THE PROJECT 1.0

Diamer Bhasha Dam is proposed to be constructed across the Indus River. The main purpose of dam is to generate hydroelectric power as Pakistan does not have large proven reserves of fossil fuel and scarce availability of natural gas also to improve irrigated agriculture to meet future demand and to compensate for depletion of storage by sedimentation in existing reservoirs. Main dam will be a roller compacted concrete

(RCC) gravity type structure with a maximum height of 272 m above the rock foundation.

Dam will provide 8.1MAF Gross storage and 6.4 MAF Live storage of water for supplementing irrigation supplies. It will enhance the potential life of Tarbela reservoir by 35 years. The Installed capacity of dam is 4500 MW with an average annual energy generation of 19,208 GWh.

SUMMARY OF STUDIES 2.0

The Government of Pakistan (GOP) started a process to formulate a comprehensive programme for development of water storages and hydropower generation so as to cater for the country’s future needs. WAPDA in assistance with CIDA explore hydroelectric power sites with a view to meeting the long term power needs of Pakistan. The Canadian

Company, Monenco carried out a Ranking Study in the upper reaches of River Indus, River

Jhelum above Mangla, and in Swat and Chitral Basins, identifying twenty five (25) promising potential sites for hydropower generation. The Inventory and Ranking Study submitted by Monenco in November 1982 concluded that the first-ranked project providing both storage and power is located on the Indus River at Basha. After selection of the site the development process started which consists of different levels such as

Feasibility Design Study, Tender Design and Construction of the project. So far following studies have been completed, which includes a set of various other sub-studies there detail description is in the following section;

1. Planning and Design Stage by Monenco, 1984

3.2 NEAC FEASIBILITY STUDY

This feasibility report commissioned by WAPDA has been carried out by consortium of

NEAK consultants in which NESPAK is a lead firm. The feasibility comprise of two phases where the initial task was to identify the optimal dam site and dam type. A concrete gravity dam on previously identified axis was considered to be the best choice from cost and safety aspects. Feasibility study concluded that A gravity dam containing 11 millioncubic meters of roller compacted concrete ( RCC) with an effective structural height of 281 m above lowest height of foundation, a spillway in the dam body with a discharge capacity of 18132 cumecs. Irrigation, flood discharge and sediment sluicing outlets built into the dam, two underground power houses in rock caverns, each comprising six 375

MW power turbines. each turbine has its own intake, upstream surge shaft and penstock.

Report comprise of 12 volumes. Primarily comprise activities involving site investigations, analysis of data and information, preparation of design criteria, carrying out analyses using computer models, computation for establishing project parameters, preparing feasibility level engineering designs of all components of the project including maps/drawings and write- ups. Following aspects have been covered; Hydrological and sedimentation, Geological and geotechnical, Geo engineering, Layout planning, Hydraulic design, Structural design, Electrical and mechanical, Construction materials, Construction planning, Environmental impact assessment and resettlement issues, Cost estimates and

Economic and financial aspects.

The PoE report identified some of the deficiencies in the feasibility study and recommended further field investigations and studies to establish the feasibility of the proposed project. As a consequence of these substantive comments of PoE, the study of

MONENCO was considered as preliminary feasibility study. Panel of expert’s report 1 is to review and comments on TASK 1 report of February 2003. The scope includes all project features with the objective of achieving the optimum feasible dam axis and dam type with associated layout.

The PoE in there 2nd report i.e. July, 2003 accepted the dam location and type under the condition of proper risk analysis. After that NEAC further refined their study and presented a Draft Feasibility

Report in June, 2004. The PoE in their third report i.e. June, 2004 concluded that the project as presented by NEAC is technically feasible and apart from that they identified particular areas of special attention.

3.3 LAYMAYAR NDC DESIGN AND TENDER DOCUMENTS

WAPDA formed a consortium DBC (diamer basha consultant) led by Laymayar international of Germany and three local consultant for undertaking “review of feasibility report, engineering design, tender drawings/documents of diamer basha dam project” which necessitated resulted in substantial modifications including location and height of the dam, diversion arrangement and positioning of underground power houses. Report describes the resultant modification to the project configuration including reestablishment of its technical viability on the basis of additional studies and investigations.

After reviewing NEAC’s feasibility report, experts of NDC comes out with the finding that site D was unsuitable for the dam site instead dam axis moved back to previously investigated site C,40 km downstream of Chillas on indus river(on site C about 1km downstream of site D for that they develop project layout and exploratory investigation program to conform that conditions at C were appropriate for the unprecedented high

RCC dam. Main dam’s Maximum height above bed rock is 272 m. Type of the dam is Roller compacted concrete (RCC). Crest elevation of Main spillway is 1145.5m. There are 14 number of gates ,size of each is 11.5mx16.24m. Reservoir full supply level is at elevation

1160 m and minimum operating level is at 1060m.gross storage capacity of 8.1 MAF and live storage capacity of 6.4 MAF

Report comprise of 7 volumes. Volume 1 of Design report of civil works contains study of physical conditions and data, volume 2 contains project layout and construction study, volume 3 based on hydraulics, volume 4 is about RCC DAM, volume 5 based on power scheme civil works, volume 6 on geotechnical and seepage control aspects, volume 7 comprise of structural calculations.

4.2 SEDIMENTATION REPORT

Preliminary tests were already performed by HRS by filling the space between the upstream cofferdam (crest elevation 1000 m) and the dam. For these tests the available sand was applied with a mean grain size of 0.2 mm. These tests were performed by operating the 4 low level outlets, with a total discharge capacity of 1600 m3/s at a reservoir elevation of 1005 m.

In the meantime the design studies have revealed that more efficient sluicing can be performed by modification of two diversion tunnels into sediment sluicing tunnels. The discharge in each tunnel shall be controlled by 2 gates 6.5 m wide and 10 m high. These two Tunnels (No.1 and No.2) shall be lined with concrete.

In order to verify the sluicing capacity of these tunnels additional model tests with a movable bed shall be performed. it was already agreed that these tests provide only qualitative information because the sediment cannot be scaled down for a scale 1:80 and the upstream is limited by a length of 4 km. Nevertheless such tests will provide some useful information about the sluicing procedure.

The detail list of documents received is presented in appendices.

4.3 SEISMIC HAZARD EVALUATION FOR THE DIAMER BASHA DAM SITE

This report is the final release of the results of the probabilistic seismic hazard assessment

(PSHA) performed for the site of the proposed Diamer Basha Dam situated on the Indus
