About this file
This is a draft design plan document prepared by Walton County Engineering Department for the DeFuniak Street Resurfacing and Striping Project in DeFuniak Springs, Florida. The project encompasses resurfacing and restriping of County Road 283 South (DeFuniak Street) from County Road 30-A to Hotz Avenue, spanning approximately 2,795 linear feet. The scope of work includes a 1-inch overlay of the existing pavement with a Type SP 9.5 structural course, installation of safety edges, and thermoplastic pavement markings consisting of white stripes (4-inch width), double yellow lines (6-inch width), and pedestrian crossing symbols. All work must conform to Florida Department of Transportation Standard Specifications for Road and Bridge Construction and applicable interim revisions. The contractor is required to notify Sunshine One Call of Florida (1-800-432-4770) and local utility companies 48 hours prior to commencing construction to identify and mark all existing buried utilities. Maintenance of traffic must be supervised by an FDOT-certified traffic operations personnel and shall comply with FDOT standard indexes 600 and 602-607, with regulatory speeds reduced 10 miles per hour below posted speeds within the work zone. Traffic lanes must remain open for normal traffic within 12 hours during hurricane evacuation notices or catastrophic events. The project includes standard erosion control measures, with the contractor responsible for protection of all exposed areas.
The design plans were prepared by Brandon C. Powell, P.E., Florida Professional Engineer #60818, and dated April 23, 2024. The document serves as the basis for the alternate bid item referenced in the Grayton Beach Community Center project (ITB 24-35), allowing bidders to submit separate pricing for this resurfacing work as an optional contract scope. The plans indicate this is a 90-percent design level document and include four sheets containing project limits, striping details, typical sections, and construction notes. The project is located in Walton County with contact information provided through the Walton County Board of County Commissioners Engineering Department at 117 Montgomery Circle, DeFuniak Springs, Florida.

General Notes:
1) Plan set plan sheets are for general information and location purposes only.
Stationing is not tied to any horizontal control or monumentation.
2) Notify the County Engineer 48 hours prior to commencement of construction.
3) The contractor shall notify utility owners through Sunshine One Call of Florida, Inc. (1-800-432-4770) 48 hours prior to commencement of construction.
General Maintenance of Traffic Notes:
1) Maintenance of traffic (MOT) to be supervised by a person certified with the FDOT in MOT operations.
2) Traffic is to be maintained in accordance with index numbers 600,and 602-607 dependent on the resurfacing operations being performed.
3) Regulatory speed and reduced speed ahead signs are to be used in conjunction with the signing schemes shown on the referenced indexes.
4) Traffic shall be maintained in accordance with the MUTCD for streets and highways and the FDOT roadway and traffic design standards.
5) Regulatory speed of 10 mph below the posted speed shall be posted within the work zone along CR 283 SOUTH (DEFUNIAK STREET).
6) Positive drainage on CR 283 SOUTH (DEFUNIAK STREET)shall be maintained prior to, during, and after construction.
7) Lane closures will be allowed with the approval of the County Engineer.
8) Traffic control devices required by the MUTCD shall be provided as conditions warrant in each construction phase. Coordination of traffic control devices between successive work zone locations or adjacent contractors shall be the responsibility of the contractor.
9) The contractor will have to meet the drop-off and other requirements in FDOT standard index 600 and shall erect sign W8-9A (uneven pavement) whenever a grade difference exists between lanes.
10) Through lanes must be open for normal traffic within 12 hours during an evacuation, notice of hurricane, or other catastrophic event and shall remain open for the duration of the event as directed by the County Engineer or his designee.
2) Clean and prepare asphalt surface for overbuild layer.
3) Apply tack coat and construct 1" Overbuild Layer.
4) Place final striping/markings, reflective pavement markers, and signs in accordance with the MUTCD.
5) Remove all traffic control devices and open roadway to traffic.
Signing and Pavement Marking General Notes:

2) All permanent markings shall be thermoplastic unless otherwise noted on the plans.
3) Existing pavement markings that were removed outside of project limits due to traffic control plans shall be replaced in their original location.
Erosion Control Notes:
1) As this is a resurfacing project with no widening proposed, minimal if any, erosion control measures are anticipated.
2) The erosion control measures set forth in these plans are intended as minimum standards. The contractor is responsible for protection of all exposed areas, cost of which shall be incidental to the project.
3) All erosion control material shall be removed at the completion of the project to include the removal of hay bales, stakes, and silt fence.
Construction Sequencing & Maintenance of Traffic Notes:
1) Erect all applicable construction signs and traffic control devices within project limits. Remove all existing signs and pavement markings that conflict with traffic control plans. Maintain traffic in concordance with index numbers 600, and 602-607 dependent on the construction operation to be performed.
