Honey Creek Watershed Protection and Flood Prevention Project Part C – Phase 2A

Solicitation # AG‐52KY‐10‐S‐0002 Amendment # 2

1. Construction Specification 21 – Excavation Item 10.a.(7) shall be revised as follows:

a. Measurement and Payment shall be by Method 3.

Additional Contractor Questions and Answers

1. On page 13 of the drawings, the cross section notes state the pole barn and garage removal will be by others. Are we supposed to include that in our bids?

Answer: See Item 10 on Page 10 of 11 of Amendment # 1. Yes, removal of the pole barn and garage is to be included in your bid.

2. If we need to build a road through the bottom of the ditch in order to haul materials across the ditch, will this be allowed?

Answer: This has been briefly discussed with the Terre Haute City Engineer and is a slight possibility depending on several issues as would be decided by the City Engineer. The request would have to be initiated by the contractor and would go to the City Engineer while keeping the NRCS Contracting Officer fully apprised. Before a decision could be made, The Terre Haute City Engineer would require, as a minimum, a written plan to include the location, use or reason for need, design including pipe size, number of pipes to be installed, type of pipe materials, backfill details, elevations, slopes, erosion control, restoration details, and other as may be required. There would not be a change order or modification awarded for additional payment for any work in relation to a temporary crossing over Thompson Ditch. If the contractor opts to construct a temporary crossing over Thompson Ditch then the final release of any remaining mobilization / demobilization money would not be paid until satisfactory cleanup and restoration of the area is complete.

3. Will any erosion control measures be required at the borrow pit or for temporary topsoil stockpiles? If so, what will they be?

Answer: We have not planned for anything specific at the borrow site. If you have a temporary topsoil stockpile at any location we will ask that it be temporary mulched and if it is at a location that drains off site or into the Middle Channel Basin we will ask for some type of measure such as temporary silt fence or straw bale diversions. Payment for any pollution control item under Construction Specification 5 – Pollution Control is subsidiary to Bid Item 7

– Dike Excavation.

4. Do we need to build a parking area for NRCS at the office trailer? If so, could you elaborate on what you want?

Answer: No, the plans do not call for a “stone” parking area for the office trailer. There will need to be a temporary construction entrance placed at the access from 7th Street through which the contractor and NRCS can travel to get to or from the office trailer and the staging area.

Additional Contractor Questions and Answers

5. Regarding the item 7, Dike Excavation – 45,740 CYD: Is this amount of excavation required after the topsoil is stripped or does it include the topsoil also?

Answer: This quantity includes the topsoil. This quantity reflects the difference in the original ground line and the proposed excavation line.

Important Note: SEE AMENDMENT # 2 FOR MORE INFORMATION ON THIS ITEM. Section 10.a.(7) of Construction Specification 21 – Excavation of the original specifications state “the upper limit for measurement of the volume of excavation shall be the ground surface after stripping of any topsoil material.” This is revised in Amendment # 2 and states “Measurement and Payment shall be by Method 3.” The exception listed in Section 10.a.(7) of Construction Specification 21 – Excavation has being deleted. This means the upper limit for measurement of the volume of excavation will be the original ground surface as it existed before the start of construction with the exception as stated in Section 9, Method 3.

This change will affect the required “initial” survey which will now need to be completed prior to topsoil stripping or any other surface disturbance.

6. Regarding the item 8, Earthfill Class A – 36,890 CYD: Is this amount of Earthfill required in addition to the topsoil or does this amount include the topsoil?

Answer: This quantity includes the topsoil. This quantity is the difference in the proposed excavation and the finished neat line of the dike.

7. It would be very helpful to know if you can supply cut/fill yardage for each side of ditch, individually. Is that information available?

Answer: Yes, as follows:

Item Description Left

(South) Right (North)

Total

Item 7, Dike Excavation 26,676 19,064 45,740

Item 8, Earthfill Class A 18,785 18,105 36,890
