About this file
This document outlines a Request for Proposal (RFP) issued by the Washington State Department of Corrections (DOC) for two 30-34 passenger prisoner transport modules. DOC will separately procure the chassis, so bidders are not required to submit a chassis as part of their proposal. The modules must be delivered no later than May 31, 2026. The RFP includes detailed specifications for the module design, including requirements for compartments, seating, security features, electrical systems, and other technical details. It also addresses insurance requirements, warranty terms, and other contractual terms.
The RFP is open to bidders across multiple jurisdictions in the state of Washington, including counties, cities, and census-designated places. The RFP does not specify a funding source, but the modules are intended for use by the DOC. Bidders are requested to provide pricing information and address any set-aside requirements. The RFP also includes instructions for submitting questions and clarifications during the bidding process.

Maximizing storage space takes precedence
Exhibit
C(1) 3.19
Section 3.19 requires a window, does that present a privacy concern?
From looking at previous SOW and contract, it seems to reference a half-door for the lavatory to provide some privacy. I think the key is some privacy so others cannot see the individual unclothed. I would suggest a half door high enough block the view from individuals sitting across from it. No internal window in the lavatory is necessary.

Note: The WA-DOC 34 passenger PT’s currently being built have 35% VLT tint on the driver’s/passenger’s side windows, and 5%VLT tint on the crew cab windows. Confirm no tint this time?

General Terms and Conditions
Technology liability insurance required of IT professionals, such as IT consultants, website developers, system designers, software developers, etc., is designed to protect them from claims of negligence, errors, or omissions in the services or products they provide. As the bid is to provide physical goods (prisoner transport vehicles) rather than internet technology, there is no risk exposure to the vehicle upfitter or the State. Adding such a policy would add thousands of dollars in costs; we there request that this requirement for technology liability insurance be omitted from the bid.
In regards to other insurance policy requirements, in order to keep overall pass-thru costs down to the State, would the following insurance reductions be acceptable (proposed changes shown both yellow-highlighted and in red text below)?
