About this file

This document is an Addendum to a Solicitation issued by the State of Florida, Agency for Health Care Administration (AHCA), to procure a Statewide Health Information Exchange (HIE) Service. The Addendum provides the Agency's responses to written questions and modifies the Submission Requirements and Evaluation Criteria Components (Technical Response) in Exhibit A-4. The solicitation seeks a vendor to provide Florida HIE services, including Event Notification Service, Automatic Retrieval of Clinical Health e-Records, and support for public health data registries and patient care coordination. The contract term is not specified, but the Agency requires the vendor to implement and maintain the HIE services.

The solicitation does not provide details on pricing terms, set asides, or funding requirements. It indicates the current vendor claims the existing Enterprise Architecture is proprietary. The Agency will conduct an initial IT security risk score scan on the selected vendor and provide periodic or continuous security monitoring through an information security rating service.

We are very interested in responding to the State of Florida's RFP [RFP

Number] and believe that our proposal can deliver significant value.

However, we seek clarification regarding the requirement for an Original

Proposal Guarantee of $1,745,000.00.

Given the substantial amount, we would like to explore if there are alternative methods or a reduced guarantee that would still demonstrate our firm commitment to fulfilling the contractual obligations upon acceptance. We are prepared to provide other forms of financial assurance or performance bonds to support our proposal.

The Agency will not accept an alternative to an Original Proposal

Please ellaborate on how FL HIE differentiates between the two bonds that are needed. Our understanding is that the Proposal Guarantee =

$1,745,000.00 and that would be for when the contract is awarded to when the contract is signed. Then the Performance Bond would take effect after the contract is signed and is 4.5% of the resulting contract
