About this file
This document is Amendment 1 to Invitation to Bid (ITB) 72DOW-S300 for Wildlife Tracking Collars issued by the State of Nevada Department of Administration Purchasing Division. The ITB is for the purchase of wildlife tracking collars, with specific requirements around warranty claims, failure rates, and potential vendor responsibilities for replacement costs and animal capture costs. The amendment provides clarification on the warranty claim process, definition of collar failure, and vendor responsibilities in the event of a high failure rate. The bid opening date is August 30, 2018 at 2:00 PM, and the contract will be awarded to the successful bidder. The geographical area covered by this contract opportunity includes Washoe County and the City of Reno.
The amendment addresses pricing, with vendors able to submit more than one option per tier or line item, and the annual satellite data transmission cost per collar to be prepaid at the time of collar purchase. The state was unable to grant an extension to the bid opening date due to time constraints, upcoming orders, and lead times. The additional requirements outlined in the ITB are not standard, and the state acknowledged the need for further clarification, hence the amendment.

SUBJECT: Amendment 1 to Invitation to Bid 72DOW-S300
DATE OF AMENDMENT: August 20, 2018
DATE OF ITB RELEASE: August 8, 2018
REQUISITION NO.: N/A
OPENING DATE: August 30, 2018
OPENING TIME: 2:00 PM
CONTACT: Teri Becker, Procurement Staff Member
The following shall be a part of ITB 72DOW-S300 for Wildlife Tracking Collars. If a vendor has already returned a proposal and any of the information provided below changes that proposal, please submit the changes. You need not re-submit an entire proposal prior to the opening date and time.
The following are answers to questions submitted in regard to the ITB:
1. Clarification - Additional Requirements:
Point 1: A collar that is warranted for replacement is one that quit sending any data or less than
4 fixes per week within 24 months cumulative if multiple deployments of the same collar occur.
• For a collar that quit sending data, after what period of time would the claim for warranty be made?
90 consecutive days of no data received from the collar or 90 days of having less than 4 fixes/per week; NDOW will acknowledge, document and not require replacement for any collar that NDOW was responsible for the cause of the lack of data.
• For a collar that sends less than 4 fixes per week, after what period of time of receiving less than 4 fixes per week would a claim for warranty be made?
See answer above.
2. Point 6: Vendors are to submit information regarding past collar failures. - Please define
“failure” for this requirement.
Defined as collars that were purchased from vendors under the most recent (2016 and 2017) state of Nevada procurement contract and that were documented to have been replaced “under warranty”. We would also ask other vendors to share their experiences associated with collars
Amendment 1 ITB 72DOW-S300 Page 2 of 3 that other clients considered to be failures and were warrantied. We want to get a sense of the response to failures and willingness/ability to correct the issue.
3. Point 7: It is listed that if a batch of collars for a particular species and collar Tier has a greater than 40% failure rate within the first six months of deployment, the vendor will be responsible for ALL collar warranties including no data transmission costs for the life of the warranted collars.
• Please define “failure” for this requirement.
90 consecutive days of no data received from the collar or 90 consecutive days of having less than 4 fixes/per week.
• Please clarify ALL, and provide an example using quantities. ie if a batch consists of 10 collars and 5 “fail” with in the first six months is the vendor responsible for the replacement of the entire batch of 10 collars?
In this example if only 5 collars meet the definition “failure” as stated above, only 5 collars would be required to be replaced.
• It is listed that a vendor MAY also be responsible for up to $700 per animal for the cost of capture. - Please give examples of when a vendor would be responsible and when a vendor would not be responsible for the cost of capture.
In the above example, if 5 collars of a batch of 10 collars that were deployed “fail” as defined above, the vendor would be responsible for cost of helicopter capture (not to exceed
$700/animal) to redeploy the 5 warrantied collars.
4. Bid Submission:
• It is possible to submit more than one option per Tier and/or line item?
Yes, if the tier specifications have optional items such as drop off mechanism, collar expansion, special mortality sensor, etc.
• Line items 4, 11, & 16 ask for the Annual Satellite Data Transmission Cost (per collar), as per specifications Will this annual amount be prepaid at time of collar purchase?
Yes.
5. Requests:
In order to be able to respond to this bid in the State of Nevada best interest and taking into consideration that the Additional Requirements included are not standard and require some clarification, we would like to request that a 2nd round of questions be allowed after receiving the responses to this round of questions. We would also like to request an extension on the bid open date of 08/30/2018.
Due to time constraints, upcoming orders and lead times, the State is unable to extend the opening date.
