About this file
This document outlines additional requirements for a state and local contract opportunity for wildlife tracking collars issued by the State of Nevada. The contract will be utilized by Washoe County and the City of Reno. The key requirements include: equipment must be new and under warranty for at least 24 months, collars must have durable and reinforced housings, price increases will not be honored during the initial year of the contract, price adjustments may be allowed for extended contract periods, collars may be used for species not specified, vendors must provide information on past collar failures, vendors will be responsible for warranty and animal capture costs if failure rates exceed 40% in the first six months, and shipping charges must be included in the equipment price.
The document also details the pricing terms, including that price increases will not be honored during the initial year and any price adjustments for extended contract periods must be formally requested and substantiated. Additionally, the vendor may be responsible for up to $700 per animal for capture costs if failure rates exceed 40% in the first six months, and NDOW may choose not to purchase additional collars from that vendor for the remainder of the contract.

ADDITIONAL REQUIREMENTS:
1) Equipment must be new only; used, refurbished, demo, prototype or gray market equipment will not be accepted. Equipment warranties must be a minimum of 24 months. A collar that is warranted for replacement is one that quit sending any data or less than 4 fixes per week within 24 months cumulative if multiple deployments of same collar occur. The warranted collar need not be collected and returned to vendor for it to be replaced.
2) All radio-collars will include durable and reinforced housings for components, capable of withstanding weather extremes and seasonal wildlife behavior, in particular rutting activity exhibited by males when in competition for females.
3) Price increases WILL NOT be honored during the initial year of the contract. Any vendor awarded a contract as a result of this bid who feels, because of price increases from their supplier, they cannot honor a price, must notify State Purchasing in writing, requesting their contract be cancelled. The State of Nevada will then obtain the product from the next lowest bidder.
4) Price adjustments may be allowed for any extended contract period either increasing or decreasing the unit price by the same amount as received by the contractor from his supplier if a formal request to the Purchasing Division is provided and substantial documentation that the change is based on general industry changes is provided. If the State of Nevada decides not to accept proposed increases, the contract will be re-solicited.
5) Collars as outline within this bid may be used for species not specified herein. Any differences in the specifications as outlined in Tier Specification documents of this bid (i.e. collar circumference/weight) will be agreed upon between the awarded contractor and NDOW designee and will be at the same cost as submitted in contractor’s response to this bid.
6) Vendors are to submit information regarding past collar failures and what steps were taken to mitigate these failures in the future. Please include this information on the document titled Past Collar Failures.
7) If a batch of collars for a particular species and collar Tier has a greater than 40% failure rate within the first six months of deployment, the vendor will be responsible for all collar warranties including no data transmission costs for the life of the warranted collars. Vendor may also be responsible for up to $700 per animal for the cost of capture. NDOW, at its discretion, may choose to not purchase additional collars from the vendor for the remaining portion of the awarded contract.
8) Shipping charges must be included in the price of the equipment.
