About this file

This is an AIA Standard Form of Agreement (Document A101-2017) between an Owner and Contractor for a stipulated sum construction project, which serves as the master contract framework for the Davenport Tile Boring Replacement project issued by the Iowa Department of Transportation. The document establishes the contractual relationship for a comprehensive infrastructure improvement initiative involving subdrain pipe replacement, steel encasement, topsoil management, mulching, seeding, silt fence installation, and traffic control. Specific deliverables include 544 linear feet of 4-inch subdrain plastic pipe, 325 cubic yards of topsoil management, 50 linear feet of steel encasement, and 0.20 acres of mulching and seeding. The bid opening is scheduled for May 7, 2025, at 5:25 PM CDT, with a bid closing deadline of May 29, 2025, at 1:00 PM CDT. Site visits are permitted Monday through Thursday between 10:00 AM and 2:00 PM, with specific safety requirements for interstate shoulder access. The estimated project completion date is November 15, 2025. The agreement incorporates AIA Document A201-2017 (General Conditions of the Contract for Construction) by reference and establishes the framework for contract administration, including provisions for commencement dates, substantial completion milestones, contract modifications, and dispute resolution procedures.

The agreement defers specific pricing details to the completion of the forms provided, with payment terms structured as monthly progress payments based on architect-certified applications, with retainage provisions and final payment upon substantial completion. The Iowa Department of Transportation, as a tax-exempt agency, does not require Davis-Bacon prevailing wage compliance for this project. Contractors must be registered with the Iowa Department of Workforce Development and may be required to provide performance and payment bonds if the contracted amount exceeds $25,000. The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Evaluation criteria include cost, meeting mandatory requirements, proposed staffing, and work schedule. The project includes construction of a new wood pole building over existing precast L panels at the Adair location and demolition of an existing salt storage hoop building. Payments will be processed monthly, covering up to 95 percent of the value of work performed, with deliveries designated as F.O.B. Destination.
