REQUEST FOR INFORMATION (RFI)
AJW Integrated Support Services
1. Purpose The purpose of this Request for Information (RFI) is to solicit input from industry on possible contracting approaches to integrate the technical, managerial, and administrative support required by the FAA’s Technical Operations (AJW) organization. The concept, referred to as AJW Integrated Support Services (AISS), seeks to implement a contracting approach that effectively supports AJW and the programs, systems, and services that it manages; focuses on AJW’s mission, and meets the changing needs of AJW as the NAS operating environment evolves.
The FAA is seeking comments on the draft Statement of Work (Attachment A to this RFI) and responses to the questions contained in Section 4 of the RFI. The FAA will consider and may utilize industry inputs in the development of an AISS contract and any associated solicitations.
2. General Information This RFI is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that:
• This is not a Screening Information Request (SIR) or Request for Proposal (RFP);
• The FAA is not seeking or accepting unsolicited proposals;
• The FAA will not pay for any information received or costs incurred in preparing the response to the RFI; and
• Any costs associated with responding to this RFI are incurred solely at the interested party’s expense.
• FAA, at its sole discretion, may contact one, some, all, or none of the respondents to the RFI and ask for additional information.
• Vendor responses to this RFI and any follow-up inquiries by the Government are for informational purposes only do not constitute a promise or obligation of future business with the FAA.
3. Background AJW is part of the FAA’s Air Traffic Organization (ATO). AJW’s mission is to ensure a safe and efficient National Airspace System (NAS) through the effective management of air navigation services and infrastructure. The scope of AJW’s mission includes the integration, management, operation, maintenance, and modernization of the systems and services that comprise the NAS.
The attached draft Statement of Work (SOW) describes the Federal Aviation Administration’s (FAA’s) requirements for the AJW Integrated Support Services (AISS) contract. AISS is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for obtaining a broad range of technical, management, and administrative services to support the mission of the FAA’s Technical Operations (AJW) organization. The Government anticipates issuing individual task orders (TOs) to meet specific needs for support services. Each task order will have a distinct statement of work (SOW) and identify project-specific requirements such as programs to be supported, the place of performance, deliverables, and other pertinent information.
4. Questions Respondents to this RFI are requested to provide responses to the following questions:
a. The Draft SOW describes high-level work areas for which FAA may require support services. It also provides information on the programmatic and operating environment in which the support may be provided. Please provide a brief narrative explaining how your firm would provide the full range of services that the FAA may require. The narrative should demonstrate your firm’s capabilities to perform the work, not merely state that your firm can provide the services.
b. Are the work areas in the Draft SOW clearly defined? What changes, additions, updates, and clarifications would you suggest? Do you have any other suggestions you believe we should consider regarding the scope and/or structure of this potential contract?
c. The IGCE for this requirement is not yet finalized; however, it is estimated that the ceiling could be as high as $300-$400M. There may be multiple concurrent task orders that require specialized capabilities in wide-ranging areas of expertise. Please briefly describe your firm’s capability to staff and manage a project of this magnitude and complexity. Please discuss your approach to obtain and retain technical expertise across wide-ranging fields, and describe any certifications (e.g. ISO or CMMI) that demonstrate proven management and quality outcomes.
d. Has your firm provided similar support to federal clients before? If so, please describe this support and provide information on the size (in terms of FTEs and total contract value) of the effort(s). If applicable, describe how the approaches outlined in your response to the first question proved successful in performing these services.
e. The anticipated NAICS code for this procurement is 541690 (Other Scientific and Technical Consulting Services), which has a small business size standard of $16.5M. If your firm is a small business under this NAICS code, please discuss your firm’s capability to meet the requirements of AMS clause 3.6.1-7 Limitations on Subcontracting (July 2019) with respect to this effort.
f. The FAA encourages teaming arrangements. Describe any planned use of Joint Venture arrangements or Mentor-Protégé arrangements you may pursue to fulfill this requirement.
g. Does your firm have any existing contract vehicles (e.g. GSA Federal Schedules, Government wide Acquisition Contract, eFAST, etc.) that FAA could use to acquire the services it requires? Provide information about any available contract vehicles including the contract number, the contract ceiling, and contact information for the agency/office that administers the contract. Confirm whether each work area in the Draft SOW is in scope of any contract vehicles that you identify. Also indicate whether all labor categories you anticipate as being necessary to perform the scope of work in the Draft SOW are on included on the labor schedule of any contract vehicles that you identify.
h. The FAA is considering whether to hold a virtual “Industry Day” with respect to this possible opportunity. Do you feel such an event would be worthwhile and, if so, what specific topics would you like the FAA to address?
