About this file

This is a Question and Answer document issued by the Illinois Department of Agriculture regarding the Beer Tent Concession Operation contract for the Illinois State Fair. The solicitation seeks a vendor to operate beer tent concession services at designated fair locations under the Illinois Procurement Code. Questions from potential bidders were accepted until the close of business on March 19, 2026. The awarded vendor will be responsible for all operational aspects of the beer tents, including securing necessary permits and licenses (state liquor licenses, dram shop insurance, county and state permits, and alcohol service certifications), obtaining their own contracts with service providers such as tent rentals and portable restrooms, and managing all operational expenses including supplies, internet, security measures, and staffing as outlined in contract sections 1.2.1 through 1.2.19 and section 1.4. The Department will provide only utilities (including internet) and retain 24/7 security officers on the fairgrounds, though specific contract security is the vendor's responsibility.

The contract will be awarded to the highest bidder based on return to the State. Based on 2025 Fair data, total beer tent sales of beer only approximated $630,372, though this figure is subject to variation due to differing contract requirements in previous agreements. The vendor must comply with specific operational requirements, including prohibition of Styrofoam products and restriction of beverages to sealed aluminum cans, plastic bottles, or plastic cups with no glass allowed. Waste management responsibilities require the vendor to transport trash and recycling to a mutually agreed-upon street-side staging area for Department collection and disposal. The vendor is solely responsible for identifying all required licenses, permits, and certifications necessary for operations, and dram shop insurance coverage amounts are determined by the vendor.
