o Bids are due no later than 2 PM EDT, 5/26/10 at the USDA‐NRCS Indiana State Office o Bids will be opened publicly in Terre Haute at the 4‐H Building located at the Vigo County
Fair Grounds; 10 AM EDT on 5/27/10 (No bids will be accepted after 2 PM EDT, 5/26/10) o CCR registration requirements were explained o Exercise sensitivity/respect when setting up staging area and fencing near the church as children will be present in the area.
o Contractor must provide a written Dewatering Plan prior to any construction activities o Contractor must provide a Design Mix for Concrete with supporting documentation prior to concrete placement for approval by the Contracting Officer o Type of pipe to be used consists of HDPE double walled, smooth interior o Water control gates: type used is your choice of Aluminum Waterman Type AF‐41, Gator
GA‐40 or equivalent, shop drawings will be required to be approved by Contracting Officer/Contract Specialist prior to purchase o The price of concrete headwalls including concrete, reinforcement steel, labor and earthwork associated with each headwall or flapgate is to be included with the price of that flapgate.
o Rip Rap – at least 30 days prior to rock delivery the contractor needs to provide the source in writing from which the riprap will be obtained and delivery tickets need to be provided to the inspector at time of DELIVERY in order to make payment o There is a light pole at Sta. 147+00 – This will be relocated by the Conservancy District.
o Clearing and Grubbing – could be stumps, bricks, etc. will need to haul off site to location of your choice.
o Expect to reuse most of existing dike material o Earthfill must meet 95% standard proctor compaction
Questions and Answers posed by attendees:
1. Are pre‐qualifications awarded by INDOT and Indy Public Works acceptable for establishing financial responsibility with CCR? Proof of financial creditability or good standing can come from any reliable source familiar with the contractor.
2. Do we have to be registered in CCR BEFORE the bid? Preferred to be registered before bid, but not required unless awarded contract.
Honey Creek Part C Phase 2A Site Showing
3. Is the footage itemized in the specifications for both fencing areas? (church AND soccer field/borrow area) Where? Yes, refer to Construction specification 9 – Traffic control.
4. How deep did you go with the soil borings? Refer to sheet 2 and 33 of Plans.
5. Is it all suitable soil? Refer to sheet 2 and 33 of Plans. See Amendment # 1.
6. How do we bid when we don’t know what is in the existing bank? Refer to sheet 33 for borings of existing bank and bid according to estimated quantities. See Amendment # 1.
7. What if existing material doesn’t meet compaction requirements? If method of compaction has been completed according to specification and moisture content appears in range and the testing is not meeting requirements then the contractor will need to have quality control perform additional standard proctor tests to match that material. Otherwise, the material will have to be reworked to meet the requirements or removed and replaced by acceptable earthfill. See Item 7 of Construction Specification 23 – Earthfill and Item 10.a.(5) of
Construction Specification 94 – Contractor Quality Control.
8. Is it a ‘pay item’ or ‘on your own’ to do the sorting? Sorting or finding suitable borrow material is covered under Borrow Excavation in Construction Specification 21 – Excavation and is subsidiary to Bid Item 8 – Earthfill.
9. Can you add another pay item for removal of unusable material? An additional item to cover Disposal of Unsuitable Material is provided in Amendment #1.
10. What liability is contractor faced with if we have another big flood during construction?
Recommend start on North side because June 08 water came from south side. Work 3,000 foot (or smaller) sections at a time. See Construction Specification 5 – Pollution Control.
11. What if there is unsuitable soil below grade – is there an unsuitable soil line? Will you pay for hauling and removal of this soil? COTR will direct depth to excavate to. Bottom elevation will then be surveyed to calculate yardage, this will be paid in line item 7 Dike
Excavation. See Amendment #1 for clarification of unsuitable material and construction surveys.
12. Are there different costs/payments for using borrowed soil or existing? No, payment for earthfill placed from material on site and payment for earthfill from the borrow area is the same under Bid Item 8 – Earthfill Class A. However, Amendment # 1 says that Unsuitable
Earthen Material may be disposed of at the borrow site. Therefore, the contractor may utilize that as opportunity to haul full loads in both directions. Refer to Construction
Specification 21‐Excavation, Construction Specification 23‐Earthfill and Amendment # 1.
13. Is black dirt mixed into acceptable soil allowable? Yes, this is acceptable as long as it meets
95% compaction. Refer to Construction Specification 23‐ Earthfill.
14. Is Dust control water included in specs? Dust control is included in Construction
Specification 5 – Pollution Control and is subsidiary to Bid Item 7 – Dike Excavation.
15. If we have existing pipes with existing flapgates, where in the bid do we put that? All flapgates will be replaced, see Construction Specification 71‐Water Control Gates and sheet
30 of plans.
16. Is pipe paid for by feet used, or feet required? Refer to Construction Specification 44‐
Corrugated Polyethylene Pipe. Pipe will be paid by lineal foot that is necessary and used.
17. Will ditch be mowed before start of project? That is up to the Sanitary District; we have no control over this.
18. Is it okay if there is fly ash in the Class 4000 concrete? If fly ash is included in the approved design mix, then it is acceptable as long as the mix meets Class 4000 strength requirements.
See Construction Specification 32‐ Structure Concrete for more details.
19. Can we use hydro‐seed? Yes; must be approved before by Contracting Officer/Contracting
Officer’s Technical Representative.
20. What are the load limits on Springhill Road and Halt Drive? It is the contractor’s responsibility to check with County Engineer to determine load limits and any bonding requirements. The County Engineer’s Office can be reached at (812) 462‐3419.
21. Is Contractor responsible for road repairs on Springhill and Halt? It is the contractor’s responsibility to check with County Engineer to determine this. The County Engineer’s Office can be reached at (812) 462‐3419.
Group moved to Site location on North side of Thompson Ditch – station 1 + 60.
Questions and Answers:
22. Do we have to replace property/lot corner pins if they exist? Yes; refer to Construction
Specification 7‐Construction Surveys.
23. If pins are removed, do we have to re‐survey? Yes; refer to Construction Specification 7‐
Construction Surveys. Note: This applies for SRA (yellow cap) centerline markers, any
Sanitary District markers or other monuments.
24. Are there defined lines for the existing easements? Yes; refer to Construction Specification
7‐ Construction Surveys. It is up to the contractor to define the lines based on a survey file that will be supplied.
25. Where/how much silt fence is required? Estimated quantities for Silt fence is included on the ditch side only – refer to Construction Spec. 5 – Pollution Control and Amendment #1.
26. Can we reuse the existing Top Soil? Yes; refer to Construction Specification 26‐Topsoiling.
Group moved to Borrow site south of Springhill Road and east of Thompson Ditch.
Questions and Answers:
27. Do we get a key for the gate? Yes
28. Do we have to remove the temporary rock that we put on the road? No, any rock placed on the borrow access may be left in place.
29. Is the acreage for temporary seeding of the ‘borrow site’ road included in the plans? Yes;
refer to Construction Specification 6‐Seeding, Sprigging and Mulching.
30. Do we need to survey the property lines for the ‘borrow site’ road? Yes, the contractor will need to assure that the haul road is within the work limits; survey points will be provided in electronic format.
31. How is borrow site to be left? Refer to Item 10.b.(4) of Construction Specification 21‐
Excavation. The site shall be left as found and with slopes no steeper than 3:1.
32. Is the earth fill from borrow site or from existing fill paid at the same rate? Yes; Refer to
Construction Specification 21‐Excavation. Costs associated for hauling borrow from the borrow site are subsidiary to Bid Item 8 – Earthfill Class A.
33. Is there a date you have chosen, after which there will be no more amendments? No; must continually check www.fbo.gov up until the morning of the bid closing. Remember you must indicate receipt of all amendments on bid.
34. How many surveys will be done? Refer to Construction Specification 7‐ Construction Surveys and Amendment #1.
35. Are there additional surveys? Refer to Construction Specification 7‐ Construction Surveys and Amendment #1.
36. When stripping, how deep are we paid for? Where is this addressed in the specs?
Salvaging and spreading topsoil is subsidiary to Bid Item 8 – Earthfill Class A. Refer to
Construction Specification 26 – Topsoiling, Sheet 32 of plans and Amendment #1.
37. What is the tolerance for the grading? For Dike Excavation, the grade specified on the plan/profile sheets and cross‐sections is minimum meaning the excavation has to be at least to the specified depth or deeper as may be directed for removal of unsuitable foundation materials. Refer to Items 10.a.(1) – (3) of Construction Specification 21 – Excavation for more details on excavation limits. For earthfill or finished grade on the dikes, the grade specified on the plan/profile sheets and cross‐sections is also a minimum elevation meaning the top line or elevation must be at least as high as that specified. See Item 5 Method 2 of
Construction Specification 26 – Topsoiling. We want to see a generally smooth profile in the finished dike without deviation in grade and as a minimum, at the minimum elevation specified.
38. Do we have to furnish the grades/surveys? Refer to Construction Specification 7‐
Construction Surveys. We do ask that the surveyor provide as‐built survey information which is included in Record Documents, an item subsidiary to Bid Item 3 – Construction
Surveys.
Honey Creek Watershed Protection and Flood Prevention Project Part C – Phase 2A
Amendment # 1
1. Instruction To Bidders – Item 2 in items that must be completed on a bid shall be revised as follows:
2. Section K (Certifications & Representations – K2)
2. Construction Specification 34 – Steel Reinforcement Item 10.a. shall be revised as follows:
a. Subsidiary Item – Steel Reinforcement

Necessary work may include additional grading, furnishing and placing topsoil, surveying, seeding and mulching and any other work necessary to assure positive drainage and satisfactory vegetation.
5. Construction Specification 21 – Excavation Item 10.c. shall be added as follows:
c. Bid Item 48 – Disposal of Unsuitable Material
(1) Unsuitable material under this specification will be divided into two categories:
i. Category 1 unsuitable material is defined as that material excavated that is unsuitable as determined by the engineer and contains earthen materials only. Category 1 unsuitable material may be disposed of at the existing defined borrow area to the south of Springhill Road and east of Thompson Ditch.
ii. Category 2 unsuitable material is defined as that material excavated that is unsuitable as determined by the engineer and contains a mixture of earthen material and sod, stumps, or other woody or organic materials or other trash, rubbish or other perishable or objectionable material. Category 2 unsuitable material shall be disposed of by the contractor at sites of his own choosing away from the site of the work. The disposal shall be in an environmentally acceptable manner that does not violate local rules and regulations.
(2) For items of work for which specific unit prices are established in the contract, the quantity of unsuitable material will be estimated to the nearest cubic yard based on twelve (12) cubic yards per standard tri‐axle load. Each load of unsuitable material shall be accounted for in a log kept by each the contractor and the inspector as follows:
i. In the event that a load is not considered full by the inspector, the inspector and contractor will estimate, agree, and log the percentage of full that the load is prior to the load leaving the site. The quantity will be calculated based on the percentage full estimate.
ii. In the event that the contractor and inspector cannot agree on an estimated percentage full, the contractor shall weigh the contents on a certified scale and provide the inspector with a weight ticket. The cubic yards of material will then be calculated from an assumed density of 1.5 tons per cubic yard.
iii. In the event that the contractor is not available or the load leaves the site without being inspected, the quantity estimated by the inspector shall be final.
iv. At the end of each day when unsuitable materials are removed from the site, the inspector and contractor shall review the log and each shall initial the log in agreement.
6. There is a discrepancy between the thickness of topsoil to be placed as stated in Construction Specification 26 – Topsoiling Item 7.a.(1) of 8” versus the 6” of topsoil placement shown on the detail on sheet 32 of the plans. The specifications shall govern.
7. Construction Specification 26 – Topsoiling Item 7.a.(6) shall be added as follows:
(6) Any unsuitable material excavated from 12 inches below the original ground line as a part of this item and at the direction of the engineer shall be measured and included in payment for Item 7 Dike Excavation. The quantity of this material that is directed to be removed from the site shall be estimated as stated in this amendment Item 10.c of Construction Specification 21 – Excavation. This does not include material removed as a part of excavation included in Construction Specification 2 – Clearing and Grubbing or Construction Specification 3 – Structure Removal.
8. Construction Specification 7 – Construction Surveys Item 9.a.(10) shall be added as follows:
(10) The contractor shall complete the following surveys as a minimum for depth verifications and quantity determinations:
i. Initial survey prior to any ground disturbance to define and verify the original ground and measurement for stripping depths.
ii. Intermediate survey of stripping line
iii. Final excavation line survey
iv. Any surveys necessary for quantity measurement prior to final survey as needed for progress payment
v. Final survey for determination of final quantities
9. Construction Specification 5 – Pollution Control Item 8.a.(11) Third paragraph shall be revised as follows:
Silt fence shall be placed along the ditch side of the construction area on both the north and south sides of Thompson Ditch for an estimated quantity of approximately 5,000 lineal feet (2,500 lineal feet on each side).
Amendment # 1
10. On Sheet 13 of 33 of the Plans, Cross – Sections at Stations 159+80 and 163+50 show structures “To Be Removed by Others.” These should be revised to read “To Be Removed.” “By Others” should be crossed out. It is the contractor’s responsibility to remove these structures as a part of Bid Item 43 Non‐Utility Structure Removal.
