About this file
This document is Amendment 0001 to a Request for Information (RFI) for solicitation 36C25626R0072, issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, Texas. The amendment extends the receipt of offers deadline to August 5, 2026 at 2:00 PM CDT and provides clarifications to Phase I RFI responses through 59 numbered questions and answers. The solicitation concerns the renovation of the Radiation Oncology Department, which includes creating a new 13,508 square-foot basement facility with CT Simulator and Linear Accelerator (LINAC) rooms, plus renovation of an existing 5,500 square-foot first-floor space. The amendment adds an Asbestos Surveillance document as an attachment and directs contractors to submit proposals via email to madeline.allison@va.gov.
Key project scope details clarified include: the CT Simulator must be operational within 90-120 days from Notice to Proceed, with the NTP covering both design and construction phases; the existing LINAC in the basement must remain operational throughout construction with vendor-maintained infection control measures; a SIEMENS Healthineers Varian TruBeam Linear Accelerator and SIEMENS CT Simulator are specified; the contractor is responsible for coordinating equipment decommissioning and installation with vendors; and the contractor must contract the commissioning agent. Phase I proposals are limited to 30 pages (excluding title page, table of contents, and joint venture certifications) and must include Exhibit A Performance Relevancy Survey forms for one to three completed past performance projects, key personnel resumes from both design and construction teams, and subcontractor information. Non-VA Federal healthcare design-build projects meeting recency, relevancy, and complexity criteria are acceptable for past performance evaluation. Proposals must be submitted as single searchable PDF files not exceeding 5 MB and email submissions are the only acceptable submission method.

Phase I- RFI’s 36C25626R0072 Renovate Radiation Oncology
RFI’s for 586-26-100 Renovate Radiation Oncology Department
Questions Answers 1- Section A.6.7 states that the Phase I offer, including title page, detailed table of contents, and preface, shall be submitted in one PDF and shall not exceed 30 pages.
Please confirm whether section dividers/tabs count toward the 30-page Phase I limit. Please also confirm that the cover/title page and table of contents are included in the 30-page limit.
See Exhibit F under Format Submission- Max 30 pages (Title Page & TOC excluded) Dividers/tabs are excluded as well.
2- Section A.6.7 references Exhibit A Performance Relevancy Survey and also allows completed past performance evaluations to be provided if available.
Please confirm whether a CPARS evaluation may be submitted in lieu of Exhibit A for a completed project, or whether Exhibit A is required regardless of CPARS availability.
No. A CPARS evaluation may not be submitted in lieu of Exhibit A. Exhibit A is a required component of the Past Performance submission and is used to provide the project-specific information requested by the solicitation. If available, completed CPARS evaluations may be submitted as supplemental supporting documentation in addition to, but not as a substitute for, Exhibit A. If this is an addition it will be counted toward the maximum 30 pages.
3- Please confirm whether Exhibit A Performance Relevancy Survey forms and any completed past performance evaluations/CPARS submitted for Phase I count toward the 30-page Phase I limit
Yes. Exhibit A Performance Relevancy Survey forms count toward the 30-page Phase I proposal limit. Exhibit A is identified as part of the Phase I submission requirements, which are limited to one PDF with a maximum of 30 pages (excluding only the Title Page and Table of Contents).
However, completed Past Performance Evaluations (PPQs) and/or CPARS submitted as supporting documentation do not count toward the factor page limits. Offerors may include these documents in the Appendix as supporting information, and they are specifically identified as "Supporting documents, not counted toward factor limits."
4- Section A.6.2 requires joint ventures to submit a certification from each SDVOSB joint venture partner. Please confirm whether these required joint venture certifications count toward the 30-page Phase I limit.
* No. The Joint Venture certifications required by Section A.6.2 do not count toward the 30-page Phase I proposal limit.
5- The solicitation defines a project as complete when construction is 100% completed and requires projects to be recent (within the past 5 years from solicitation issuance.) Would the Government consider accepting past performance projects where construction is at least 75% complete? Projects that are substantially complete (75%+) demonstrate the offeror's ability to successfully execute relevant healthcare renovation work which is the core competency this requirement seeks to evaluate
The Government will not accept past performance projects that are less than 100% complete. As stated in the solicitation, a project is considered complete only when construction is 100% completed, and only completed projects meeting the solicitation's recency and relevancy requirements will be evaluated under Factor 3 – Past Performance
6- Regarding the requirement for lead personnel for major subcontractors and the listing of all subcontractors: Would the Government consider waiving or deferring the requirement to submit subcontractor resumes at this phase of the proposal?
Requiring offerors to secure subcontractor commitments this early in the procurement process may not be in the Government's best interest, as it could limit access to the most qualified partners and competitive pricing. If subcontractor information is required at this stage, can the Government clarify whether resumes are needed for all listed disciplines or only for key personnel in critical trades?
No. The Government will not waive or defer the subcontractor information required for Phase I.
7- Exhibit F – Phase I and II Clarifications list item 6: Exhibit A as required for Completed/ Ongoing Projects. However, Exhibit A is the PERFORMANCE RELEVANCY SURVEY typically requested for the submitted past performance projects. Will the VA confirm that offerors
Yes. Offerors are only required to submit Exhibit A for the one (1) to three (3) past performance projects submitted under Factor 3 – Past Performance.
are only to submit Exhibit A for the 1 to 3 completed past performance projects submitted under Factor 3?
8- Page 14 of the Solicitation, Subfactor B:
Key Construction Personnel & Experience lists Project Engineer, asking for current state of licensure. However, construction firms do not typically maintain an engineer on staff, and this role is typically held by the Design Firm/ Engineering Firm. Will the VA please clarify if offerors should submit the resume for a Project Engineer under Subfactor A: Key Design Personnel & Experience rather than Subfactor B: Key Construction Personnel & Experience, as this is not a typical role fulfilled by personnel employed at a construction firm?
No. The solicitation is correct as written.
Offerors shall submit a resume for the Project Engineer under Subfactor B – Key Construction Personnel & Experience. The Government recognizes that the Project Engineer may be employed by the prime contractor, a construction subcontractor, or another member of the design-build team.
The Project Engineer is evaluated as part of the construction management team and shall meet the qualifications identified in the solicitation.
9- Page 14 of the Solicitation, Subfactor B:
Key Construction Personnel & Experience lists Superintendent as a key personnel in which offerors are requested to submit a resume. Offerors can certainly submit the resumes of qualified personnel, but the likelihood of those personnel being available at the time this project enters the construction phase is unlikely, and to hold personnel for the duration of two phases of bidding and then through the design phase will be very expensive.
Considering that this is a DB project, and a two-phase bidding process, will the VA consider allowing offerors to submit the resume for a superintendent after contract award, with the qualifications determined by the approved specifications?
No. The Government will not defer submission of the Superintendent's resume until after contract award.
Offerors shall submit the required Superintendent resume as part of the Phase I proposal in accordance with the solicitation. If personnel changes become necessary after award, the Contractor may propose a substitute individual, provided the replacement meets or exceeds the qualifications specified in the solicitation and is acceptable to the Government.
10- Page 14 of the Solicitation, Subfactor B:
Key Construction Personnel & Experience lists multiple lead personnel for any known major subcontractors of which resumes and experience are requested. As this project has not yet been designed, and this is only Phase I of the bidding process, it would not be in the best interest of the government for offerors to commit to specific trade subcontractors yet. Will the VA eliminate the need for Offerors to list concrete, demo, abatement, BAS controls subcontractors (and eliminate the requirement to provide those resumes of associated key personnel), as those subcontractors would likely not be identified until Phase II of the bidding process?
No. The Government will not revise the Phase I requirements. Offerors shall provide the names of known major subcontractors and the resumes of their lead personnel as required by the solicitation. If a major subcontractor has not been identified at the time of proposal submission, the Offeror should identify the position as "to be determined." The Government will evaluate the proposal based on the information submitted in accordance with the solicitation.
11- Page 14 of the Solicitation, Subfactor B:
Key Construction Personnel & Experience lists multiple engineering roles of which are already listed on Page 13 and 14 of the Solicitation, Subfactor A: Key Design Personnel & Experience. Will the VA eliminate the need for Offerors to list the mechanical (HVAC) engineer, electrical engineer, plumbing engineer, fire protection engineer, architect, and radiation Shielding Specialist in Subfactor B: Key Construction Personnel & Experience, as they are already listed/ resumes provided in Subfactor A: Key Design Personnel & Experience?
No. The Government will not revise the Phase I requirements. Offerors shall provide the information required by the solicitation. The resumes required under Subfactor A – Key Design Personnel & Experience are intended to evaluate the qualifications of the proposed design professionals. The information requested under Subfactor B – Key Construction Personnel & Experience is intended to identify the proposed major subcontractors and the lead personnel responsible for construction execution. If the same individual fulfills both the design and construction support role, the Offeror may reference the previously submitted resume rather than providing a duplicate copy.
12- On page 3 of the SOW, it notes renovating 13,508 SF in the basement but discusses replacing an AHU serving 5,500 SF of the first floor. Is the AHU to serve the new Radiation Oncology suite in the basement and the 5,500 SF of the first floor? Or is the AHU a separate portion of scope unrelated to the Radiation Oncology suite?
The AHU replacement is for only the first floor existing Radiation Oncology department space (5,500 SF) which will also receive new ceiling tiles, the reworking of the Case millwork in the Break Room, Removal of Case Work in the two offices across from break room, all existing wall patch/painting, face lift work.
13- On page 5 of the SOW, it mentions a new AHU serving the Blue Clinic and the basement area. Please confirm whether this is the same AHU mentioned on page 3.
This is not the same, the new AHU being installed under a current ongoing contract for the renovation of PC Blue clinic is being sized to serve the basement area of the new Radiation Oncology space.
14- On page 5 of the SOW, it states that the First-Floor space of the existing Radiation Oncology space will require evaluation of ongoing moisture issues. On pages 18, 19, and 20, all floor plan illustrations indicate the renovation is in the Basement. Please clarify whether all work is in the basement or there are multiple floor levels with renovations in this scope.
There are multiple floors of work. The moisture issue is related to the 5,500 SF first floor space. (Existing Radiation Oncology).
15- On page 3 of the SOW, it mentions a new LINAC operating/viewing space. On page 20, the floor plan illustration indicates “by others” for the LINAC room and the operating/viewing area. Please confirm that the LINAC room and associated equipment are not part of this project scope.
That is correct, the new LINAC and the room and viewing/operator room are part of the turnkey equipment purchase and not included in this scope of work.
16- Has the vendor for the LINAC been selected? When will the Purchase Order for the LINAC be issued? Typically, vendors will not perform site-specific drawings of their equipment until that Purchase Order is issued. The site-specific drawings will be critical for progressing the design beyond a schematic level.
SIEMENS Healthineers - Varian TruBeam Linear Accelerator.
Do not know when this will take place, but close project coordination is being completed by the VA.
This will only be shared with the awarded vendor.
17- Has the vendor for the CT Simulator been selected? When will the Purchase Order for the CT Simulator be issued. Typically, vendors will not perform site-specific drawings of their equipment until that Purchase Order is issued. The site-specific drawings will be critical for progressing the design beyond a schematic level.
SIEMENS Healthineers
Do not know when this will take place, but close project coordination is being completed by the
VA.
This will only be shared with the awarded vendor.
18- On page 3 of the SOW, it states that the first phase is a complete installation of the new CT Simulator. It then states that it must be complete within 90 to 120 days from NTP. Please clarify whether the work to be complete within 120 days is the design and coordination with the vendor or the construction and whether that NTP.
Similarly, please clarify whether the NTP referenced is an NTP for design phase, and NTP for construction phase, or an NTP for all work (effectively design and construction have an NTP all at once)
The intent is to have the CT Simulator room remodeled and the equipment installed and ready for service to patient care within the 90-to-120-day time frame.
The NTP for this design build will be for both the design and construction. This allows for any demolition and reconstruction not dependent of final design to proceed concurrently with the design.
19- On page 3 of the SOW, it states that the CT Simulator room will include a ceiling lift, listed as a Guldmann GH3+. Please clarify whether this is an “H-Track” model.
Coordinate with the manufacturer to determine the required track for the patient lift.
20- On page 3 of the SOW, it states that a Liebert HVAC system will be installed in the CT Simulator Room. Please clarify whether the CT Simulator Room has a “component room” separate from the scan room or if all computing portions of the CT Simulator equipment is within the scan room. VA Design Guides typically desire the separate “component room”.
Yes, the actual unit shall be installed in a component room designed for such by this design build project.
21- On page 3 of the SOW, it states that a Liebert HVAC system will be installed in the CT Simulator Room. Please clarify whether this is intended as supplemental cooling due to the heat load of the equipment or there is no other cooling in the space from central HVAC systems.
This is intended as supplemental cooling to assist the central system but should be capable of providing all the required cooling in emergencies or outages of the primary AC system.
22- On page 4 of the SOW, it states to replace all lights with 2x2 dimmable fixtures.
Often, we see “can” downlights in LINAC and CT Simulator rooms. Please confirm whether other shape light fixtures will be desired or accepted for special conditions such as the LINAC and CT Simulator rooms, assuming that the proper footcandles and dimming capabilities are still provided.
Yes, other shape light fixtures will be accepted.
23- Please clarify whether the VA is expecting all partitions to be reconstructed within the basement scope to create the programmatic spaces or if maintaining and repurposing existing spaces will be acceptable if they meet the programmatic requirements?
The SOW requires complete demo of the existing space including electrical, plumbing, communications, controls, fire alarms, flooring, walls, medical gas and all other items then reconstructed per VA guidelines as part of this project for the basement space.
24- Please clarify whether access to the LINAC must be maintained for patient use throughout construction. If the LINAC is permitted to be not-in-use, please clarify which periods are acceptable for non-use (i.e. while the CT Simulator is down).
The linac in the basement is anticipated to be operational and access to it will be required for the duration of the project. .
The vendor will have to maintain ICRA for this access.
25- Please confirm the new CT Simulator must be operational prior to removal of existing CT Simulator.
That is correct.
26- Please clarify whether the layout of the new CT Simulator Room shown on page 21 was specific to this project or generic. The door configuration seems specific but does not match any existing walls from what we can tell. If it is specific to the space, are there conceptual drawings of how these fits within the renovation area that the bidders should review?
The drawing on page 21 represents a generic room for the CT Simulator prepared by the equipment manufacturer for the VA.
27- On page 4 of the SOW, it states that millwork should be provided for the full lengths of the CT Simulator and Control Rooms. The illustration of page 21 does not show the millwork for the full length of the CT Simulator room due to the door configuration shown. Please confirm the full-length of room is required or provide a minimum linear feet of millwork for the space.
The drawing shown on page 21 by Siemens shows cabinetry for the full length of the control room with a dimension of 15’-7 7/16” long. The drawing is also generic and not a final.
Final room dimensions will be worked with the awarded vendor.
28- On page 5 of the SOW, it states that Phase 3 will replace the existing AHU on the first floor and implies that unit serves the renovation area of the basement, though that is not explicitly stated, as mentioned in other RFIs. If this AHU serves the Radiation Oncology space in the basement, the HVAC loads may not be equal, and the ductwork will be changed substantially which could result in small down-times for demolition and new connections to the main ductwork.
Replacing the AHU at Phase 3 may result in additional downtime to remove the old equipment and connect the new equipment. Please confirm our understanding of the scope of work and confirm what accommodation will be acceptable regarding down-times and regarding undersized cooling capacities during construction while waiting for the unit to be replaced.
The AHU for replacement will not serve the New Radiation Oncology as clarified in previously answered RFI #13.
29- On page 5 of the SOW, it mentions an ongoing moisture issue at the existing ductwork, which we infer from the description as being the main duct near the roof structure. It also indicates that the AHU replacement will remedy the moisture issue. Please provide additional information on what the VA believes the cause of moisture issues is, such that we can properly account for the concerns in our design concept and bid. Please also provide an illustration showing the duct route and ceiling area where these moisture issues occur, which will impact the cost of ceilings, duct adjustments, and roofing changes.
SOW does not state a new AHU will remedy the moisture issue, it states as follows copied directly from page 5.
The first-floor space of the existing Radiological Oncology will require an evaluation for an ongoing moisture issue with its existing ductwork. The D/B team shall identify the moisture issues and design and install corrective measures which could involve insulation of the roof deck and/or duct work reinsulating or replacement along with the new air handling unit installation. Once completed, new ceiling tiles for the entire area shall be installed.
There are no drawings in our files showing this duct.
30- On page 8 of the SOW, it states that we must update the facility’s BIM model with the as-built conditions. Please confirm that the existing BIM model is current for this area of the hospital, limiting our changes to that BIM model to only the changes created by this project. Also, please confirm whether this is only for the spatial layout or whether the BIM model includes HVAC ductwork, plumbing pipe routes, and electrical devices.
The existing BIM model is current for this area of the hospital, and the space has not been remodeled or otherwise adjusted since then. Yes, the update shall include all new building systems and utilities as per the SOW requirements on page 8.
31- On page 8 of the SOW, it states that we must update the facility’s BIM model.
Please confirm this is an Autodesk Revit model, what version of Revit the BIM model is currently, and what version of Revit is desired for the updated BIM model. This is necessary to ensure the design team does not model in a version newer than that VA requires. Revit cannot be saved to earlier versions. If the statement of existing BIM model was only implying an AutoCAD file, the version is much less critical.
The existing BIM model was recently developed and is current and the space has not been remodeled or otherwise adjusted since then. Yes, the update shall include all new building systems and utilities as per the SOW requirements on page 8.
32- Please confirm the Guldmann patient lift for the CT Simulator Room is a contractor-furnished item.
Yes, contractor furnished.
33- The government stipulates that email submissions are limited to 5MB. To ensure the completeness of proposal responses, will the government increase the maximum file size of emails to 10MB?
No. The Government will not increase the maximum email attachment size. Offerors shall comply with the solicitation requirements, which limit proposal submissions to searchable PDF files not exceeding 5 MB per email. Phase I submissions shall be submitted as one PDF not exceeding 5 MB.
34- Will the government confirm that Exhibit A is required? If so, will the government exclude this from the 30-page limit to ensure accurate and adequate completion of the form for each of our three project examples?
See comments on RFI #3
35- Will the VA consider other federal healthcare projects outside of the VA for past performance provided they are D/B?
Yes. The Government will consider other Federal healthcare design-build projects outside the VA as past performance, provided they are recent, relevant, and similar in size, scope, and complexity to this requirement. While the solicitation identifies VA healthcare projects as highly relevant, it also defines relevant experience to include projects performed on an occupied medical campus or similar institutional campus environment involving healthcare renovations, including oncology, radiology, or related work. Non-VA Federal healthcare projects meeting these criteria will be evaluated for relevancy in accordance with the solicitation's past performance evaluation methodology
36- Is a Signed SF 1442s required during phase I to acknowledge any amendments? The proposal instructions note that it is not required until Phase II. Will this be excluded from the page count if so?
* No. A signed SF 1442 acknowledging amendments is not required for Phase I.
The solicitation specifically states that signed SF 1442s and amendments are not required until Phase II. Therefore, they are not part of the Phase I submission and do not count toward the 30-page limitation. During Phase II, the signed SF 1442 and acknowledgment of all amendments shall be included in Volume II (Administrative and Price) as required by the solicitation
37- SOW states that CT Sim must be completed within 90-120 days after NTP. Is this the Construction Notice to Proceed, after completion of A&E Design?
See answers to this question on previously answered RFI #18
38- SOW states that the contractor is responsible for decommissioning, removal and transport of the existing CT Sim.
Please confirm as this task is typically completed by the equipment vendor.
Contractor to coordinate this with the equipment vendor and assist as necessary.
39- SOW states that the contractor is responsible for physical installation of the new CT Sim. Please confirm as this task is typically completed by the equipment vendor.
Contractor will coordinate with equipment vendor and facilitate the transport of the equipment into the hospital.
40- Is any additional information available concerning the nature of the ductwork moisture issue? Are there existing leaks in the roof deck that will require repair?
The only information available concerning the nature of the ductwork moisture issue is it is a continuing moisture issue and will require investigation.
There are no existing leaks in the roof deck known at this time.
41- The scope indicated a potential requirement to insulate the roof deck. Is the existing insulation above or below the existing roof deck?
If there is any existing insulation it is above the roof deck.
42- For Architectural and Engineer's resumes is the SF330 required?
No
43- Please confirm that all specified time requirements are to use CST.
CST
44- Are email proposals acceptable or is a hard copy required to be delivered to the DVA in Houston per block 8 SF1442
Email proposals is acceptable and required only.
45- Please clarify if a superintendent can be a dual hat to cover the requirements of
SSHO?
Yes, as long as they are qualified and the Government approves their qualifications.
46- If no to the question above, will the SSHO need to be full-time for this project?
See answer in question #45 above.
47- If no to the question above, will the SSHO
48- If no to the question above, will the SSHO
49- Can a superintendent be a triple hat to cover the requirements of SSHO and
QA/QC?
Yes, as long as they are qualified and the Government approves their qualifications.
50- Please confirm the issued drawing set is the latest and complete set.
Confirmed and they are generic to indicate general project requirements and areas.
51- Please confirm the issued drawing set is areas.
52- Please confirm the issued drawing set is areas.
53- Past Performance: If we have a PPQ, requested for another opportunity, that is less than 12 months old, can we use it within our proposal? Or will a new PPQ need to be requested?
*Yes, this can be submitted and will be counted towards the 30-page limit.
54- Is the use of temporary plastic wall panels (such as STARC panels) acceptable?
As long as they meet the requirements of the infection control plan developed by the design team.
55- Who is responsible for terminal cleaning of the project area?
The VA will terminal clean however the vendor is to deep clean the space before acceptance.
56- Who is responsible for contracting the commissioning agent?
The Design Build Contractor is responsible for contracting the commissioning agent.
57- Please confirm order of precedence for the contract documents. Does SOW prevail over the specifications and construction drawings?
All that exist as of now is the project SOW? Once plans and specifications are developed in accordance with the SOW and VA TIL requirements and approved by the VA then the specifications will prevail.
58- Please provide current abatement survey for project area?
See Asbestos survey under attachments.
59- Please provide all available CAD drawings for project area.
