About this file

This is a Questions and Answers document for a state or local beer tent concession operation contract solicitation (B-51236). The Department is seeking a vendor to operate beer and beverage concessions across six locations at what appears to be a fair or festival, including three dedicated beer tents (Village of Cultures, Reisch Pavilion, and The Shed) and three additional permanent structure locations. The vendor will receive exclusive pouring rights for beer and beverages at these designated areas. The contract requires the vendor to provide portable restrooms at each beer tent location for public use, as no permanent restroom facilities exist at these sites. The Department anticipates providing the successful bidder with comprehensive information regarding exclusive beverage providers, sponsorships, and authorized vendors upon contract award.

Historical sales data from the 2025 Fair indicates approximately $630,372 in beer sales, though the Department notes this represents its best estimate given that prior contracts contained different payment formulas and requirements than those in the current solicitation. The successful bidder will also receive programming schedules and area schematics to support operational planning. The Department clarified that sponsorship arrangements and beverage provider information are not relevant at the solicitation stage and will be disclosed post-award, along with all specifications regarding exclusive service providers and authorized vendors operating on the fairgrounds.

AGR-ISF-Beer Tent Concession Operation B- 51236 1.) In para 1.1.1 you state that the solicitation is for six different locations, however in 1.1.3 you only mention three different tents. Can you please clarify? Are three of the location’s tents and three others permanent locations?

This contract allows for serving at a combination of tents and fixed structure locations. Section 1.1.3 identifies additional locations (“This contract gives Vendor exclusive pouring rights to dispense beer and beverages in three different beer tents, the Village of Cultures, Reisch Pavillion and The Shed”); please see sections 1.1.3 and 1.1.4 for full details.

2.) Do you have sponsorships with beverages in place already for the fair?

This information is not relevant to the solicitation at this stage. The successful bidder will be provided with all specific information regarding exclusive providers of services on the Fairgrounds, sponsorships, and authorized vendors, as identified in the contract.

3.) Do you have any historical sales data?

For the 2025 Fair, total beer tent sales, of beer only, were approximately $630,372. Please note that this is the Department’s best estimate of such, as prior contracts had different contract requirements and payment formulas than what is proposed in this solicitation.

4.) Can you provide a list of programming and a schematic or map of the area?

See below. Also provided under attachment A with this Q&A.

5.) Your request for portable restrooms are those for the public or for the workers at the beer tent?

Under this contract, the vendor is required to provide portable restrooms at each beer tent (see 1.2.8 for details). Those are for use by anyone in the beer tents. There are no permanent restroom facilities located in any of the beer tent locations.
