MARKET SURVEY/

REQUEST FOR INFORMATION

(RFI)

AJW Integrated Support Services

1. Purpose This is a Market Survey/Request for Information (RFI) for AJW Integrated Support Services (AISS) program. The purpose of this Market Survey/Request for Information is to:

• Survey the marketplace to assess the level of interest, and identify potential vendors and capabilities among qualified providers of the required services identified in the draft Statement of Work for AISS (Attachment A to this Market Survey/RFI);

• Request comments on the draft Statement of Work and responses to the questions contained in Section 4 of the Market Survey/RFI. The FAA will consider and may utilize industry inputs in the development of an AISS contract and any associated solicitations and;

• Utilize inputs from the Market Survey/RFI to finalize the AISS acquisition strategy.

Note: The FAA previously issued two Market Surveys/RFIs for the AISS program on SAM.gov.

The first Market Survey/RFI was released on October 29, 2020 and the second was released on October 21, 2021 (both under Notice ID: 10282020). The FAA has continued to revise its requirements for the AISS program as well as the acquisition strategy. The purpose of this Market Survey/RFI is to seek industry feedback on the revised requirements and the acquisition strategy as currently envisioned.

2. General Information This Market Survey/RFI is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that:

• This is not a Screening Information Request (SIR) or Request for Proposal (RFP);

• The FAA is not seeking or accepting unsolicited proposals;

• The FAA will not pay for any information received or costs incurred in preparing the response to the Market Survey/RFI;

• Vendor responses to this Market Survey/RFI and any follow-up inquiries by the Government are for informational purposes only do not constitute a promise or obligation of future business with the FAA.

Interested parties are advised that, if a contract is awarded for the AISS requirement, it will contain a requirement to implement Executive Order (EO) 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors as adopted by the FAA under via AMS Contract Clause 3.2.1.5-5 (INTERIM) Ensuring Adequate COVID Safety Protocols for Federal Contractors (October 2021).

3. Background Technical Operations (AJW) is part of the FAA’s Air Traffic Organization (ATO). AJW’s mission is to ensure a safe and efficient National Airspace System (NAS) through the effective management of air navigation services and infrastructure. The scope of AJW’s mission includes the integration, management, operation, maintenance, and modernization of the systems and services that comprise the NAS.

The primary objective of the AISS contract is to obtain specialized technical and management services to support the fulfillment of AJW’s mission in an integrated manner that addresses enterprise-level trade-offs and AJW’s organizational objectives. With the AISS contract, AJW is seeking to integrate the support provided across multiple areas to improve efficiency, communications, and collaboration – both across the contractor support staff and relative to their interaction with AJW. AISS is intended to provide a contract that:

• Is focused on AJW’s mission;

• Facilitates a uniform contracting approach to support AJW and the programs, systems, and services that it manages;

• Fosters cross-organizational collaboration and unified situational awareness; and

• Meets the changing needs of AJW across the period of performance as the NAS operating environment evolves.

AISS is part of a portfolio of planned procurements that includes the AJW Configuration Management Services (ACMS) contract and the Business and Financial Management Services (BFMS) contract, which are planned as Small Business set-aside contracts. Draft SOWs for ACMS and BFAS were provided as part Market Surveys/RFIs released in October 2021; no substantive updates have been made to the ACMS and BFAS requirements since the October 2021 release.

The FAA’s current planning for AISS envisions multiple awards, one award based on an unrestricted solicitation and awards to Small Businesses in each of the following socio-economic categories:

• 8a,

• Hub Zone;

• Woman-owned Small Business (WOSB);

• Economically-disadvantaged Woman-owned Small Business (EDWOSB);

• Service-Disabled Veteran-Owned Small Business (SDVOSB); and

• Small Business.

Each contract is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract in which work in authorized under separately issued task orders. Each task order will have a distinct SOW and identify project-specific requirements, such as programs to be supported, the place of performance, deliverables, and other pertinent information.

Since the Market Survey/RFI released in October 2021, the AISS requirement has been restructured to focus on new initiatives for which AJW is currently involved or is expected to be involved. The scope of the required functional support is relatively unchanged since the previous release, but the AISS SOW has been updated to identify the new initiatives and the objectives of each initiative. Task Orders issued to support one or more of the new initiatives may draw upon any combination of the required functional support areas identified in Section 4 of the AISS SOW. Awards to Small Businesses are expected to be based upon a subset of the new initiatives and/or functional areas; i.e., Small Business will not be required to possess the capabilities and resources to address all of the new initiatives and functional areas identified in the AISS SOW.

The anticipated NAICS code for this action is 541690 (Other Scientific and Technical Consulting Services).
