1.02 GENERAL REQUIREMENTS
A. The General Conditions of the Contract for Construction (AIA Document A201), Supplementary Conditions and General Requirements apply to the Work and all Specification sections and all are complimentary unless specifically noted otherwise in Owner's bidding and Contract Documents.
B. Comply with additional requirements and conditions noted on the contract drawings.
C. Comply with LEED requirements, Section 01 81 13.
1.03 SUMMARY OF WORK
A. The Project includes the new construction of a 7,600 square feet office building, and a 4,400 square feet warehouse building, and the sitework to develop a 7.5 acre site in Acton, California (including sitework for a new fire station by others) as the Santa Clara Mojave Rivers Ranger District Station for the Angeles National Forest. The project is located at 33708 Crown Valley Road, Acton, California 93510.
1. The Work specifically includes all work as represented by the Drawings and Project Manual issued for construction and subsequently approved revisions and addenda.
B. If certain features are not fully shown or called for on the Drawings, their construction shall be of the same character, quality and level of performance as for similar conditions that are shown, called for, or reasonably inferred.
C. Provide all labor, equipment, and materials that are required to provide a complete, properly operating, and safe building. The extent of the Work, as indicated on the Drawings and as described in the Specifications, shall include all that may be reasonably inferred to be required for the proper execution or installation of Work and for complete systems.
D. The Drawings shall be recognized as diagrammatic in nature and not completely descriptive of all requirements for construction. Whatever work may be specified and not drawn or drawn and not specified is to be executed as fully as if described in both of these ways; and, should any workmanship or material be necessary which is not either directly or indirectly noted in these Specifications or shown on the Drawings but is nevertheless necessary for the purpose of properly carrying out the obvious intention thereof, the Contractor is to understand the same to be implied and is to provide for the same as fully as if it were particularly described or delineated.

E. Verify existing conditions and proposed dimensions before commencing work.
1. Determine dimensions where necessary.
2. Immediately notify Contracting Officer of any discrepancies and, until they are resolved, do not proceed with affected work.
1.04 SCHEDULE OF VALUES
A. Submit schedule on AIA Form G703 unless noted otherwise in Owner's bidding and Contract Documents.
B. Submit schedule of values in duplicate within 15 days after date of Owner-Contractor agreement.
1.05 APPLICATIONS FOR PAYMENT
A. Submit two copies of each application on AIA Form G702 unless noted otherwise in Owner's bidding and Contract Documents.
D. Content and Format: Utilize Schedule of Values for listing items in Application for Payment.
E. Other payment application requirements shall be per General Conditions.
1.06 CHANGE PROCEDURES
A. Refer to Federal Acquisition Regulation (FAR) for Contract Amendments.
1.07 REQUEST FOR INFORMATION
A. Contractor request for information shall be requested on a "Request For Information" (RFI) form approved by the Contracting Officer. This form must have, as a minimum, a "Contractors Recommended Solution" section along with a project impact section. Failure to submit questions on this form or failure to complete “Contractors Recommended Solution” will be cause for rejection of the Request for Information by the Contracting Officer. The Contractor must indicate if there will be a cost or time impact for the complete "Contractors Recommended Solution", at the time of submission. Contractor is not obligated to identify the extent of cost or time impact at the time of submission.
B. The Contractor shall maintain an RFI log to track information pertaining to the RFI and its response.
C. Contracting Officer will endeavor to respond to RFI's within 5 working days from the date the
RFI is received from the Contractor. However, depending on the RFI, response time might be shorter or longer. Contractor shall perform coordination efforts required to generate RFI in a timely fashion, so as not to adversely impact the schedule.
1.08 COORDINATION
A. Coordinate scheduling, submittals, and Work of the various sections of specifications to assure efficient and orderly sequence of installation of interdependent construction elements.
B. Verify utility requirement characteristics of operating equipment are compatible with building utilities.

C. Coordinate space requirements and installation of mechanical and electrical work that is indicated diagrammatically on drawings. Follow routing shown for pipes, ducts, and conduit, as closely as practicable.
D. In finished areas, conceal pipes, ducts, and wiring within the construction.
E. Verify with Contracting Officer and Architect, prior to installations, exact locations of visible items on walls, floors and ceilings such as outlets, switches, thermostats, vents, exit signs, ADA signs, wall mounted fixtures, etc. unless clearly indicated on the drawings.
F. Provide excess cord on pendant fixtures beyond that needed for suspension shown in drawings.
1.09 FIELD ENGINEERING
A. Establish elevations, lines, and levels; locate and layout by instrumentation and similar appropriate means. Certify that elevations and locations of the work conform to Contract
B. Provide survey work required in execution of the Project. Establish and protect control points prior to starting work, and preserve permanent reference points during construction. Make no changes or relocations without prior written notice to the Owner and Contracting Officer. Report when any reference point is lost or destroyed, or requires relocation because of necessary changes in grades or locations. Require surveyor to replace project control points that may be lost or destroyed. Establish replacement based on original survey control points.
C. Provide civil, structural, or other professional engineering services specified or required to execute Contractor’s construction methods.
D. Qualifications of the professionals providing the surveying and engineering services shall include registration and active licensing in the State of California. Submit name and address of surveyor and professional engineer to Owner for approval prior to commencement of work.
E. Maintain a complete, accurate log of control and survey work as it progresses. Upon request of the Contracting Officer or the Owner, submit documentation of field engineering.
1.10 CUTTING AND PATCHING
A. Contractor shall be responsible for all cutting, fitting, and patching required to complete the work and to:
1. Make its several parts fit together properly.
2. Uncover portions of the work to provide for installation of ill-timed work.
3. Remove and replace defective work.
4. Remove and replace work not conforming to requirements of Contract Documents.
5. Provide routine penetrations of non-structural surfaces for installation of electrical conduit, plumbing, and duct work.
6. Remove samples of installed work as specified for testing.
1.11 CONFERENCES
A. Contracting Officer will schedule a pre-construction conference for all affected parties prior to commencing Work.

B. When required in individual specification section, Project Superintendent will convene a pre-installation conference at project site prior to commencing Work of the section.
1.12 PROGRESS MEETINGS
A. Contracting Officer and Contractor shall coordinate with each other to schedule site or telephone conference meetings throughout progress of the Work.
1.13 SUBMITTAL PROCEDURES
A. Complete a submittal form to identify Project, Contractor, Subcontractor or supplier, and pertinent
Contract Document references, and submittal number and revision number. Submit only items indicated on Contract Documents.
B. Apply Contractor's stamp, signed or initialed, certifying that review, verification of Products required, field dimensions, adjacent construction Work, and coordination of information is in accordance with the requirements of the Work and Contract Documents. Contracting Officer will not review submittals that do not bear Contractor’s approval stamp and will return them without action.
C. Clearly identify all variations from Contract Documents. Identify all product or system limitations, which may be detrimental to successful performance of the completed Work.
D. Clearly identify and indicate the application and location of each product within the Project.
E. Revise and resubmit submittals as required; identify all changes made since previous submittal.
F. Unless otherwise noted in a specific section of the Specifications, provide the Contracting Officer with the sum of the number of copies to be returned to the Contractor plus two copies for the Contracting Officer and consultants and one copy for the Owner. However in the case of material samples, provide three of each unless otherwise noted in the respective specification section.
G. Contracting Officer will review each properly executed submittal, make marks to indicate corrections or modifications required, and return it, generally within 10 working days of receipt.
Major submittals or shop drawings might require longer review time. Contracting Officer will reject and return submittals not complying with requirements. Contracting Officer will stamp each submittal with an action stamp and will mark stamp appropriately to indicate action taken, as follows:
1. NO EXCEPTIONS TAKEN (NET) - Accepted subject to its compatibility with future submittals and additional partial submittals for portions of the work not covered in this submittal. Does not constitute approval or deletion of specified or required items not shown on the submittal.
2. MAKE CORRECTIONS NOTED (MCN )- Same as 1. above, except that minor corrections as noted shall be made by Contractor.
3. REVISE AND RESUBMIT (R&R) - Revise as noted and resubmit for further review.
4. REJECTED (REJ) - Submitted material does not conform to Contract Documents in major respect, and is not acceptable. Resubmit per Contract Documents.
5. Submittals not required by the Contract Documents will not be reviewed and may be discarded or returned marked “Not Reviewed.”
1.14 CONSTRUCTION PROGRESS SCHEDULES
A. Refer to Federal Acquisition Regulation (FAR).

1.15 PROPOSED PRODUCTS LIST AND SUBMITTAL SCHEDULE
A. Within 30 days after date of Owner-Contractor Agreement, submit to Contracting Officer complete list of major products proposed for use, with name of manufacturer, trade name, and model number of each product.
B. Within 30 days after date of Owner-Contractor Agreement, submit to Contracting Officer complete schedule of submittals. Include anticipated submittal date for each item or division.
Submit proposed submittal numbering system including specification section titles, Contracting Officer’s processing time and scheduled date for Contracting Officer’s final release or approval.
Identify key submittals that will impact critical path schedule.
1.16 SHOP DRAWINGS
A. Submit the number of blue line prints or copy machine reproductions that the Contractor requires, plus four additional copies that will be retained by the Contracting Officer and the Owner unless otherwise called for in Specification Section.
1.17 PRODUCT DATA
A. Submit the number of copies that the Contractor requires, plus four copies that will be retained by the Contracting Officer and the Owner unless otherwise called for in Specification Section.
B. Mark each copy to identify applicable products, models, options, and other data. Supplement the manufacturers' standard data to provide information unique to this project.
1.18 SAMPLES
A. Submit samples to illustrate functional and aesthetic characteristics of the Product.
B. Submit samples of finishes from the full range of manufacturers' standard colors or in custom colors selected, textures, and patterns for selection.
1.19 MANUFACTURERS' INSTRUCTIONS
A. When specified in individual specification Sections, submit manufacturers' printed instructions for delivery, storage, assembly, installation, start-up, adjusting, and finishing, in quantities specified for Product Data.
1.20 MANUFACTURERS’ CERTIFICATES
A. When specified in individual specification Sections, submit manufacturers' certificates to
Contracting Officer for review, in quantities specified for product data.
B. Indicate material or product conforms to or exceeds specified requirements. Submit supporting reference data, affidavits, and certifications as appropriate.
1.21 QUALITY ASSURANCE/CONTROL OF INSTALLATION
A. Monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce work of specified quality.
B. Comply fully with manufacturers' instructions.

C. Comply with specified standards as a minimum quality for the Work except when more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.
1.22 INSPECTION AND TESTING LABORATORY SERVICES
A. Contractor will appoint, employ, and pay for services of an independent firm acceptable to the
Owner and Contracting Officer to perform inspection and testing as indicated on Contract
B. The independent firm will perform inspections, tests, and other services as required.
C. Cooperate with independent firm; furnish samples as requested.
D. Re-testing required because of non-conformance to specified requirements will be charged to the
Contractor.
1.23 MANUFACTURERS' FIELD SERVICES AND REPORTS
A. When specified in individual specification Sections, require material or product suppliers or manufacturers to provide qualified staff personnel to observe site conditions and to initiate instructions when necessary.
B. Report observations and site decisions or instructions that are supplemental or contrary to manufacturers' written instructions.
1.24 CONTRACTOR USE OF PREMISES
A. Contractor shall coordinate use of premises with Owner.
B. If the Contractor requests to place a temporary office on site, provide approximately 100 square feet of lockable space for representatives of the Contracting Officer.
1.25 WORKING HOURS
A. Working hours of operation for the Contractor shall comply with the Use Permit Conditions shown in the contract documents.
1.26 TEMPORARY ELECTRICITY
A. If necessary provide and maintain temporary power for construction operations.
B. Provide power outlets for construction operations, branch wiring, distribution boxes, and flexible power cords as required.
C. Provide temporary electrical service to the Contractor’s office trailer (120/240 volt, 100amp) within 15 days of the Notice to Proceed.
D. Contractor shall be responsible for all new utility costs. Owner will be responsible for costs of existing electric service.
1.27 TEMPORARY LIGHTING

A. If necessary provide and maintain temporary lighting for construction operations. Contractor may use existing sanitary facilities.
B. Provide branch wiring from power source to distribution boxes with lighting conductors, pigtails, and lamps as required.
C. Permanent building lighting may be utilized during construction. Replace lamps and repair and clean fixtures at end of construction to new condition.
1.28 TEMPORARY HEAT
A. Provide temporary heating units as required to maintain specified conditions for construction operations.
B. Maintain minimum ambient temperature of 50 degrees F in interior areas where construction is in progress, unless indicated otherwise in specifications.
1.29 TEMPORARY VENTILATION
A. Ventilate enclosed areas to assist cure of materials, to dissipate humidity, and to prevent accumulation of dust, fumes, vapors, and gases. Provide temporary fans or other equipment as required.
1.30 TELEPHONE SERVICE
A. Provide, maintain and pay for telephone, fax, Internet and e-mail service to field office at time of project mobilization within 15 days of the Notice to Proceed.
1.31 TEMPORARY WATER SERVICE
A. Owner to provide water for construction operations.
1.32 TEMPORARY SANITARY FACILITIES
A. Contractor may use existing sanitary facilities. Contractor shall provide temporary sanitary facilities and washing facilities throughout construction as necessary.
B. Maintain in clean and sanitary condition.
1.33 TEMPORARY ENCLOSURES
A. Provide weather protection for materials and installed Work as necessary to provide acceptable working conditions and as called for in the Specification Sections.
B. Completely remove temporary materials, equipment and services when construction needs can be met by use of permanent construction or at completion of the Project.
1.34 PROTECTION OF INSTALLED WORK AND EXISTING SITE IMPROVEMENTS
A. Protect installed Work and provide special protection where specified in individual Specification
Sections.
B. Prohibit traffic or storage upon waterproofed or roofed surfaces.

C. Protect existing site improvements, utilities, trees, and landscaping which are not shown on Drawings as being demolished or removed.
1.35 SECURITY & BARRIERS

1.36 PROGRESS CLEANING
A. Maintain areas free of waste materials, debris, and rubbish. Maintain site in a clean and orderly condition.
1.37 PRODUCTS
A. Products: Means new material, machinery, components, equipment, fixtures, and systems forming the Work, but does not include machinery and equipment used for preparation, fabrication, conveying and erection of the work. Products may also include existing materials or components specifically identified for reuse.
B. Do not use materials and equipment removed from existing premises, except as specifically identified or allowed by the Contract Documents.
1.38 PRODUCTS TRANSPORTATION, HANDLING, STORAGE AND PROTECTION
A. Transport, handle, store and protect Products in accordance with manufacturer's instructions.
1.39 PRODUCT OPTIONS
A. Products Specified by Reference Standards or by Description Only: Any product meeting those standards or description.
B. Basis-of-Design Product Specification: Where a specific manufacturer’s product is named and accompanied by the words “basis of design,” including make or model number or other designation, to establish the significant qualities related to type, function, dimension, in-service performance, physical properties, appearance, and other characteristics for purposes of evaluating comparable products of other named manufacturers.
C. Products Specified by Naming One or More Manufacturers: Products of manufacturers named and meeting specifications, no options or substitutions allowed unless approved by Contracting Officer.
D. Products Specified by Naming One or More Manufacturers with a Provision for Substitutions:
Submit a request for substitution for any manufacturer not named.

A. Contracting Officer will consider requests for Substitutions only within 30 days after date of Owner-Contractor Agreement, or thereafter when a product becomes unavailable through no fault of the Contractor.
B. Document each request with complete data substantiating compliance of proposed Substitution with the requirements of Contract Documents. Request shall be accompanied by contractor’s certification that the function, appearance and quality of the proposed substitution is equal or superior to the specified item and is in full compliance with the Contract Documents, LEED requirements and applicable regulatory requirements.
C. Identify differences between proposed substitution and specified item, and list ways in which substitution affects dimensions, layout, or details of other trades as shown on the drawings.
D. Identify any impact on the schedule and/or cost.
E. Submit requests for Substitution for consideration by the Contracting Officer. Limit each request to one proposed Substitution.
1.41 STARTING SYSTEMS
A. Ensure that each piece of equipment or system is ready for operation.
B. Execute start-up under supervision of responsible persons in accordance with manufacturers' instructions.
1.42 DEMONSTRATION AND INSTRUCTIONS
A. Demonstrate operation and maintenance of Products to Owner’s personnel two weeks prior to date of final inspection.
1.43 CONTRACT CLOSEOUT PROCEDURES
A. Contractor shall submit written certification to the Owner that Contract Documents have been reviewed, Work has been inspected, and Work is complete in accordance with Contract Documents and ready for Contracting Officer's inspection.
B. Submit final Application for Payment to the Owner identifying total adjusted Contract Sum/Price, previous payments, and amount remaining due.
C. Contractor shall notify the Project Inspector and the Contracting Officer in writing of the date the
Project shall be substantially complete. Project Inspector and Contracting Officer shall conduct one inspection at Substantial Completion and one inspection at Final Completion (Final Inspection). Re-inspections shall be charged to the Contractor by Change Order from the Owner and the Owner shall reimburse the Project Inspector and Contracting Officer for the cost associated with such re-inspections.
1.44 FINAL CLEANING
A. Remove grease, mastic, adhesives, dust, dirt, stains, fingerprints, labels and other foreign materials from sight-exposed interior and exterior surfaces, including fixtures, equipment, blinds and windows, etc.
B. All scars, stains, paint marks, tags, and labels (except required labels) shall be removed. Paint work and equipment shall be cleaned and touched up as required.

C. Clean and polish hardware, window frames, and light fixtures.
D. Glass: Both surfaces of exterior and interior glazing of the entire building shall be scraped and cleaned by a professional window washer.
E. Ventilating Systems: Clean permanent filters, and replace disposable filters if units have been operated during construction.
F. Clean all floors. Carpeting shall be vacuumed and professionally cleaned, if required, to remove soil and visible stains. Mop and polish all wood and tile floors in accordance with manufacturers’ written instructions.
G. Clean surfaces of all casework.
H. Clean debris from site, roofs, downspouts, and drainage systems.
I. Remove waste and surplus materials, rubbish and construction facilities from the site.
J. Wash down all paved areas.
K. Immediately prior to final completion or Owner occupancy, conduct an inspection of sight-exposed interior and exterior surfaces, equipment, fixtures, etc., and all work areas to verify that the entire Work is clean.
1.45 ADJUSTING
A. Adjust operating Products and equipment to ensure smooth and unhindered operation.
1.46 PROJECT RECORD DOCUMENTS
A. The Contractor shall maintain updated copies of all project documents at the job site. One record copy of all Contract Documents maintained at the site shall include: Drawings, Specifications, Addenda, Change Orders and other Modifications, Shop Drawings, Submittals, Product Data and samples.
B. The Contractor shall record actual revisions to the Work. Record information concurrent with construction progress. Mark plans, details, and specifications to reflect changes made in construction methods, dimensions, or location of items. Locate utilities, electrical, mechanical and plumbing services on appropriate drawings. Reference Change Order drawings on appropriate plans and details.
C. Specifications: Legibly mark and record at each Product Section, a description of actual Products installed.
D. Record Documents and Shop Drawings: Legibly mark each item to record actual construction.
E. Record Documents shall be kept in a neat and orderly manner, up-to-date at all times, and shall be made available for the Owner’s or the Contracting Officer’s inspection at any time during normal working hours.
F. Upon completion of the project, Contractor shall transfer all information to a complete set of reproducible drawings obtained from and provided by the Owner, and submit two blue line sets to the Contracting Officer for review. After completion of the Contracting Officer’s review, submit

Submit documents to Owner with claim for final Application for Payment.
1.47 OPERATION AND MAINTENANCE DATA
A. Submit two sets prior to final inspection, bound in 8-1/2 x 11-inch page ring binders with cover title: "OPERATION AND MAINTENANCE INSTRUCTIONS", and project name.
B. Subdivide the binder contents with permanent page dividers:
1. Directories, listing names, addresses, and telephone numbers of Architect/Engineer, Contractor, Subcontractors, and major equipment suppliers.
2. Operation and maintenance instructions arranged by system.
3. Project documents and certificates.
1.48 WARRANTIES
A. Execute and assemble documents from Subcontractors, suppliers, and manufacturers. Provide two signed copies in two binders, with Table of Contents and complete information for each item.
B. Submit prior to final Application for Payment.
1.49 SPARE PARTS AND MAINTENANCE MATERIALS
A. Provide products spare parts, maintenance and extra materials in quantities specified in individual specification Sections.

CONSTRUCTION WASTE MANAGEMENT
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.
B. This Section describes demolition and construction waste management and recycling goals and includes administrative and procedural requirements for the development and execution of a construction waste management plan.
C. Related Sections include the following:
1. Division 1 Section "Environmental Procedures" for administrative procedures to achieve environmental goals for the Work.
2. Division 1 Section "Temporary Facilities and Controls" requirements for installation, maintenance and removal of temporary utilities, controls, and facilities during construction.
3. Division 2 Section “Site Demolition” requirements for salvage and recycling of demolition debris.
1.2 CONSTRUCTION WASTE MANAGEMENT GOALS
A. The Owner has established that this Project shall generate the least amount of waste possible and that processes that ensure the generation of as little waste as possible due to error, poor planning, breakage, mishandling, contamination, or other factors shall be employed.
B. Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged, or recycled. Waste disposal in landfills shall be minimized.
C. Diversion Goal: A minimum 75% of total project waste shall be diverted from the landfill.
D. With regard to these goals the Contractor shall develop, for the Owner and Architect’s review, a Waste
Management Plan for this Project.
1.3 SUBMITTALS
A. Construction Waste Management Plan
B. Periodic and final summary report of waste materials recycled, salvaged and landfilled.
C. Weight tickets for all waste materials removed from the site during demolition and construction.
1.4 CONSTRUCTION WASTE MANAGEMENT PLAN
A. Draft Waste Management Plan: Prior to the Pre-Construction Conference, or prior to any waste removal, whichever occurs sooner, the Contractor shall meet with the Owner designated representative(s) and Architect to discuss preparation of a Draft Waste Management Plan. The Draft Plan shall contain the following:
1. Analysis of the proposed jobsite waste to be generated. Include the types of material to be generated and estimated quantity of each material (in tons).
2. Landfill options: Estimated cost of disposing of all project waste in transfer station(s)/landfill(s), name of transfer station(s)/landfill(s) where Project waste would normally be disposed of and tipping fees. Estimated cost of transportation and other relevant costs and fees.

3. Alternatives to Landfilling: A list of each material proposed to be salvaged or recycled during the course of the Project. The list of these materials is to include, at a minimum, the following materials:

e. Landclearing debris
f. Clean dimensional wood
g. Plywood, OSB, and particle board
h. Cardboard
i. Paper
j. Metals
k. Gypsum Wallboard

p. Ridged foam insulation
q. Beverage Containers
4. Material Handling Procedures: A description of the means by which any waste materials identified in item (3) above will be protected from contamination, and a description of the means to be employed in recycling the above materials consistent with requirements for acceptance by designated facilities.
5. Transportation: A description of the means of transportation of the recyclable materials (whether materials will be site-separated and self-hauled to designated centers, or whether mixed materials will be collected by a waste hauler and removed from the site) and destination of materials. The final destination must be approved by Owner designated representative(s).
6. Source Reduction: List processes that minimize waste such as working with suppliers to take back or buy back substandard, rejected or unused items and to deliver supplies using returnable pallets and containers. Also include procedures to minimize breakage, mishandling, contamination, and other factors that reduce job site waste.
7. Meetings: A description of the regular meetings to be held to address waste management.
Contractor shall conduct Construction Waste Management meetings. Meetings shall include subcontractors affected by the Waste Management Plan as well as Owner designated representative(s). At a minimum, waste management goals and issues shall be discussed at the following meetings: pre-bid meeting, pre-construction meeting, and regularly scheduled job-site meetings.
8. Indicate any instance where compliance with requirements of this specification does not appear to be possible and request resolution from the Owner and Architect.
B. Waste Management Plan Review Meeting: Once the Owner and Architect have reviewed the Draft Waste Management Plan and prior to any waste removal at the site, schedule and conduct a follow-up meeting agreed upon during the meeting identified in item 1.5 A. The purpose of the meeting is to review the Draft Waste Management Plan and discuss procedures, schedules and specific requirements for waste materials recycling and disposal. Discuss coordination and interface between the Contractor and other construction activities. Identify and resolve potential compliance problems with requirements. Record minutes of the meeting, identifying all conclusions reached and matters requiring further resolution.

1. Attendees: The Contractor and related Contractor personnel associated with the work of this section, including personnel to be in charge of the waste management program, Architect, Owner and such additional personnel as the Architect or Owner deem appropriate.
C. Final Construction Waste Management Plan: Make any revisions to the Draft Waste Management Plan agreed upon during the meeting identified in item 1.5 C above and incorporate resolutions agreed to be made subsequent to the meeting. Submit the revised plan to the Owner and Architect for approval within 10 calendar days of the meeting.
PART 2 - PRODUCTS (NOT USED)
PART 3 - EXECUTION
3.1 IMPLEMENTATION OF CONSTRUCTION WASTE MANAGEMENT PLAN
A. Manager: The Contractor shall designate an on-site party (or parties) responsible for instructing workers and overseeing and documenting results of the Waste Management Plan for the Project.
B. Distribution: The Contractor shall distribute copies of the Waste Management Plan to the Job Site
Foreman, each Subcontractor, the Owner, and the Architect.
C. Instruction: The Contractor shall provide on-site instruction of appropriate separation, handling, and recycling, salvage, reuse, and return methods to be used by all parties at the appropriate stages of the Project.
D. Separation facilities: The Contractor shall lay out and label a specific area to facilitate separation of materials for potential recycling, salvage, reuse, and return. Recycling and waste bin areas are to be kept neat and clean and clearly marked in order to avoid contamination of materials.
E. Hazardous Waste: Hazardous wastes shall be separated, stored, and disposed of according to local regulations.
F. Application for Progress Payments: The Contractor shall submit with each Application for Progress Payment a Summary of Waste Generated by the Project. Failure to submit this information shall render the Application for Payment incomplete and shall delay Progress Payment. The Summary shall be submitted on a form acceptable to the Owner and shall contain the following information:
1. The amount of waste (in tons) landfilled from the Project, the identity of the transfer station/landfill, the total amount of tipping fees paid at the landfill, the transportation cost, and the total disposal cost. Include manifests, weight tickets, receipts, and invoices.
2. For each material recycled, reused, or salvaged from the Project, the amount (in tons), the date removed from the jobsite, the receiving party, the transportation cost, the amount of any money paid or received for the recycled or salvaged material, and the net total cost or savings of salvage or recycling each material. Attach manifests, weight tickets, receipts, and invoices.
G. At the end of the project the Contractor shall submit a Final Waste Management Report. The Report shall be submitted on a form acceptable to the Owner and shall contain the following information:
1. The total amount of waste landfilled from the Project, the identity of the transfer station/landfill, the total amount of tipping fees paid at the landfill, the transportation cost, and the total disposal cost.
2. The total amount (in tons) of each material recycled, reused, or salvaged from the Project, the receiving party, and net cost savings or additional costs resulting from separating and recycling (versus landfilling) each material. The total amount of all materials recycled in tons and the total net cost savings or additional costs.
3. The total percentage of material recycled in tons.

LEED REQUIREMENTS
1.1 SUMMARY
A. This section includes general requirements and procedures for compliance with certain U.S. Green Building Council (USGBC) LEED® prerequisites and credits needed for the Project to obtain LEED Gold certification.
1. Other LEED prerequisites and credits needed to obtain LEED Certification are dependent on material selections and may not be specifically identified as LEED requirements. Compliance with requirements needed to obtain LEED prerequisites and credits may be used as one criterion to evaluate substitution requests.
2. Additional LEED prerequisites and credits needed to obtain the indicated LEED certification are dependent on the Architect’s design and other aspects of the Project that are not part of the Work of this contract.

1.3 DEFINITIONS
A. LEED-NC v2.2: Leadership in Energy and Environmental Design – New Construction and Major Renovations version 2.2. LEED is a national rating system for green buildings created by the US Green Building Council. All references to LEED throughout the Construction Documents shall mean LEED-NC v2.2.
B. Reused Material: Salvaged, refurbished or reused materials, products and furnishings that have been returned to active use in the same or related capacity as their original use.
C. Recycled Content: The percentage by weight of constituents that have been recovered or otherwise diverted from the solid waste stream, either during the manufacturing process (pre-consumer or post-industrial), or after consumer use (post-consumer).
1. Scraps, spills or other waste from the original manufacturing process that are combined with other constituents after a minimal amount of reprocessing for use in the further production of the same product are not recycled materials.
2. Discarded materials from one manufacturing process that are used as constituents in another manufacturing process are pre-consumer recycled materials.
D. Regional Materials: Materials that are harvested (extracted or recovered), processed and manufactured within a radius of 500 miles from the Project location.

E. Rapidly Renewable Materials: Materials considered to be agricultural products, both fiber and animal, that take 10 years or less to grow or raise, and to harvest in an ongoing and sustainable fashion. Rapidly renewable materials include products made from straw, jute, flax, bamboo, cotton, vegetable oil, wool or sunflower seed hulls.
F. Chain-of-Custody Certificate: A certificate signed by a manufacturer certifying a wood product was obtained from forests certified by a Forest Stewardship Council (FSC) accredited certification body to comply with FSC 1.2, “Principals and Criteria.” Certificates shall include evidence that the mill and distributor are certified for chain-of-custody by a FSC-accredited certification body.
G. Composite Wood and Agri-fiber Board: Manufactured materials made from wood or agricultural fibers manufactured with bonding agents. Composite wood materials include particle board, medium density fiberboard (MDF), plywood, strawboard, wheatboard, panel substrates and door cores.
1.4 SUBMITTALS
A. General: Submit additional LEED related submittals included in other Sections of the Specifications.
B. LEED submittals are in addition to other submittals. If submitted item is identical to that submitted to comply with other requirements, submit duplicate copies as a separate submittal to verify compliance with indicated LEED requirements.
C. Project Materials Cost Data: Provide the necessary cost data requested on the LEED Materials Calculator
(sample provided), including the total Project materials cost and itemized costs of specific materials being tracked for LEED credits. All material costs exclude labor and equipment and the total materials cost is exclusive of Specialties, Conveying Systems and Mechanical and Electrical components.
D. LEED Action Plans: Within 30 days of Notice to Proceed submit the following action plans:
1. Credit MRc2 – Construction Waste Management: Construction waste management plan complying with Division 1 Section “Construction Waste Management.”
2. Credit EQc3.1 – Construction IAQ Management Plan: Construction indoor air quality management plan complying with Division 1 Section “Construction IAQ Management.”
E. LEED Progress Reports: Concurrent with each Application for Payment, submit reports summarizing progress in construction and purchasing activities related to the following credits:
1. Credit MRc2 – Construction Waste Management: Construction waste reduction progress reports complying with Division 1 Section “Construction Waste Management.”
2. Credit EQc3.1 – Construction IAQ Management Plan: Construction indoor air quality management reports complying with Division 1 Section “Construction IAQ Management.”
F. LEED Documentation Submittals: For each Section of the Specification, submit the following for each applicable LEED Credit.
1. Credit SSc7.1 – Heat Island Effect, Non-Roof: Product data for paving materials indicating tested reflectance and emittance, or solar reflectance index (SRI).
2. Credit SSc7.2 – Heat Island Effect, Roof: Cut sheets and product data for roofing materials indicating reflectance and emittance, or solar reflectance index. Reflectance must be measured according to ASTM E 903, ASTM E 1918, or ASTM C 1549. Emittance must be measured according to ASTM E 408 or ASTM C1371. SRI must be calculated according to ASTM E 1980.)
