MARKET SURVEY/
REQUEST FOR INFORMATION
(RFI)
AJW Integrated Support Services
1. Purpose This is a Market Survey/Request for Information (RFI) for AJW Integrated Support Services (AISS) program. The purpose of this Market Survey/Request for Information is to:
• Survey the marketplace to assess the level of interest, and identify potential vendors and capabilities among qualified providers of the required services identified in the draft Statement of Work for AISS (attached);
• Request comments on the draft Statement of Work (Attachment A) and responses to the questions contained in Section 4 of the Market Survey/RFI. The FAA will consider and may utilize industry inputs in the development of an AISS contract and any associated solicitations and;
• Utilize inputs from the Market Survey/RFI to finalize the AISS acquisition strategy.
Note: The FAA issued a Market Survey/RFI for the AISS program on October 29, 2020 (Notice ID – 10282020) on SAM.gov. As a result of industry/other feedback, updates in requirements, and changes in scope, the FAA has revised and updated its acquisition strategy. This market survey represents the initial requirement of a portfolio of contracts for support to the Technical Operations (AJW) organization. In addition to this market survey, the FAA is releasing two additional market surveys for work scope that was originally included in the initial AISS Market Survey/RFI including requirements for business, financial, administrative, and configuration management support. Based on the results of those surveys, the FAA will assess whether these procurements should be designated for businesses with a specific socio-economic status.
2. General Information This Market Survey/RFI is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that:
• This is not a Screening Information Request (SIR) or Request for Proposal (RFP);
• The FAA is not seeking or accepting unsolicited proposals;
• The FAA will not pay for any information received or costs incurred in preparing the response to the Market Survey/RFI; and
• Any costs associated with responding to this Market Survey/RFI are incurred solely at the interested party’s expense.
• FAA, at its sole discretion, may contact one, some, all, or none of the respondents to the RFI and ask for additional information.
• Vendor responses to this Market Survey/RFI and any follow-up inquiries by the Government are for informational purposes only do not constitute a promise or obligation of future business with the FAA.
Interested parties are advised that, if a contract awarded for the AISS requirement, it will contain a requirement to implement Executive Order (EO) 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors as adopted by the FAA under via AMS Contract Clause 3.2.1.5-5 (INTERIM) Ensuring Adequate COVID Safety Protocols for Federal Contractors (October 2021).
3. Background Technical Operations (AJW) is part of the FAA’s Air Traffic Organization (ATO). AJW’s mission is to ensure a safe and efficient National Airspace System (NAS) through the effective management of air navigation services and infrastructure. The scope of AJW’s mission includes the integration, management, operation, maintenance, and modernization of the systems and services that comprise the NAS.
The primary objective of the AISS contract is to obtain specialized technical and management services to support the fulfillment of AJW’s mission in an integrated manner that addresses enterprise-level trade-offs and AJW’s organizational objectives. With the AISS contract, AJW is seeking to integrate the support provided across multiple areas to improve efficiency, communications, and collaboration – both across the contractor support staff and relative to their interaction with AJW. AISS is intended to provide a contract that:
• Is focused on AJW’s mission;
• Facilitates a uniform contracting approach to support AJW and the programs, systems, and services that it manages;
• Fosters cross-organizational collaboration and unified situational awareness; and
• Meets the changing needs of AJW across the period of performance as the NAS operating environment evolves.
The attached draft Statement of Work (SOW) describes the FAA’s requirements for the AISS contract which is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. Each task order will have a distinct SOW and identify project-specific requirements, such as programs to be supported, the place of performance, deliverables, and other pertinent information.
The anticipated NAICS code for this procurement is 541690 (Other Scientific and Technical Consulting Services).
The FAA intends to award a single contract, multiple contracts, or no contract at all for the AISS requirement, based upon what the Government determines is in its best interests.
4. Questions Respondents to this Market Survey/RFI are requested to provide responses to the following items:
a. The draft AISS SOW describes high-level work areas for which the FAA requires support services. It also provides information on the programmatic and operating environment in which the support may be provided. Please provide a brief narrative explaining how your firm would provide the full range of services that the FAA requires.
b. Describe your experience providing similar support to other Federal clients. For those contracts, please provide the nature of the support, information on the size of the effort (in terms of Full Time Equivalents and total contract value), and the duration of the support. Describe any innovative approaches you have used to provide integrated support across an enterprise. The narrative should demonstrate your firm’s capabilities to perform the work, not merely state that your firm can provide the services.
c. Are the work areas in the draft AISS SOW clearly defined? Are there any changes, additions, updates, or clarifications would you suggest for improvement or clarity? Are there work areas in the SOW that you believe are candidates to be provided on a Firm Fixed Price basis? If so, please identify those areas.
d. The FAA anticipates that there will be multiple concurrent task orders that require specialized capabilities in wide-ranging areas of expertise. Please briefly describe your firm’s capability to staff and manage a project of this magnitude and complexity. Please discuss your approach to obtain and retain technical expertise across wide-ranging fields, and describe any certifications (e.g. ISO or CMMI) that demonstrate proven management and quality outcomes.
