alarm Dealer must be UL2050 Compliant.
Question #2:Will we be getting a monitoring agreement signed by you or will we be updated the addendum we have on file and are currently using?
Answer #2:DMA will be providing the Monitoring Agreement/Contract.
Question #3:Do we need to sign anything besides what is in the RFB paperwork upon winning the bid?
Answer #3:Not at the current time, once awarded the Contract will need to be signed.
Question #4:Upon reading the bid requirements it appears this is just for intrusion alarm monitoring on certain locations throughout the WI National Guard system we currently monitor. Since I have gotten requests from DMA regarding fire alarm monitoring for the locations that have fire monitoring am I correct to assume that this RFB is only for Intrusion monitoring on the sites that only have burglar alarm services?
Answer #4:Yes, this bid is for Alarm Monitoring at the stated locations.
Question #5:There are several sites on this RFB that have burglar monitoring only with no cellular unit resulting in lower monthly costs than the others, how should I address this on the bid document?
Answer #5:Currently DMA has at least three (3) IDS systems without cell service. None of those are ESS sites, but are the JOC, MIAC and AFRC Library. Bidder shall use Amendment 2-Bid Price Sheet to respond to this RFB.
