About this file
This document is an Amendment 1 to an RFP (Request for Proposal) issued by the Washington State Department of Corrections (DOC) for two 13-passenger prisoner transport modules. The DOC will separately procure the chassis on which the modules will be mounted. The RFP includes detailed specifications for the modules, such as warranty requirements, dimensions, compartment sizes, lighting, HVAC, and other features. The DOC has indicated a preference for a 108-inch cab-to-axle chassis rather than the 84-inch originally specified. The document also addresses various other clarifications and questions from potential bidders regarding the RFP requirements.
The RFP covers multiple jurisdictions within the state of Washington, including counties, cities, and census-designated places. Pricing terms, set-asides, and funding information were not provided in the document. However, the amendment demonstrates the DOC's responsiveness to bidder feedback and its efforts to ensure the RFP specifications align with the available chassis to meet the agency's needs.

Questions and Answers for
Washington State DOC
RFP K13636
Page Section Text
DOC went out to bid with similar specifications back in 2023, why are you going out to bid again?
The legislature provided funding for additional vehicles, so we need to go back out to bid.
1 Exhibit C(1), 1.3
ʺBidder shall warrant new modules against defective workmanship and materials for a period of at least five years from the date of acceptance."
We offer a Lifetime Module Warranty, a 2 year/30,000 mile conversion warranty (material and workmanship), a 5 year paint limited warranty, and a 7 year/75,000 miles limited electrical warranty (Workmanship/harnesses/connectors). Are these warranties acceptable? Acceptable
2 Exhibit C(1), 1.3
“DOC will supply (2) 2025 Ford F450 4X4 XLT Super Cab, suitable for this application.
• Wheelbase - 192"
• Cab to Axle- 84" 108”
• GVWR – 16500 lbs.
• 6.7L 4 Valve OHV Power Stroke V8 Turbo Diesel B20 Engine”
The 84” cab-to-axle measurement (distance from the back of the cab to the center of the rear axle) indicated on the DOC-supplied chassis is not compatible with the 167”L module and compartment/cell sizes listed later in the bid, which would require a longer 108”CA. For example, Compartment #1 is listed as 40.5”W, Compartment #2 as 32.25”W, Compartment #3 16.25”W, and Compartment #4 as 21.75”W.
(See below drawings, with 84”CA super-imposed in red):
If the chassis have already been ordered with an 84” cab-to-axle, we can supply a shorter 143”L 13 passenger module, matching below layout from previous WA-DOC 13 passenger prisoner transport 3678- 5, without the extra storage space in the front of the module:
If the chassis have not been ordered already, it may be still possible to change the cab-to-axle from 84” to 108” and retain the 167”L module layout. Please indicate which cab-axle/module layout is preferred.
The chassis are not purchase yet. We are working through DES leasing. We are asking for the 108” and just now confirmed they will be available to order. I would quote for the larger build at 108” with added storage as that is the accurate size of the chassis we will provide and specs required.

C(1) 1.4
"The Pre-build Final Inspection meeting shall be for several DOC personnel."
How many personnel are anticipated for both the Pre-build and Final meetings?
3-5
Exhibit
C(1) 3.5
EXTERIOR COMPARTMENT No. 2 - can you please indicate your preference for a location for this compartment?
Placement should be on the rear of the curbside.
3 Exhibit C(1), 3.6
“EXTERIOR COMPARTMENT No. 3 Dimensions: 16.25” W x 27” H x 11” D Shelves - None Door(s) – Single door.
Light(s) – Additional instruction –
1. Shall be transverse to Compartment #1”
If a 167”L module layout is selected, transverse storage would be between Compartments #1 and 4. Is this acceptable?
Acceptable, but we will provide the longer 108” chassis
3 Exhibit C(1), 3.7
“All Schlage deadbolt locks shall be cam over spring actuated type and keyed to DOC specifications. Any exposed screws shall be sealed to prevent vandalism.”
Which key code does DOC request on the Schlage deadbolts?
TBD at pre-construction
3 & 5
Exhibit C(1)
3.6 and 3.13
(EXTERIOR COMPARTMENTS No. 3 and No. 4) Each of these is TRANSVERSE to COMPARTMENT No. 1 (ie: on the opposite side of the body), but it's not clear how they are situated relative to each other. Could you please clarify with either more details, a sketch, or pictures of an existing unit? Thank you!
These exterior compartments are all at the front portion of the module near the cab. Compartment #1 is considerably wider than Compartments #3 and #4 allowing for 3 and 4 to be side by side with the higher door #4 being closest to the cab on the module.
C(1), 3.10
“CELL No. 2…A hinge-up emergency egress door shall be installed between Cell #2 and the rear Cell # 3.
Emergency egress door shall have a double sided Schlage deadbolt lock, offset to the curbside for possible future use of divider wall in Cell #3.”
Instead of one single emergency egress door between Cells 2 and 3, would it be acceptable to supply two smaller egress doors (one on each side of the vertical divider in Cell #3), to match most recent WA-DOC PT’s?
Example photo:
Acceptable
C(1) 3.11
CELL No. 3 item 4 - can you please clarify the location for the punched panels, which wall is the 'back wall'? And where is the HVAC system being moved to / from?
The “Back wall” is the interior wall separating Cell Compartments 2 and 3. Panels should be approximately 4” off the floor on the interior wall separating Cell Compartments 2 and 3, offset from the center to accommodate possible future installation of a center wall divider in Cell #3. The HVAC system would be under the forward-facing aft bench in Cell Compartment #2.
Exhibit
C(1), 4.10
“ELECTRIC STEPS
1.Heavy duty durable triple steps shall be provided and mounted under the curbside and streetside passage doors.”
Triple electric steps are reserved for larger prisoner transports, as they have an overall step height of approximately 22”H, which is too tall for an prisoner transport on an F-450, which only has approximately 21”H ground clearance to the bottom of the module. Would it be acceptable to provide double electric steps, with an 8”H drop for each level of step, and an approximate 5”H first step up from the ground?
Example of triple electric step on larger prisoner transport:
Acceptable
Exhibit
C(1), 5.2
“The evaporators shall be located against the ceiling, one each side of the module, open seating area…The heater/AC conditioned air supply ducts shall run at ceiling level the entire length of the module on both sides of the module to ensure uniform distribution of conditioned air and uniform air temperature throughout the module. .”
The above language is from a large prisoner transport, which requires two evaporator blower units. On this size of PT, we provide one combination heating/air conditioning unit with 60,000 BTU/hr. heating and 65,000 BTU/hr. cooling capacity, located under the aft formed bench in Cell #2, positioned so that it can blow into both the forward cells and the rear cell. Is this acceptable? Acceptable
C(1), 5.3
“Four (4) motor powered exhaust vents shall be provided at the rear of the vehicle.”
On prisoner transports of this size, exhaust vents are not normally needed (for example, there are none on the current similar PT (4090-1) being built by our company for WA-DOC. Confirm vents?
Contract shows 3 vents on current 13 passenger SOW that was provided to me. I believe at least one per Cell Compartment is the ask. I would suggest these stay included.
C(1) 6.7
MODULE INTERIOR LIGHTING: - specification calls for DUAL INTENSITY LED interior lights, with an ON / OFF switch labeled "DOME" on the console, can you confirm how you'd like those to be switched between HI / LO? Simply a HI / LO switch on the console? When the exterior doors are opened, they will turn on the interior lights, any particulars there you'd like to include? (ie: outside doors will automatically turn interior lights on at HI setting?)
Yes, a switch on the console to change from HI /LO. Lights should automatically turn on and turn on HI when exterior doors are opened.
C(1), 6.6, 6.13
“SWITCHES
1. Left Scene
2. Right Scene
3. Rear Scene…
The scene lights shall be controlled by the "FLOOD LIGHTS" switch on the driver's console, or when any passage door is opened.” This is acceptable
Are individual “LEFT SCENE”, “RIGHT SCENE” and “REAR SCENE” switches preferred, or a single “FLOOD LIGHTS” switch to control all three scene lights? Single is acceptable

General Terms and Conditions
Technology liability insurance is a specialty insurance typically required of IT professionals, such as IT consultants, website developers, system designers, software developers, etc., designed to protect them from claims of negligence, errors, or omissions in the services or products they provide. As the bid is to provide physical goods (prisoner transport vehicles) rather than internet technology, there is no risk exposure to the vehicle upfitter or the State. Adding such a policy would add thousands of dollars in costs; we there request that this requirement for technology liability insurance be omitted from the bid.
In regards to other insurance policy requirements, in order to keep overall costs down to the State, would the following insurance reductions be acceptable (proposed changes shown both yellow-highlighted and in red text below)?
