AG-9AC7-S-13-0112 1 Mt Hebron Barracks Amendment 4 Questions and Answers

Mt Hebron Barracks Complex

AG-9AC7-S-13-0112

Questions and Answers – 8/15/2013

Q1: Calling the A&E firm that prepared the specifications to ask questions.

A.1: Contractors and suppliers have contacted the A&E firm that prepared our design specifications. Please note that all questions shall be addressed to the government to the Contracting Officer and the A&E firm personnel will not answer any questions. Questions are best sent by email, they will be reviewed by the Contracting Officer and potentially forward to technical for review. If the government provides an answer it will be by amendment to the solicitation or by answer in this Question and Answer forum.

Q2: Brand name products.

A.2: It is not the government’s intention to limit products to only those that may be mentioned in the solicitation. Product names and model numbers are meant to convey the kind, type and value we intend to achieve in this project.

Q. 3 Will you please provide the ground snow load/building design load in order to get the proper snow retention setup for this project and its location?

A.3: This information is provided in drawing T1.0, under caption Design Loads.

Q. 4 To confirm which metal panel to use, the specifications does say a standing seam panel but it would be better to use a vertical seam or a “rib” style standing seam panel.

A.4: A Klip Rib roof or approved equal roofing system is specified. This has been used locally and proven very successful.

Q. 5 Concerning the snow retention system. There is no real specification calling out exactly the type of snow retention system to use. Although the plans call for a “fence” style, if this is used the pads will be directly fastened through the metal roof for attachment. If a pad style is used (non-fence style) they can be adhered to the roofing panel.

A.5 Section 07700, paragraph 2.01.C specifies the Alpine S5! ColorGard system. This system can be attached to the specified Klip Rib metal roof with the proper clamps.

Q. 6 Is a Geotechnical report available?

A. 6 There were no unusual soil conditions present and Division 2 should cover excavation and compaction requirements. The design soil bearing pressure and frost depth are noted in the structural drawing notes.

Q.7 Mechanical specification 15500, paragraph 3.15.A, requires an Independent Testing firm be certified with the Associated Air Balance Council (AABC). Is it permissible op be certified with the TABB (Testing, Adjusting & Balancing Bureau) rather than AABC.

A.7 TABB certification is acceptable.

Q.8 Does the USFS have water flow information for the site for Fire Protection Design parameters? (i.e. Static Pressure/Residual Pressure/GPM flowing from the nearest hydrant).

AG-9AC7-S-13-0112 2 Mt Hebron Barracks

A8. No info is available on water flow or pressure at the building site. The water supply is via 3” lines running under Santa Clara Ave. to a Forest Service owned 11,000 gallon storage tank with two duplex controlled centrifugal pumps, each capable of delivering 55 GPM against a TDH of 140 feet.

Q9. Do you have footing sizes, and interior footings and size, and slab or raised wood floors on the building to demo.

A9. The structures indicated on drawing C2.0 to be demolished are a combination of raised foundation and slab on grade. Footing sizes are not known.

Q10. Do the leach fields have to be capped or removed in total.

A10. Leach fields can be abandoned in place, but should be capped where disconnected from the septic tanks.

Q11. Which trees and shrubs are to be removed or left.

A11. All vegetation (including shrubs, trees and several large stumps) within the demolition limits on drawing C2.0 shall be cleared and grubbed per specification section 02050, with the exception of trees not interfering with the new construction as indicated on drawing C1.0. Note that all vegetation on the site is not shown on drawing C2.0. All trees to be removed shall be marked by the contractor and verified between the jobsite superintendent and the COR in advance of removal.

Q12. The address for the project is indicated as Santa Clara Avenue, investigation suggests the site is situated south one block on Sacramento Avenue.

A12. Santa Clara Ave is correct. Google Maps and Google Earth show it incorrectly, as well as may others.

Q13. Specifications Section 02050 – Clearing/Grubbing/Demolition/Debris Removal (issued under Addendum 1) includes Hazardous Materials mitigation information. The Inspection findings make reference to Residence 2, Residence 3, Residence 4, Residence 5 and Shed &Garage, and include the statement “See map for numbering of buildings”. There was no “map” included with the Addendum. Additionally, DWG C2.0 identifies the existing buildings as Residence 2, Residence 4, Residence 5, Garage, and Sheds. We find no Residence 3 on that DWG.

A13. The demolition of Residence 3 as indicated in the report (and shown as Residence 1017 on drawing C2.0) was removed from the project. The “map” referred to in the report is drawing C2.0. The circled residence numbers 2, 4 and 5 coincide with the report numbering. The two sheds are associated with residence 5 in the report. The garage behind residence 4 has no asbestos, but as the lead paint portion of the report states, peeling green trim paint on any of the buildings should be abated for lead hazard.

Q14. Specifications Section 07200 – Building Insulation (Section 2.01, F) describes 1” thick rigid insulation for the “foundation”. The foundation details on DWGS A3.2, A8.1 and S2.2 show no insulation.

A14. Strike out section 07200, paragraphs 2.01.F and 2.01.G

AG-9AC7-S-13-0112 3 Mt Hebron Barracks

Q15. Specifications Section 11451 – Residential Appliances/Furniture (Section 2.1, A) identifies an electric range, but describes a gas-range (with electronic ignition, gas burners, etc.). No LPG gas piping is indicated on DWG P2.0 drawings for the ranges. A 50A/240V power circuit for each range is indicated on DWGS E1.0 and E3.0.

A15. Section 11451 will be revised to specify correct range.

Q16.. Specifications Section 11451 – Residential Appliances/Furniture (Section 2.1, A) does not list a specified Dishwasher, no dishwashers are indicated on DWGS A2.1 or A5.1, and no provisions have been made on the Plumbing or Electrical DGWS for dishwashers.

A16. A dishwasher is not specified.

Q17. DWG A5.1 (Interior Elevations 10 and 12) does not show FRP wainscot on the walls in Utility/Laundry Room 3. We assume this is an oversight, and plan to include FRP on all walls in this room.

A17. FRP is specified on two walls in the Utility Room as shown in details 9 and 12 on drawing A5.1.

Q18. Detail 16/A8.1 indicates the finished floor elevation at 6” (min) above exterior grade.

Detail 2/S2.2 indicates the finished floor elevation at 8” (min) above the exterior grade.

A18. Detail 16/A8.1 shows 6” clearance between finished grade and bottom of siding, while Detail 2/S2.2 shows 8” from finished grade to top of floor slab.

Q19. Based on question above, the exterior grade will either be 6” or 8” below the finished floor elevation (58.50). Since the exterior porches and entryways are to be at or near the finished floor elevation (per DWG C3.0), the thickness of concrete sidewalks and walkways that meet the porches will also need to be 6” to 8” above-grade. Detail C on DWG C6.0 shows walkways as 4” thick, and at grade.

A19. Finished earth grade at building edges will be 8” minimum below top of floor slab as shown in Detail 2/S2.2. Detail C/C6.0 is correct. The subgrade elevations for the porches and sidewalks should be set so that the finished elevations conform with those shown on drawings C1.0 and C3.0.

Q20. DWGS C1.0, C3.0, C4.0 (etc.) shows the scope of the paving work, including curbs, walkways, asphalt paving and pavement markings. They show two (2) handicapped parking stalls, with a curb-cut & ramp located between them, and no concrete wheel stops are shown for any of the parking stalls. Detail 1/C6.0 shows a concrete wheel stop for one handicapped parking stall, but does not indicate there is a second handicapped parking stall.

A20. Detail 1/C6.0 has been modified to clarify accessible stalls, wheel stops and to remove tactile surface not required under ABA standards applicable to federal facilities.

Q21. DWG A2.1 shows the west wall of Utility/Laundry Room 3 as Wall Type B1 (6-3/4” thick and insulated). What is the purpose of this interior, non-load bearing wall being 6-1/4” thick…and insulated? Why not Wall Type B (4-3/4” thick, non-insulated?

A21. Wall is thicker to accommodate the fire extinguisher cabinet and insulated with the rest of the walls to reduce sound transmission within this multi-occupant residential building.

AG-9AC7-S-13-0112 4 Mt Hebron Barracks

Q22. DWG A2.1 – Floor Plan - shows the north wall of Showers areas in the Bathrooms as Wall Type C (wall thickness as required…and un-insulated). Should not this exterior wall be insulated?

A22. Yes. Refer to Detail1/A8.1.

Q23. DWG M2.0 – Mechanical Plan – Does not show exhaust vent piping or soffit grilles for the Range Hoods. Specifications Section 11451 – Residential Appliances/Furniture (Section 2.1, B) calls for ducted venting for the hoods.

A23. See west elevation on drawing A3.1 and the revised hood description in section 11451. There is no soffit grille for the range hoods.

Q24. DWG A3.2 – Bldg. & Wall Sections – Plan note on Detail 24 calls for ¾” plywood walking platform, con’t in the attic space. Please clarify the “con’t”. Is the entire attic space to have a plywood walking platform, or just the taller 6’ wide centered space (between the vertical truss braces)?

A24. CONT. means continuous, See Drawing T1.0 – left side has definitions of abbreviations. This platform runs across multiple trusses as shown on drawing S3.0.

Q25. DWG A8.2 – Window Schedule & Details – The Window Schedule calls for the window material/finish to be WD/fFIBERGLASS. Specifications Section 08561 indicates the windows are to be PVC (Vinyl).

A25. The window schedule on A8.1 is incorrect. Windows shall be vinyl as specified in section 08561.

Q26. DWG P1.0 – Plumbing Cover Sheet – The Pipe Material Schedule calls for PEX for water lines above and below the slab. Detail 4/P3.0 also references PEX for the building water system Specifications Section 15400. 2.03-C calls for copper pipe, for both. The DWV specified is ABS. Can PVC DWV piping be substituted as an equal?

A26. Replace “PEX” on drawing P1.0 and P3.0 with “Copper”. PVC DWV piping can be substituted as an equal.

Q27. DWG P2.0 – Plumbing Plan – The Drain Waste and Vent Plan does not indicate floor drains in either Bathroom, or in the Utility Room. Specifications Section 01060 – Regulatory Requirements - requires that our work comply with the California Plumbing Code (CPC).

Commonly when there are restrooms that have multiple "fixtures” (i.e. sinks/faucets, toilets, showers) the CPC will require floor-drains.

A27 Floor drain and trap primer systems were revised on drawings P1.0 and P2.0 (amendment 4). Depressed slabs for drains are revised on drawings S2.0 and S2.1

Q28. On DWG. P2.0, drain waste and vent plan, the mechanical room shows DF-1 and DF-

2. These are not in the schedule. Is this a typo and meant to be FD-1 and FD-2 and if so where is the second floor drain as only one is show in the plan?

A28. See revised drawings P1.0 and P2.0

AG-9AC7-S-13-0112 5 Mt Hebron Barracks

Q29. From the plan and the drain downs it appears that all water lines are meant to run overhead in the attic, even though a cross section doesn't show this. Please clarify if this is the case and there is not meant to be any main water lines to be run under slab.

A29. Lines run under the slab. The drains are meant for a raised foundation application and will be deleted from the revised drawing.

Q30. Division 2 - Abatement Work-Is there more clarification and details on what and how this abatement work is to be completed.

A30. No. Based on the lead and asbestos findings listed in section 02050, a subcontractor familiar with this work should be able to price abatement in accordance with California standards.

Q31. Division 9 Finishes-Vinyl flooring and rubber base are listed on the finish schedule no specifications for them.

A31. No vinyl flooring is required. See the revised finish designations on drawing A2.1 for the 3 storage rooms off the hallway and the kitchen. The finish schedule on drawing A9.1 has been revised as well to add a tile/rubber base flooring combination. Specification section 09650 has been added for the rubber base.

Q32. Division 15 - The specified Heat Pump condensing unit (25HPA6) is no longer made/available. May want to consider 25HNB9 (17 SEER, 9.5 HSPF, and 13 EER) as possible replacement model??

A32. A newer model with equivalent capacity and efficiency is acceptable.

Q33. Division 16 Electrical -According to the plans the 2010 CEC is in effect which means if I understand them correctly that circuits supplying receptacles, lights, and other general purpose appliances are required to have combination AFIC circuit breakers not just bedrooms?

A33. The 2010 CEC is based on the 2008 NEC. According to the designer, install AFCI’s as shown on the plans.

Q34. Wire size for the 200 amp services in the barracks call for 1/0 Cu when the spec book calls for 3/0. Is the spec book is correct? This also shows up in the size of the gas and water bonds.

A34. Both building feeder wire sizes (F2, F3, F5 & F6) should be 2 - #3/0 and 1 - #1/0 with a #2 GRD. All conduits can be 2 inch. The bond wire for the gas and water piping shall be #6 rather than #8 as shown in the building grounding note on drawing E1.0. The electrical drawings have been revised accordingly.

Q35. The lights in the restrooms should have emergency backup? They are labeled as A1 and should there be one A1E in both restrooms?

A35. Not required for residential occupancy per the designer.

Q36. Has the existing water, sewer and leach lines been tested for asbestos? Are all of the underground utilities to be removed or can they be abandoned in place?

AG-9AC7-S-13-0112 6 Mt Hebron Barracks

A36. No, however none are specified to be removed, unless they interfere with the new construction. Besides removing the septic tanks, all utility lines to be capped and abandoned, unless they interfere with the new construction.

Q37. We have tried to contact Asbestos Science Technologies to request a full Hazmat Report and they have not returned our email or telephone call. Is a full written report available?

A37. The contents of the report were incorporated in section 02050.

Q38. Will CAD drawing files, or surveys be available in order to establish locations of buildings and utilities?

A38. Survey information to locate new buildings will be provided.

Q39. Drawing C1.0 does not provide for future telephone or electrical service to the future building. We suggest installing these conduits in Phase 1.

A39. Provisions for future electrical are incorporated in this project. Water and telephone are accessible without impacting this new construction.

Q40. Is a Soils Report available?

A40. No. The design incorporates soil conditions.

Q41. Is the Government or Contractor responsible for disposal of the fuel tanks at Buildings 2& 4?

A41. The government will remove both kerosene tanks and the associated Monitor heaters.

Q42. Revised Specification 2050 issued in Amendment 1 refers to a Residence 3 in Part

5. Drawing C2.0 does not list a Residence 3. Please clarify.

A42. That building is not part of this project.

Q43. A subcontractor is saying that the cabinets are to be pre-fabricated by a listed manufacturer. I have looked at spec section 12356 for Kitchen Casework and I do not see anything regarding pre-fabrication or a listed manufacturer.

A43. Cabinets must bear the “Certified Cabinet” seal from the Kitchen Cabinet Manufacturers Association. Paragraph 2.1A lists IXL Cabinets – Branford Style. This is Armstrong and indicates an example of the quality and style we want. Others manufacturers with an equivalent product may be submitted for approval.

NOTE: The government does not intend to answer individual questions and answers after close of business, Monday August 19.
